Transmitted herewith is a resolution accepting the attached agreement which was entered into
between the City of Omaha Public Works Department and Valuation Services for the provision
of appraisal review services as a result of the widening of 84th Street from "F" Street to "L"
Street. Further, the resolution authorizes the Finance Department to pay the amount of
$23,550.00 upon completion of the conditions of the agreement from the Street and Highway
Bond, Organization 1509, 1996 Street and Highway Bond Issue No. 3, Fund 344, Agency 140
(2001 Funding).
The Public Works Department requests your consideration and recommends your approval of
this resolution.

As requested,I am submitting a bid to prepare appraisal reports for the above referenced
properties which will be affected by the 84th Street reconstruction project. The scope of work to
be completed consists of preparing 23 appraisal reports of varying format for the purpose of
estimating just compensation payable to the property owners due to the impacts of the above
referenced road reconstruction project.
Based on our preliminary inspections of the properties inspection of the properties and a
review of project construction plans,I have estimated the following appraisal fees for the project:

The above fee reflects the cost associated with completing appraisal reports based on
information available at the time of preparation. Anyrevisions or corrections to the original-
P P
appraisals which are a direct result of changes in original facts made by the City of Omaha shall
be at additional expense to the City of Omaha. Fees for any required revisions due to changes in
the original facts will not exceed 15% of the contracted appraisal fee.
The above outlined appraisal fees does not include compensation for time required if
condemnation of any appraised tract is required. Time required for pre-condemnation
preparation and condemnation hearings shall be billed in addition to the above outlined fees.
Hours involved in court testimony and condemnation proceedings will be billed at a rate of
$100.00 per hour or$800 per day. An itemized list detailing the time spent on these items will
be provided at the time any invoice requesting payment for said services is submitted to the City
of Omaha.
Upon acceptance of this contract, I will provide you with three (3)copies of each
appraisal report by January 31, 2001. It is understood that a penalty of$75.00 per normal.
working day may be deducted from the agreed upon base fee for each day that any part of this
assignment is past due. Any extension of the completion date must be authorized by the City of
Omaha.
In addition to the following,I also agree to the following: (1)neither I,nor the City of
Omaha, shall in the performance of this agreement discriminate or permit discrimination against
any person because of race, sex, age,religion or political opinion; (2)pursuant to Section 8.05 of
the Home Rule Charter of the City of Omaha,no elected officials, officers, or employees of the
City shall have a financial interest,direct or indirect, in any City government; and (3)no
amendments or additions to this agreement shall be made except in writing. Also, Valuation
Services currently has on file with the City of Omaha Form CC-1 stating our compliance with the
City of Omaha's contract compliance regulations making us eligible for contracts exceeding
$5,000 in value.
Upon acceptance of this proposal, please issue a purchase order and sign one copy of this
letter and return it to me in the enclosed envelope. If you have any questions concerning this

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, an agreement was entered into by the City of Omaha Public Works
Department and Valuation Services on December 7, 2000, a copy of which agreement is attached
and made a part hereof; and,
WHEREAS, the City of Omaha is in the process of acquiring certain interests in
property for the widening of 84th Street between "F'Street to "L"Street and is required by state and
federal regulation to complete appraisals and appraisal reviews on each tract which it is going to
acquire; and,
WHEREAS, Valuation Services is an experienced appraisal company which has
agreed to prepare appraisal reviews for each of the properties described in the attached contracts;
and,
WHEREAS, the City has agreed to make payment to Valuation Services in the
amount of$23,550 upon completion of the appraisal review work described in the contract.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, the agreement between the City of Omaha Public Works Department and
Valuation Services is hereby approved and the Finance Department is to make payment in the
amount of $23,550 upon completion of the conditions of the attached agreement from the 1996
Street and Highway Bond Issue No. 3, Organization 1509,Fund 344,Agency 140(2001 funding).
