Honorable President and Members of the City Council, • The attached proposed Resolution amends the City of Omaha's Fiscal. Year 2000 Consolidated Submission for Community Planning and Development Programs (the "Consolidated Plan-) approved by the City Council on November 16, 1999 by Resolution No. 3039. This amendment revises the City's Community Development Block Grant (CDBG) Program by 1) increasing the FY2000 CDBG Entitlement by $8,000 (the FY2000 CDBG Entitlement was estimated at $6,300,000 while the actual Entitlement received was $6,308,000); 2) increasing CDBG Program Income by $1,407,371; 3) deobligating $555,829 in funds remaining from completed projects; and 4) allocating $ 9 3,^uo, the total amount of unallocated and/or unexpended CDBG funds, to projects. -e/, 15-1, a o 0 Under this proposed Consolidated Plan Amendment, the following projects will receive new or increased funding: Amount Activity $ 50,000 Assist with the development of the Dr. Martin Luther King Jr. (MLK) Memorial Site which is located at the northwest corner of the intersection of 24th and Lake Streets. CDBG funds would be used for installation of water service, electrical power, and for sidewalk improvements. • $ 50,000 increase the budget for the Meredith Manor elderly housing project at 33rd and Meredith Avenue by $50,000. This will raise the total CDBG assistance for this project from $200,000 in 1998 funding to $250,000 in combined 1998 - 2000 CDBG funding. , b' n repair rep acement of the awning at the Urban eague of Nebraska's administrative of ices a m $125,000 Construction of a group living facility for teenage boys at 56th and Sorenson Parkway. In addition, the Action Plan serves as an application for federal funds under HUD's formula grant programs. The formula grant programs covered by the Action Plan include the Community Development Block Grant (CDBG), Emergency Shelter Grants (ESG), and Home Investment Partnerships (HOME) programs. The goals of the formula grant programs covered by the Action Plan are 1) to strengthen partnerships among all levels of government and the private sector so as to enable them to provide decent housing, 2) to establish and maintain a suitable living environment, and 3) to expand economic opportunities for everyone, particularly very low-income residents. Funds will be used along with$200,000 in Fiscal Year 1998 funding for construction of the units. The project is located in the 30th and Ames Redevelopment Area within a low and moderate-income census tract. We estimate that 100 percent of the funds allocated to this program will benefit low and moderate-income residents. 6. Family Service Group Home: Funds would be used to construct a group living facility for teenage boys at 56th and Sorenson Parkway. The site has been donated to Family Service (of Omaha) for development of a group home that would house up to 12 unrelated youth. The total development budget is $420,000 including $218,000 in private contributions and a land donation valued at $77,000. The project is located in a low and moderate-income census tract. We estimate that 100 percent of the funds allocated to this program will benefit low and moderate-income youth. 7. MMMBC Elderly Housing: Funds would be used by the MMMBC Development Corporation in partnership with the Seldin Company for the construction of 20 units of elderly housing at 21st and Paul Streets (in the Logan Fontenelle Redevelopment Area). The project is located in the Logan Fontenelle Redevelopment Area and is in a low and moderate-income census tract. We estimate that 100 percent of the funds allocated to this program will benefit low and moderate-income residents. Part II- Economic Development 8. Wilson Packing Plant: The Wilson Packing Plant at 6006 South 27th Street will be acquired and demolished by the City of Omaha through the use of a HUD Section 108 Loan Guarantee. Funds will be used for up-front costs relative to this undertaking such as appraisals, engineering studies, moving bids, historic recordation and other activities related to such acquisition and demolition. 47 CONSOLIDATED PLAN AMENDMENT#1 (REV)-SEPTEMBER 2000 The project is located in a low and moderate-income census tract. We estimate that 100 percent of the funds allocated to this program will benefit low and moderate-income residents through and creation of jobs and/or low and moderate-income area benefit. Part III - Public Services and Facilities 4. MLK Cornerstone Foundation: Funds would assist in improving the northwest corner of 24th and Lakes Streets by addressing public facilities such as sidewalks and and water and electrical service. This assistance will provide utilities for maintenance of new landscaping improvements and for area lighting. The project is located in a low and moderate-income census tract. We estimate that 100 percent of the funds allocated to this program will benefit low and moderate-income residents through area benefits. 48 1 - . MOTION BY COUNCILMEMBER I hereby move that Council Document No. 4 ' , Current Series, be amended as follows: Amend the resolution to delete all references to the following items: $5,000 - Assist with the painting and repair/replacement of the awning at the Urban League of Nebraska's administrative offices at 3024 North 24th Street. $100,000 - Funds would be used to acquire sites, demolish structures, and provide for relocation assistance in the 17th and Nicholas Redevelopment area. • $400,000 - Park improvements at the Logan Fontenelle Park at 21st and Charles Streets (City Park Bond funds will be used to reimburse the CDBG Program $200,000 in the year 2001). $300,000 - These funds will be budgeted to the Omaha Small Business Network (the OSBN)to administer its business incubator and business loan programs. Omaha,Nebr RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA: WHEREAS,Title I of the National Affordable Housing Act of 1990 requires that, in order to receive direct assistance under certain Federal programs including the Community Development Block Grant and HOME Investment Partnership Programs, state and local governments have a housing strategy that has been approved by the U. S. Department of Housing and Urban Development; and, WHEREAS, on December 16, 1999, by Resolution No. 3039, the City Council of the City of Omaha approved the City's Fiscal Year 2000 Consolidated Submission for Community Planning and Development Programs,called the FY 2000 Consolidated Plan; and, WHEREAS, the City of Omaha's FY 2000 Consolidated Plan was approved by the U. S.
