Attached is a Resolution authorizing the City of Omaha to accept a grant award in the amount of
$84,903.00 from the Federal Emergency Management Agency to receive funding through the
Assistance to Firefighters Grant Program for Personal Protective Equipment. The goal of the
Personal Protective Equipment Program is to equip front line firefighting personnel with modern
life saving personal protective equipment to achieve accurate and complete personnel
accountability at any emergency scene.
The Omaha Fire Department will purchase life saving technical monitoring devices. Front line
firefighting personnel are currently equipped with obsolete personal protective equipment. The
personnel accountability safety system features a transmitter device for each firefighter which
relays a signal to fire scene command officers during times of distress. The products for the
safety system include:

> 7 LCD command receivers
> 1 Transparent Repeater

OMAHA FIRE DEPARTMENT - PERSONAL PROTECTIVE EQUIPMENT
Please describe in full the project that you are requesting to be funded.
The Omaha Fire Department is requesting funding for life saving personal protective
equipment to achieve accurate and complete personnel accountability at any emergency scene.
Firefighters want the security of knowing that help will be there if they need it and currently all
580 front line firefighting personnel are equipped with obsolete personal protective equipment.
The availability of this funding will enable the Omaha Fire Department (OFD) to purchase the T
PASS II (Personal Alert Safety System), a highly technical piece of life-saving technology that is
in full compliance with the NFPA 1982 and DHHS (NIOSH) Publication No. 99-146 for firefighter
safety and monitoring.
This personnel accountability safety system uses a spread spectrum radio telemetry,
combined with solid state accelerometer so each high powered T PASS II transmitter device will
immediately relay the distress signal back to the command post indicating that an alarm
condition exists. The LCD Command Receiver employs visual and audible warnings that a
firefighter's T PASS II alarm has been activated. During alarm conditions the name(s) of the
firefighter(s) in distress are prominently displayed on the LCD Display Screen. The distress
signal can be manually activated using the alarm button, or automatically activated if the
firefighter is injured and ceases movement. • - -
The fire scene command officers, at the push of a button, will know immediatelythe
names of all personnel who are on the scene and whether or not their T PASS II device is
activated. The T PASS II system automatically and continuously provides the following data: (1)
the identities of personnel operating on the emergency incident scene; (2) the on/off status of
the PASS devices; (3) the identity of firefighters in alarm; and (4) when firefighters have not
checked in. •

The Omaha Fire Department presently utilizes the Incident Management System (IMS)
for accountability at all emergency incidents. The IMS, coupled with an automated personnel
accountability system, will provide Battalion Chief's, the fire scene commanders, the ability to
almost pinpoint any firefighter in need of assistance. The OFD will require the purchase of 167 T
PASS II transmitter devices, seven LCD Command Receivers and one Transparent Repeater.
By providing the ability to respond rapidly to a firefighter's call for help can mean the
difference between life and death. Firefighters and rescue workers risk injury or death on every
incident. This progressive system will offer protection via a fully automated personnel
accountability system.
Please provide a detailed description of your planned uses of the grant funds for each
major budget category as listed on the budget form (SF 20-20).
The equipment cost for the Personal Protective Equipment Program is $121,291. The 30
percent (30%) grant match is $36,387.00 and will be allocated in the FY 2001 and 2002 OFD
budget.
Equipment for this program consists of 167 T PASS II transmitter devices costing
$453.00 per transmitter for a total of$75,651.00. The transmitters are 2"wide x 3-1/4" high x 1-
1/8" deep, weighing 8 ounces with the 9-volt alkaline battery. The high strength polycarbonate
case glows and changes color to indicate the mode of operation (an invaluable aid in locating a
downed firefighter). The seven (7) LCD command receivers will cost $6,325.00 per receiver,
totaling $44,275.00. Each six Battalion Chief's vehicle will be equipped with a command
receiver with one receiver to be used as a back-up/replacement. The Transparent Repeater will
cost $1,365.00 and include 2 remote enhanced receivers.
Please explain why this program would be beneficial to your community and/or to your
department.
The national trend states, death and injury studies reveal that 25 percent (25%) of those
who die in the line of duty are lost in structures. Simply stated this means that these individuals

