This Kellom North project will create twenty single-family housing units in ten duplex units with associated public improvements. This project continues the development of the Kellom Heights area of North Omaha. The Planning Board approved this Redevelopment Plan on July 12, 2000. The Redevelopment Plan provides for the utilization of tax increment financing to assist with the costs of public improvements and eligible site-specific development costs. Tax increment financing of $100,000 will be repaid in 15 years from increased taxes generated by the completion of the project. Financing for the $2,660,340 project also includes bank financing, Equity Fund of Nebraska funds and $500,000 in Community Development Block Grant funds. Public improvements will include new sidewalks and curbs and the installation of new water service along 26t" Street. This Kellom North development will create twenty single-family housing units in ten duplex units with associated public improvements. Contingent on availability of funds after all necessary public improvements are complete, the development will also include a community center to serve residents. The project site is located in an area bounded by 26th Street on the East, 27th Street on the West, Caldwell Street on the south and Hamilton Street on the North. • The approximately 2.6 acre site is in an R-7 zoning district. The project site is in an area designated as substandard and blighted and the project meets the requirements of Community Development Law. The site is currently vacant land that is subject to illegal dumping and trespass. The approval of Tax Increment Financing of approximately$100,000 as a portion of the $2,660,340 total project cost will make it feasible for Omaha Economic Development Corporation to develop this vacant property for low to moderate income housing. Other financing is committed including bank financing, Community Development Block Grant funds, and the Equity Fund Nebraska. The TIF funds will be expended on public improvements and eligible site-specific development costs. The TIF will be retired over 15 years. Excess ad valorem taxes resulting from the development would produce approximately$39,418 per year. The owner will be responsible for all improvements on the project site, including utilities and public improvements. The legal description of the redevelopment site is Lots 1 through 14, inclusive, Block 10, Shinn's Addition, an Addition to the City of Omaha, as surveyed and platted and recorded in Douglas County, as described in the legal description attached as Exhibit"A". The excess ad valorem taxes from this project will be computed from the base tax value assessed on this site for the year prior to the passage of this Redevelopment Plan. Attached exhibits show the location(Exhibit"B"), zoning(Exhibit"C") and site plan(Exhibit "D") of the redevelopment project. 1 PROJECT DESCRIPTION The Kellom North housing development is part of a multi-phase redevelopment program for the Kellom Heights area sponsored by the Omaha Economic Development Corporation. To date, OEDC has completed a 30,000 square foot shopping center and 220 units of apartment housing with open space and recreation areas. The Kellom North housing development will consist of ten duplex housing units with associated public improvements. Contingent on availability of funds after any cost overruns for public improvements, this project will include one 4, 200 square foot building that will serve as a Community Center for residents. Each of the twenty single-family housing units will have three bedrooms, two bathrooms, living, dining and kitchen areas, full basement and a one-car garage. The housing units are designed to address the street with a front porch, pedestrian-scale bay, sidewalk and front door. Maximum monthly rents (including utilities) for the Kellom North Development will not exceed Fair Market Rents for at least five years. Households that earn 60% or less of the median area income will occupy all of the units. The Omaha Economic Development Corporation has evidence of sufficient demand for additional rental housing units in this area based on the existing waiting list for apartment rentals in the Kellom Heights development. A rear court yard/play area will promote community spirit and provide a physically enclosed and secure environment for children. The court yard/play area façade of the housing units will have grade level access from the kitchen/dining areas and visual access to the play area. The proposed Community Center will include a computer learning center as well as a facility to provide supportive services such as job placement, counseling, and educational services. Public improvements for this housing development will include the installation of new sidewalks and curbs on the project site to City specifications, which will improve traffic flow through the redevelopment area and provide a better integration of the new development with previously completed projects. The development will require the installation of new water service along 26th Street in addition to existing water lines on Caldwell and Hamilton. DEVELOPMENT FINANCING PLAN SUMMARY Equity Fund of Nebraska $1,938,891.00 72% Mortgage Financing 146,449.00 5% Tax Increment Financing 100,000.00 4% CDBG Loan—City of Omaha 500,000.00 19% Total $2,685,340.00 Primary financing at 8.5% and tax increment financing at 9.0%. 