The following could serve as the core of the Resolution: WHEREAS, the City Council has been and continues to receive a large number of calls from the public concerning the severity of the chuck holes this Winter; and, WHEREAS, the current repair strategy is not effectively responding to the chuck hole problems; and, WHEREAS, Nebraska Public Employees Local 251 , through its leadership, has recommended to the Administration, through the Office of the Director of Public Works, an alternative scheduling of personnel and equipment to more effectively respond to the chuck hole crisis in the City of Omaha's streets; and, WHEREAS, the Administration has not yet responded to the recommended plan proposed by the Nebraska Public Employees Local 251 ; and, Request to Law February 26, 2001 Page Two WHEREAS, the plan recommended by Nebraska Public Employees Local 251 calls for the transition from the current Winter shift to Day shift providing that major snow storms are not forecasted. Local 251 has agreed to waive the seven (7) day advance notice to its membership that is required in their current contract with the City. This plan would place approximately 150 Street Maintenance personnel and approximately 11 hot box units on the streets to patch chuck holes. In addition, cold patch material (UPM) would be utilized to supplement the hot patch material effort. NOW THEREFORE BE IT RESOLVED: THAT, the City Council gives its support to the plan recommended by Nebraska Public Employees Local 251 to more efficiently and effectively deploy personnel and material resources to patch chuck holes in our City streets and thereby encourage the Administration to adopt this strategic re-deployment of personnel and material in order to bring the chuck hole crisis in check. Following Line 18 add the language `WHEREAS, hot patch asphalt is not currently available to the City until 7:00 a.m." II. Line 21, delete the language "gives its support" and insert in lieu thereof the language"urges careful consideration". III. Following Line 25, add the language "BE IT FURTHER RESOLVED: THAT, the Administration and Public Works Department attempt to purchase hot patch asphalt at 4:30 a.m. rather than at 7:00 a.m. to improve the quality of street patching for first shift employees; and, THAT, the Public Works Department consider scheduling 12 hour shifts to further improve street patching repairs and that these shifts include crews augmented by the City Offenders To Work Program.