became lost or disoriented, and died within a structure without anyone knowingtheywere in
Y
trouble. Knowing this information, the Personal Protective Equipment Program will be most
beneficial to the OFD and community, when we achieve accurate and complete personnel
accountability on every firefighter entering a structure or emergency incident scene. The
improvement in fire ground management and rapid deployment of personnel is critical to life
saving situations. With the PASS system the incident commander can monitor, track and verify
all personnel on any emergency scene as well as when a firefighter is in distress. The system is
capable of storing incident histories, through PC interface with the ability to print a hard copy of
the incident history at any time for debriefing and operational evaluation.
This fully automated personal accountability system will be an essential tool for the fire
commander as they work under close time restraints to deploy the Rapid Intervention Team
reducing the exposure in a dangerous environment and saving firefighters lives.
Given the expanding function of firefighting into the "all hazard" mitigation role and the
rising risks to firefighter health and safety, the technology provided from the T PASS II system
would be an enhanced safety feature to compliment OFD's thermal imaging cameras. Linking
these two systems will allow OFD to better serve the community, reduce losses of lives and
property, and increase the quality of life for firefighters and residents.
The OFD and Emergency Medical Services (EMS) provides services to approximately
413,000 people, within the City of Omaha, Douglas County, and a portion of the southern
adjacent county, covering a total of 146 square miles. Our firefighters health affects their
families, the department and the community's safety.
The community benefits when the firefighters performance and safety is enhanced.
Safety first will increase the firefighters efficiency and effectiveness and decrease the risk of
injuries. The decrease of injuries overall provides additional dollars in the budget to maintain all
safety programs.

Please explain why this project cannot be funded solely through local funding.
Various components of the Personal Protective Equipment Programs have been
budgeted over the last several years. Unfortunately, because of budget cuts and freezes, these
items have been eliminated and replaced with other higher priority items; such as firefighter
clothing, fire apparatus and safety equipment: With a sworn staff of 604, the initial outlay of
costs required to support a Personal Accountability Safety System for a complete shift is in
excess of the Fire Department's budget as directed by the City of Omaha's Finance Department
and acquired tax revenue.
The T PASS II equipment has a full year warranty. The maintenance program is available
for the T PASS II devices for $1,819.36 per year. This cost will be included in the budget for
subsequent years.
Please provide any additional relevant information that you would like us to consider
when evaluating your application.
The Omaha Fire Department's present "dual" Accountability Tags and P.A.S.S. System is
out-dated, but is also fallible. The present accountability system, which consists of a personal
tag, is issued to all personnel. The "tags" for each unit assigned to the emergency haveto be
either handed off by the company officer, to either a safety officer or some other command staff
officer at the command post, as soon as they arrive. However, should that officer's company get
immediately assigned to an urgent lifesaving assignment, such as a search and rescue mission,
the tags may or may not reach the Command Post. The outdated P.A.S.S. device must be
activated by the firefighter at each incident and can be overlooked or forgotten.
The firefighters of the Omaha Fire Department have consistently provided great service
to its customers as well as provided assistance to neighboring jurisdictions as needed. Though
now is the opportunity for the Omaha Fire Department to acquire the T PASS II — personnel

WHEREAS, the City of Omaha has made application to the Federal Emergency
Management Agency for funding through the Assistance to Firefighters Grant Program for

personal protective equipment to achieve accurate and complete personnel accountability at any
emergency scene; and,
WHEREAS, the Federal Emergency Management Agency approved Grant No.
EMW-2001-FG-06837, with special conditions in the amount of$84,903.00 from the Assistance
to Firefighters Grant Program, to the City of Omaha; to be used over a project period extending
from August 15, 2001 to August 14, 2002; and,
WHEREAS, it is in the best interest of the City of Omaha and the residents
thereof to accept this grant award.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, this Council does hereby approve the application for and approves the
acceptance of the award from the Federal Emergency Management Agency in the amount of
$84,903.00 for the City of Omaha to equip front line firefighting personnel with modern life