2 1 BLIGHT AND SUBSTANDARD CONDITIONS The project site is in an area previously designated as blighted. The project site is vacant land with numerous full-grown trees, underbrush and alley/drives. The site is subject to use as an illegal dumping ground for trash and garbage and poses a safety hazard for neighborhood youth that tend to play at the site. Based on the last official census, the median year of construction of housing structures in this census tract is 1943, unemployment is greater than 120% of the state average, the median income is $7,087 below the median income for the City, and the census tract has experienced population loss. UTILITIES/TRANSPORTATION Existing gas and electrical utilities adequately serve the project site. The sewers that serve this area have not yet been separated. The developer will install new water service along 26th Street in addition to existing water lines on Caldwell and Hamilton. The developer will be responsible for all new utility leads onto the site. This area is served by public transportation. LAND USE/ZONING/PARKING The proposed residential land use is in compliance with the Master Plan and the requirements of the R7 medium-density multiple-family residential district in which it is located. Duplex residential is a permitted use in this district. The North Freeway borders the site on the west with R-7 residential on all other sides. This project is at the northwest corner of previous Kellom Heights housing development. The Boys and Girls Club of Omaha facility is located across Hamilton Street to the north. The off-street parking requirement for duplex residential development is 1.5 spaces per dwelling unit or 30 spaces for 20 dwelling units. This housing development will exceed this requirement, providing a one-car garage for each single-family dwelling unit and driveway space for an additional car for each single-family unit. A total of 40 off-street parking spaces will be provided for the residential units. COST/BENEFIT ANALYSIS 1) This use of Tax Increment Financing will not result in tax shifts. The current level of taxes will continue to flow to taxing entities and only added value revenues resulting from the improvements will be applied to the cost of the improvement. Due to property abandonment and delinquent real estate taxes,the taxing jurisdictions currently realize nominal revenue generated by the project site. 3 1 • 2) This project will provide new sidewalks and curbs to City specifications as a part of the development. The developer will install new water service along Caldwell Street in addition to existing service. No other public infrastructure or community public service needs will arise from this project. The building is adequately served with streets and other utilities and the area is served with public transportation. 3) This tax incentive will be help to make this development project financially feasible for the developer. 4) This housing development project will not negatively impact other residential projects providing affordable housing. The market demand for affordable rental housing in this area is evidenced by the existing waiting list for apartments in the Kellom Heights development. 5) This development will eliminate blighting conditions and safety hazards. The project will benefit low and moderate-income residents, as area residents who earn 60% or less of the median area income will occupy all of the units. Residents will further benefit from the learning center and supportive services such as job placement, counseling, and educational services, which may be housed in the proposed Community Center. Q asA CITY OF OMAHA LEGISLATIVE CHAMBER Omaha,Nebr August 8, 2000 RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA: WHEREAS, the primary objectives of the City of Omaha's Master Plan and Community Development Program are to encourage additional private investment and infill development within inner-city neighborhoods; and to eliminate conditions which are detrimental to public health, safety and welfare, by developing vacant, underutilized property within these neighborhoods; and, WHEREAS, the approximately 2.61 acre Kellom North Redevelopment Area is located at 27th and Caldwell Streets (see Attachment 1 for complete legal description); and, WHEREAS, this Redevelopment Plan is located within an area previously declared "blighted and substandard and in need of redevelopment" by City Council Resolution No. 1445, June 2, 1992; and, r WHEREAS, Kellom North Limited Partnership Redevelopment Plan is for the purpose of a low to moderate income housing development as described in Exhibit "A", attached hereto and made a part hereof; and, WHEREAS, the Kellom North Limited Partnership Redevelopment Plan provides for the use of Tax Increment Financing for public improvements and eligible site specific development costs; and, WHEREAS, an Industrial Development Bond issue may be used in this blighted and substandard area to assist with project financing; and, WHEREAS, Section 18-2108 of the Nebraska Revised Statues requires the City • of Omaha to adopt a redevelopment plan before taking an active part in a redevelopment project; including the division of ad valorem taxes under Sections 18-2147 through 18-2150, Revised Statutes of Nebraska; and, WHEREAS, the Kellom North Limited Partnership Redevelopment Plan was approved by the City of Omaha Planning Board on July 12, 2000.
