As part of the initial phase of the build-out process we have proposed to locate a cell-sit on the South West corner of 133rd Ct. and Q St. At a total structure height of 50' this site will cover heavily foliaged residential and commercial areas in Millard. It will also carry heavy traffic along 132nd—L—Q and Hwy. 275. There is a ridge on West along 144th St. and the terrain slopes up steeply to W, SW. Please refer to accompanying coverage and schematic plots for additional information. This letter is to communicate the engineering and logical reasoning employed in proposing that we situate our cell-site at this particular location. Before choosing an appropriate location for any cell-site we carry out extensive computer simulation studies of expected propagation profiles from our proposed sites in the surrounding/ adjoining areas to identify `poor' coverage spots. We then select friendly locations via numerous site-visits with our real estate personnel who help us arrange for actual `drive-tests' to calibrate our mathematical/simulation models with live data. During a drive-test, an antenna connected to a portable transmitter is hoisted from a temporary tower at one of these friendly locations at an approximate required height and data from the transmission is collected from a test-vehicle that is driven according to a pre-determined drive-test route. Finally, coverage and capacity requirements are evaluated based on results from the field and from mathematical models in • simulation that have been calibrated with this drive-test data. 08/10/00 1 of 2 1:35 PM L is now Qwestir- • If a candidate meets our coverage and capacity requirements and does not cause interfere with other sites in the system then we approve the location and proceed to lease and zone the site in consultation with our real estate group. In a CDMA network if signal from any site `spill out' of its intended coverage area and `encroach' on area of coverage of adjoining or any other site in the system then it interferes destructively with the other sites' operation. Primarily the noise floor in the network increases such that the quality of our system deteriorates drastically to the point that none of the sites engaged in this phenomenon can support acceptable capacity or are able to handle calls with adequate quality. Analysis of mathematical simulation and investigation of drive-test data for OMA061 at 133`d Ct. and Q St. proved the feasibility of constructing an antenna site to meet the proposed coverage and capacity requirements of this search-area. We would like to mention that there were no other viable existing structures in the 50'+ range within our search area to provide for capacity and coverage in the vicinity. Furthermore, the existing AirTouch tower located to the West of our proposed ROW is right in the Millard Airfield flight path and therefore we would have to co-locate below the existing antennas which will not meet our coverage requirements adequately. In light of the information provided in this letter and the accompanying coverage plots and schematics we request the board to give careful consideration to our application for a ROW at this location in Omaha, to enable Qwest Wireless to provide seamless coverage in the heart of Millard • in South West Omaha. Without this site we will have inadequate coverage in the vicinity. This is part of our initiative with the City of Omaha to construct Wireless Facilities in a manner that is less obtrusive on the environment and more aesthetically pleasing to the public. With regard to the City of Omaha's Wireless Service Facilities Application Checklist, we submit the following explanations: Application: X 1. Complete application form, properly signed. X 2. A site plan, drawn to scale, showing the following: a. See drawings for detail. b. Boundary lines are referenced to Property Lines for the ROW. c. Contour lines are shown but drainage will not be affected as we will not be excavating or grading at the site. d. No site improvements such as parking, access or storage. e. No existing structures on the ROW except for those utility and streetlight structures noted. f. No landscape plan (see drawings). X 3. Operating Statement: a. Proposed use - PCS Wireless Communication Facility utilizing a direct-bury silhouette pole. b. Silhouette pole with total height of 50 feet. See drawings for detail. c. Governmental access easement to be provided as soon as available. d. Silhouette pole is able to support collocation. Collocation must pass interference and structural analysis. e. Leases to be negotiated as needed. • PC \P • 4. Site Analysis: a. New service, no existing coverage. See attached coverage map representing the impact of the absence of this proposed site. (see map 4a) b. See coverage plot provided representing the predicted coverage this proposed site will provide. (see map 4b) c. See attached map marking proposed site (P) and alternate site (A). (see map 4c) d. There are no rooftops in the search ring that meet the coverage objective. The existing tower in the area will not provide us with the necessary height we require. e. Due to the Millard Airfield flight path, we would have to co-locate below the existing antennaes on an existing tower. This would not provide us with the necessary height we require to provide optimum service to this area. There are no buildings in the search ring with sufficient height to meet our coverage objectives. f. The tower located to the west of our site is right in the Millard Airfield flight path. This requires us to co-locate below the existing antennaes. As shown in our coverage maps, this would not provide us with the coverage needed for this area. g. Attached is map showing proposed site and optimum coverage for this area. Attached with map is RF Engineer's explanation of why this site • is necessary to the Qwest wireless network in Omaha. (see map 4g) h. This silhouette pole has been designed to support at least one more set of similar antennaes or other collocation need. i. No significant disturbance of the existing grassy area or vegetation. Silhouette pole is direct-bury and a very small pad will be utilized for the electronics cabinet (see zoning drawing details). Trenching will be required for electric and telephone services. Topography will remain the same. See attached rendering illustrating the impact of the proposed site on the area. (see rendering 41) j.
