RE: Proposed US WEST Wireless' antenna site OMA052E at 4032 Harrison St., Omaha
Dear Board Members:
Qwest Wireless is scheduled to deploy a PCS-CDMA wireless communications system in
Nebraska(Omaha-Lincoln-Fremont) and Iowa(Council Bluffs, Northwest Pottawattamie County)
• in the first quarter of 2001. As part of the initial phase of the build-out process we have proposed
to locate a cell-sit at 4032 Harrison Street.
At a total structure height of 58' this site will cover heavily foliaged residential areas in
South Omaha along Harrison St. between 25th and 60th while covering traffic along Harrison and
36th streets (to Giles on S and to Q to N). Terrain profile is quite challenging in the vicinity with
abrupt undulations and mature foliage to complicate RF design. Please refer to accompanying
coverage and schematic plots for additional information.
This letter is to communicate the engineering and logical reasoning employed in proposing
that we situate our cell-site at this particular location.
Before choosing an appropriate location for any cell-site we carry out extensive computer
simulation studies of expected propagation profiles from our proposed sites in the surrounding/
adjoining areas to identify `poor' coverage spots. We then select friendly locations via numerous
site-visits with our real estate personnel who help us arrange for actual `drive-tests' to calibrate
our mathematical/simulation models with live data. During a drive-test, an antenna connected
to a portable transmitter is hoisted from a temporary tower at one of these friendly locations at an
approximate required height and data from the transmission is collected from a test-vehicle that is
driven according to a pre-determined drive-test route. Finally, coverage and capacity
requirements are evaluated based on results from the field and from mathematical models in
• simulation that have been calibrated with this drive-test data.

• If a candidate meets our coverage and capacity requirements and does not cause interfere
with other sites in the system then we approve the location and proceed to lease and zone the site in
consultation with our real estate group. In a CDMA network if signal from any site `spill out' of its
intended coverage area and `encroach' on area of coverage of adjoining or any other site in the
system then it interferes destructively with the other sites' operation. Primarily the noise floor in the
network increases such that the quality of our system deteriorates drastically to the point that none
of the sites engaged in this phenomenon can support acceptable capacity or are able to handle calls
with adequate quality.
Analysis of mathematical simulation and investigation of drive-test data for OMA052 near
40th St. /Harrison St. proved the feasibility of constructing an antenna site to meet the proposed
coverage and capacity requirements of this search-area.
We would like to mention that there were no other viable existing structures in the 55'+
range within our search area to provide for capacity and coverage in the vicinity. Using the terrain
to our advantage and to limit the height of our pole, we situated site on higher ground to the North
side of the intersection as opposed to proposing it on the East or the West side at a much taller
height.
Furthermore, the existing AirTouch tower located on the Southeast corner of 36th and
Harrison St. situated on a much lower ground elevation than our proposed site will not meet our
coverage requirements if we co-locate on the tower as it stands today. Substantial increase in
• height will need to take place prior to our being able to co-locate on the structure and provide
adequate service to our customers.
In light of the information provided in this letter and the accompanying coverage plots and
schematics we request the board to give careful consideration to our application for a cell site at this
location in Omaha, to enable Qwest Wireless to provide seamless coverage near the 40th St. and
Harrison St. areas in South Omaha. Without this site we will have inadequate coverage in the
vicinity.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, Section 55-884 of the Omaha Municipal Code, provides for the
granting of a Special Use Permit; and,
WHEREAS, an application has been submitted by Qwest Wireless for a Special
Use Permit to allow a Broadcast Tower with a waiver of height in an R5-Urban Family
Residential District, located at 4032 Harrison Street, Omaha,Nebraska; and,
WHEREAS, the City Planning Board has recommended that said permit be
granted pursuant to the application, a copy of which is attached hereto as Exhibit "A" and made a
part hereof by this reference, and the conditions set out in Exhibit "B" attached hereto and made
a part hereof by this reference.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, the Special Use Permit application submitted by Qwest Wireless for
permission to allow a Broadcast Tower with a waiver of height in an R5-Urban Family
Residential District, located at 4032 Harrison Street, Omaha, Nebraska, is hereby approved and
the Permits and Inspection Division is directed to issue the necessary permit therefor, provided
the conditions set out in Exhibit "A" of the above referenced application, conditions set out in
Exhibit "B", and all applicable local or state statutes, ordinances or regulations are complied
with.
BE IT FURTHER RESOLVED:
THAT, the proposed Special Use Permit has been reviewed and evaluated
pursuant to, and meets each of, the criteria set forth in Section 55-885 of the Omaha Municipal
Code.
