I. GENERAL INFORMATION:
Purpose: To subdivide the existing 5.40 acres of unplatted parcels into a total of four
lots, and to rezone to allow for commercial development.
Existing Use(s): Commercial Existing Zoning: CC
Adjacent Land Use(s): Adjacent Zoning:
North: Commercial North: CC, CC-FF
South: Office, Commercial, Civic (OFD) South: R1, LO
East: Office/commercial East: CC, CC-FF, CC-FW

Future Land Use Designation(s): Office Commercial
Applicable Regulations: If approved, development of the site will be subject to
the existing CC-Community Commercial District zoning
regulations, the MCC-Major Commercial Corridor
Overlay District regulations, as well as all other
applicable regulations.
No building permits will be issued based on a site plan that does not comply with the
provisions of the Zoning Ordinance.
II. SPECIAL INFORMATION:
Site
Characteristics:
The property is comprised of approximately 5.40 acres located in a fully
developed area adjacent to Interstate 680. Property in the vicinity is
developed with a variety of residential, civic, and commercial uses.
Development
Proposal:
Submitted materials show subdivision of the existing lots and parcels into a
total of four lots, zoned CC District. The applicant has indicated they intend
to redevelop the site with office/commercial uses. As a part of this Minor
Plat, the applicant has included a request to waive the requirement for lot
frontage for Lot 3 and will continue to access the site via the existing blanket
access easement recorded on the site. Lots 1, 2, and 4 all have frontage
along Pacific Street, which is an identified MCC-Major Commercial Corridor
Overlay District.
Public
Improvements:
Streets: Provide for all improvements in the final approved traffic study.

Provide for Pacific Street median improvements as identified by Public
Works, and for an acceptable location of the Pacific Street access.
Sewers: Submit the 30 percent design report for the sanitary sewer to the
Public Works Design Division per Section 2.14 of the City’s Wastewater
Collection Systems Design Manual.
Grading and
Drainage:
Receive preliminary approval of the PCSMP from Public Works prior to
recording the final plat; upload the drainage study and preliminary plans to
Permix.
The development must comply with all stormwater management ordinances
and policies, including no net increase in stormwater runoff and treatment
of the first half inch of stormwater for water quality.
Utilities: OPPD has distribution equipment on/near the property. Coordinate with
OPPD on removal/relocation if necessary.
Water, gas, and electricity will be provided as required by Chapter 53,
Subdivisions, of the Omaha Municipal Code.
Land Use and
Planning:
The site is currently zoned CC District, which is appropriate. The requested
subdivision will allow the redevelopment of the site with new uses in an
established area of central Omaha.
MCC Overlay: The submitted application includes application of the MCC
Overlay District. To three of the four lots within the subdivision. The
remaining lot (Lot 3) lacks street frontage on Pacific Street and as a result
the MCC Overlay has not been included. However, Lot 3 will have broad
visibility from Pacific Street and would typically be required to provide
frontage on Pacific Street. As such, the MCC Overlay District must be
applied to all lots within the subdivision, including Lot 3.
III. ANALYSIS:
Conditionally, the minor plat generally complies with the objectives of the Omaha Master Plan
and the requirements of the Omaha Municipal Code.
IV. RECOMMENDATIONS:
Approval of the waiver to Section 53-8(4)(d), Lot frontage.
Approval of the MCC Overlay District for Lots 1-4, inclusive.
Approval of the Preliminary Plat, subject to meeting the following conditions:
1. Provide for all improvements in the final approved traffic study.
2. Provide for Pacific Street median improvements as identified by Public Works, and for
an acceptable location of the Pacific Street access.
3. Submit the 30 percent design report for the sanitary sewer to the Public Works Design
Division per Section 2.14 of the City’s Wastewater Collection Systems Design Manual.
