To Whom It May Concern:
Qwest Wireless, LLC (QVV) is proposing to construct Wireless Facilities at 1110 South 90th
Street. The site is situated at the southeast corner on 90th and Pacific Street in Omaha,
Nebraska. This is part of our initiative with the City of Omaha to construct Wireless Facilities in a
manner that is less obtrusive on the environment and more aesthetically pleasing to the public.
• With regard to the City of Omaha's Wireless Service Facilities Application Checklist, we
submit the following explanations:
Application:
X 1. Complete application form, properly signed.
X 2. A site plan, drawn to scale, showing the following:
a. See drawings for detail.
b. Boundary lines are referenced to Property Lines for the site.
c. Contour lines are shown but drainage will not be affected as we will
not be excavating or grading at the site.
d. No site improvements such as parking, access or storage.
e. No existing structures except for those utility and streetlight structures
noted.
f. Landscape plan (see drawings).
X 3. Operating Statement:
a. Proposed use - PCS Wireless Communication Facility utilizing a
stealth flagpole.
b. Stealth flagpole with total height of 63 feet. See drawings for detail.
c. Governmental access easement to be provided as soon as available.
d. Stealth flagpole is unable to support co-location. Leases to be
negotiated as needed.

• 4. Site Analysis:
a. Upgrading service, inferior existing coverage. See attached coverage
map representing the impact of the absence of this proposed site.

proposed site will provide. (see map 4c)

d. There are no possible towers in the provided search ring.
e. There are no rooftops in the area that would enable us to provide
superior coverage of the area. There are no existing public facilities
that meet our structural and coverage requirements for quality
coverage of the area.
f. There are no existing towers within the search ring.
g. Attached is map showing proposed site and optimum coverage for this
area. Attached with map is RF Engineer's explanation of why this site
is necessary to the Qwest wireless network in Omaha. (see map 4c)
h. This flagpole has been designed to support at least only one set of
similar antennae with no co-location possible.
i. No further disturbance of the existing grassy area or vegetation.
Flagpole will require a very small pad, utilized for the electronics
cabinet(see zoning drawing details), which is already present at the
site. Trenching will not be required for electric and telephone services.
• Topography will remain the same. See attached rendering illustrating
the impact of the proposed site on the area. (see rendering )
j. This is a site for coverage, therefore map 4b represents data
collected by testing current antenna pole.

Summary:
There are no co-location options currently in the area. It is adjacent to a property zoned low
density residential, however, the current antenna pole provides inadequate coverage and has
been reported by the community to be unsightly. This site provides optimum coverage of this
area at a tower height of 63'. Qwest is requesting a Special Use Permit to allow a 63' Broadcast
tower as an exception to the City of Omaha' Performance Standards.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS,Section 55-884 of the Omaha Municipal Code,provides for the granting
of a Special Use Permit; and,
WHEREAS,an application has been submitted by Qwest Wireless for a Special Use
Permit to allow a Broadcast Tower in an R2-Single Family Residential District(Low-Density)with a
waiver of the height restriction up to 63 feet, located at 1110 South 90th Street, Omaha,Nebraska;
and,
WHEREAS,the City Planning Board has recommended that said permit be denied
pursuant to the application,a copy of which is attached hereto as Exhibit"A"and made a part hereof
by this reference.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF OMAHA:
THAT, the Special Use Permit application submitted by Qwest Wireless for
permission to allow a Broadcast Tower in an R2-Single Family Residential District(Low-Density)
with a waiver of the height restriction up to 63 feet, located at 1110 South 90th Street, Omaha,
Nebraska, is hereby approved and the Permits and Inspection Division is directed to issue the
necessary permit therefor, provided the conditions set out in Exhibit "A" of the above referenced
application, and all applicable local or state statutes, ordinances or regulations are complied with.
BE IT FURTHER RESOLVED:
THAT,the proposed Special Use Permit has been reviewed and evaluated pursuant
to, and meets each of, the criteria set forth in Section 55-885 of the Omaha Municipal Code.
