ORD 35404 - COPS in Schools grant for hiring school resource officersI ORDINANCE NO. 3 DY AN ORDINANCE approving acceptance of the COPS in Schools Grant in the amount $1,000,000 from the U.S. Department of Justice, Community Oriented Policing Services Office, providing for the hiring of eight (8) police officers to be placed in area schools as School Resource Officers; involving appropriations of more than one year in conformity with Section 5.17 of the Home Rule Charter; providing for the payment from specific account; and,providing for the effective date hereof BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA: Section 1. That, as recommended by the Mayor, the COPS in Schools Grant from the U.S. Department of Justice, Community Oriented Policing Services Office, provides the salary and benefits of eight (8) police officers up to $125,000 per officer; a copy of which is attached, and by this reference made a part hereof, is approved. Section 2. The grant period extends from April 1, 2000 to March 31, 2003. In conformity with Section 5.17 of the Home Rule Charter, approve of this grant, involving appropriates of more than one year for receipt of grant funds and expenditures as outlined in the grant, are authorized. Section 3. That the police officers will be placed in eight (8) area high schools comprising of three school districts: 1)Omaha Public Schools - Benson High School, Blackburn Alternative School, Burke High School, Central High School, Northwest High School, 2)Millard Public Schools - Millard North High School, Millard South High School, and 3)Westside - District 66 Public Schools, Westside Middle School. The funding under this project is for the payment of SALARIES AND APPROVED FRINGE BENEFITS for three years for sworn entry levet career law enforcement officers, lateral transfers, or rehired officers. Any portion of salaries above entry level must be provided for by the grant recipient. Overtime, training, weapons, conununication equipment and vehicles cannot be paid for with COPS funding. 2. P ior_to withdrawing funds under this award, the recipient must provide the Control Desk, Office of the Comptroller,with the recipient organization's fiscal year and the name of the recipientorganization's cognizant Federal agency. 3. COPS In School grant funds must be used to hire one or morenew,additional career law enforcement officers, beyond the number of officers that would be hired or employed by the grantee in the absence of the grant. Unless authorized in writing by the COPS Office, grant funds may not be applied to the salary or benefits of an officer hired by a grantee prior to the Award Start Date listed on the front of this document. 4. Your agency is expected to retain the positions funded by COPS In School grant funds at the conclusion of the federal grant funding for at least one local set budget cycle, in accordance with the retention plan contained in your grant application. 5. For grants of $500,000 or more, the grantee acknowledges that failure to submit an acceptable Equal Employment Opportunity Plan(if grantee is required to submit one under 28 CFR 42.302) that is approved by the Officer of Justice Programs, Office of Civil Rights, is a violation of its Assurances and may result in the suspension of the drawdown of funds. For grants under$500,000, the grantee must submit a completed EEOP Certification form and return it to the Office of Justice Programs, Office of Civil Rights within 120 days of the grant award. 6. In order to assist the COPS Office in the monitoring of the award, your agency will be responsible for submitting semi-annual progress reports and quarterly financial reports. As those reports become due, your Grant Advisor will provide you with the forms and information necessary for compliance. 7. Requests for extensions,without additional funding,of the grant award period should be submitted in writing no sooner than two years after the official start date of the award to your Grant Advisor. 8. Officers funded under this grant may only be involved in activities or perform services that exclusively benefits your agency and the population that it serves. If your agency provides these officers to another agency through a contractual arrangement, your agency is responsible for ensuring that this arrangement is in compliance with the conditions of your grant 9. The eight (8) police officers shall be placed in local schools serving as School Resource Officer (SRO). The COPS in Schools Grant will provide SRO's is the following schools: 5 SRO's Omaha Public Schools—Benson HS, Blackburn Alternative School, Burke HS Central HS,Northwest HS 2 SRO's Millard Public Schools—Millard North High School, Millard South High School 1 SRO District 66—Westside Community Schools—Westside Middle School At the present, the Omaha Police Department in partnership with Omaha Public Schools and District 66 have 2 SRO's placed in South High,North High and 1 SRO at Westside High School. The SRO's will provide the necessary avenue to offer assistance to teachers, help address school problems that may lead to violence, present personal safety training for students and assist in the design of a safe school environment. The grant period is for three years and reimburses the City $125,000 per officer. There is no grant match. Your favorable consideration and adoption of this ordinance is respectfully requested.
