Transmitted herewith is a Resolution approving the purchase of traffic signal bulbs. Bids were
received on April 19, 2001, for the purchase of 3200 bulbs of different types to certain
specifications.
Tests were done on sample bulbs. The bulbs from the lowest two bidders did not meet the
specifications. Attached is a communication from the Signal Maintenance Supervisor detailing
the shortcomings. Therefore, the Public Works Department is recommending acceptance of the
third lowest bid from H&H Industries. The money will be paid from the Traffic Engineering,
Traffic Control Signals, Organization 1432, Agency 140, Fund 103.

H&H Industries has filed the required Annual Contract Compliance Report, Form (CC-1). The
Human Relations Director will review the consulting firm to determine its compliance with
Ordinance 28885.
The Public Works Department requests your consideration and approval of the attached
Resolution.

Subject: Rejection of low bidders on 2400, 150 watt and 800, 69 watt traffic signal
bulbs
On April 19, 2001 bids were opened for 3200 traffic signal bulbs. The specification read
as follows. "Traffic signal lamp shall be for 120/125 volt operation, with a rated life of
16,000 hours. The filament design shall be a C-11V with 7, 2 lead and 5 hook, filament
supports. The lamp shall be of crystal clear finish with grooved glass base solidly
cemented into a 102 medium brass base. The lamp shall be gas filled with 95% Krypton
and 5% Nitrogen gas. The lamp shall meet ANSI torque test to a level of 3
neuton/meters and pass a NAVMAT P9492 vibration test to a level of 5 Gs in both the
vertical and horizontal position. The manufacturer upon request shall provide test
results from a recognized testing laboratory verifying compliance of gas fill, torque and
vibration requirements."
Documentation from Voss lighting and Budget lighting indicated a Krypton gas content
under the specified 95%. Also upon visual inspection the bulbs submitted by Voss
Lighting and Budget Lighting were not crystal clear and had an obvious yellow tint to
them. Based on these two inadequacies I am recommending that the bid be awarded to
the third bidder H&H Industries. Documentation submitted by H&H indicated
compliance with all listed specifications.

Section 10-110 of the Omaha Municipal Code allows a department director to
reject any bidders bid because the bids received were non-compliant to
specifications. This letter is to serve as written notice that your bid is being
rejected because the bid does not meet the required specifications. The
attached memorandum details the reasons detailing non-compliance to
specifications. Recommendation and resolution is being forwarded to the City
Council to recommend award to another bidder.
Within 10 days after a bid is rejected, any rejected bidder may appeal to the City
Council by filing with the City Clerk a written objection stating all reasons for the
objection.
