The City Dock Redevelopment Plan proposed that the City of Omaha replace the existing aged City Dock with a new facility and that the public's investment in the site was expected to be one million dollars. Soil testing of the property sought to be acquired resulted in the finding that the soil was not suitable for bearing the weight of the type of building needed to operate the dock without substantial site preparation. The engineering reports indicated that the site preparation would cost approximately two million dollars. This would require the City of Omaha to spend three million dollars for the project. It is felt that this results in the project being too costly to complete and that Resolution No. 2067 should be rescinded. Your favorable consideration of this Resolution will be appreciated. Coffman, Special Projects Attorney SUBJECT: Global American Terminal City Dock Redevelopment Pursuant to my memo dated September 11, 2001, the enclosed Resolution will rescind Resolution No. 2067. It was initially felt that the City of Omaha could have a new dock constructed for an investment from the City of Omaha of only $900,000. Soil samplings indicated the soil was not stable. The geotechnical engineers estimated that it would require $2,006,536.70 to stabilize the soil. GAT has declined further private investment and has requested that the City of Omaha pay for the additional development costs. This additional cost for site preparation would push the City of Omaha's cost to approximately $3,000,000. Although there is some benefit to having a city dock, the Mayor's office believes that it is neither economically feasible nor in the best interest of the taxpayers to commit $3,000,000 to rebuild the dock. The Planning Department has sent a letter to GAT offering to acquire their leasehold interest and negotiations have begun to allow the City of Omaha to acquire such interests. CITY OF OMAHA LEGISLATIVE CHAMBER Omaha,Nebr RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA: WHEREAS, Resolution No. 2067 adopted August 21, 2001, approved the City Dock Redevelopment Plan to acquire property for the construction of a new City of Omaha dock; and WHEREAS, the redevelopment contemplated by the Resolution was to limit the public investment to one million dollars; and WHEREAS, it has been determined that in order to complete the project, the cost to the City of Omaha would be approximately three million dollars; and WHEREAS, the City Dock Redevelopment Plan has become too costly for the City of Omaha to complete. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA: THAT, Resolution No. 2067 adopted August 21, 2001 which approved the City Dock Redevelopment Plan to acquire property for the construction of a new City of Omaha dock is hereby rescinded effective immediately.
