and Members of the City Council,
Through the joint efforts of the United States Department of Transportation, the Rails-to-Trails
Conservancy, the National Park Service, the White House Millennium Council and other
national organizations, federal agencies and private companies, a new initiative for promoting
and developing public trails, the Millennium Trails Program, has been formed.
The purpose of this Resolution is to agree to the selection of the Keystone, the Big Papio and the
West Papio Trail as official Community Millennium Trails and to express the City's support of
this Millennium Trails partnership.
Over the past ten years, the City of Omaha and its Metro Trails Partners, the Papio-Missouri
River Natural Resources District and Douglas County has become a leader in the planning and
construction of urban trails. Today, Omaha offers one of the countries finest urban trail systems.
This reputation will certainly grow with the completion of the Riverfront Trail currently being
designed.
Recently, the Millennium Council reviewed various Community trails nominated to become part
of the Community Millennium Trails across the county. Omaha's Keystone, Big Papio and West
Papio Trails were selected. This designation automatically registers these trails in a national
database of quality public trails.
Designation as a Community Millennium Trails, and the passage of this Resolution does not
obligate the City to any future financial obligations.
The Parks, Recreation and Public Property Department requests your consideration and approval
of this Resolution.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, Millennium Trails is designed to catalyze the development of trails
across America by bringing together diverse groups of people to recognize, support and celebrate
trails and their capacity to link places and connect our nation's people with their land, history and
culture; and,
WHEREAS, trails provide citizens with excellent recreation, educational and
transportation opportunities, preserve critical open space, create natural corridors for wildlife and
enhance the communities they touch; and,
WHEREAS, there is a profound relationship between people,place and trails; and,
WHEREAS, artists, cultural and heritage organizations enhance the ability of trails to
united our citizens in understanding and appreciating our diverse cultural heritage, empowering
them to honor the past and imagine the future; and,
WHEREAS, we recognize Millennium Trails as a significant public/private
partnership that allows communities to strengthen their quality of life by preserving open spaces,
interpreting history and culture and enhancing recreation and tourism; and,
WHEREAS, we extend great appreciation to the millions of individuals who
contribute to trails and the cultural life of our nation directly through their donations, public service
and leadership in every community; and,
WHEREAS, the Keystone Trail, the Big Papio Trail and the West Papio Trail, all
developed by the City of Omaha in conjunction with its partners the Papio-Missouri River Natural
Resources District and Douglas County, Nebraska have been selected by the Millennium Council
for inclusion as Community Millennium Trails.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE

THAT, as recommended by the Mayor, the City of Omaha commits and encourages
all citizens to strengthen leadership and increase support for a sustainable network of trails and their
cultural values for the enjoyment, education and inspiration of this and future generations, thereby
defining our legacy as a nation.
FURTHER THAT, the City of Omaha hereby approves the inclusion of the Keystone
Trail,the Big Papio Trail and the West Papio Trail as Community Millennium Trails.
