Redevelopment Plan for the development of a site at the northeast corner of the intersection of Fontenelle Boulevard and Ames Avenue. The project involves the clearance of a blighted site, street improvements and development of a commercial retail facility to be leased to Walgreens. The Plan, approved by the Planning Board on October 3, 2001, proposes that the City participate in the development by providing $307,200 in Tax Increment Financing. The total project cost i including public improvements is estimated to be $3,031,000. This project will contribute to the redevelopment of this area of North Omaha with an open and attractive commercial development. . Village Development—Ames Avenue, L.L.C., a Nebraska limited liability company, has entered into purchase agreements to purchase the project site. Upon acquisition of the site, the Developer intends to construct a 14,490 square foot retail drug store with a pharmacy and a double-lane drive through and lease the developed site to Walgreen Co., an Illinois corporation. The development will include parking, landscaping and public improvements including sidewalks and the necessary street improvements and curbs to provide ingress and egress to and from the project site. The approximately 1.935-acre site is currently zoned General Commercial and R4. The Developer will request rezoning of the entire site to General Commercial (GC). The project will require the relocation of a section of an east-west alley to provide access to Ames Avenue for the remaining part of that alley, subject to the approval of the City Public Works Department. The approval of Tax Increment Financing of approximately$307,200 as a portion of the $3,031,006 total project cost will make it feasible for Village Development—Ames Avenue to redevelop this blighted and substandard site. Other financing including equity and bank financing are committed. The TIF funds may be expended on public improvements, acquisition, and eligible site preparation costs. The TIF will be retired over 15 years. Excess ad valorem taxes resulting from the development would produce approximately$45,436 per year. The owner will be responsible for all improvements on the project site and for public improvements as approved by the City Public Works Department. Utilities suitable to the proposed development are available to the site; the owner will be responsible for any new utility leads and on-site infrastructure. The legal description of the redevelopment site is attached, see Exhibit"A". The excess ad valorem taxes from this project will be computed from the base tax value assessed on this site for the year prior to the passage of this Redevelopment Plan. Attached maps show the project location(Exhibit"B"), zoning (Exhibit"C") and site plan (Exhibit"D") of the redevelopment project. UTILITIES/TRANSPORTATION Existing gas, water and electrical utilities adequately serve the project site. The developer will be responsible for any new leads onto the site. Access to the site will be from Ames Avenue and Fontenelle Boulevard, subject to the approval of the City Public Works Department. There will be no access from Meredith Avenue on the north. • DEVELOPMENT FINANCING PLAN SUMMARY Sources of Funds Primary Financing $1,975,000.00 65% Owner Equity $ 748,806.00 25% Tax Increment Financing $ 307,200.00 10% Total $3,031,006.00 Tax Increment Financing at 8%. Uses of Funds Acquisition $ 898,500.00 Demolition $ 210,000.00 Site work(paving, landscaping, public improvements) $ 285,000.00 Public Improvements—streets $ 50,106.00 Construction $1,270,000.00 Contingency $ 100,000.00 Other costs $ 217,400.00 Total estimated costs $3,031,006.00 LAND USE/ZONING/PARKING The project site is located in a residential area of North Omaha with limited commercial services. Previous uses on the site were mixed including commercial use and single-family residences. The surrounding area to the north and east of the site consists primarily of residential development. The property to the west of the site on the northwest corner of the intersection of Fontenelle Boulevard and Ames Avenue is currently occupied by small commercial enterprises. Fontenelle Park is located to the south of the site. 2 The site is currently zoned General Commercial and R4. The Developer will request rezoning of the entire site to General Commercial (GC). With that zoning, the development will be subject to the following site development regulations: Lot area 5,000 square feet minimum Lot width 50 feet minimum Floor area ratio 2.0 maximum Front yard The greater of 15 feet or 50 feet from the centerline of the fronting street. Street side yard The greater of 15 feet or 50 feet from the centerline of the fronting street. Interior side yard No requirement Rear yard 15 feet Height 75 feet maximum; 45 feet maximum where building is within 100 feet of property classified as R6 or lower intensity district Building coverage 70 percent maximum Impervious coverage 90 percent maximum Project landscaping will comply with zoning requirements, as approved through the permit process. The proposed 83 parking stalls including 79 standard parking stalls and four handicapped accessible parking stalls with ramp and signage will exceed the parking requirement of one space per 250 square feet of floor space for this general retail development. BLIGHT AND SUBSTANDARD CONDITIONS The project site is located in the North Omaha area designated as Substandard and Blighted. The existing improvements on the site are deteriorated or deteriorating and will be demolished by the developer. Several of the buildings currently on the site are unsafe and a potential hazard to the public. COST/BENEFIT ANALYSIS This use of Tax Increment Financing will not result in tax shifts. The current level of taxes will continue to flow to taxing entities and only added value revenues resulting from the improvements will be applied to the cost of the improvement. The infrastructure and community public service needs serving this site are adequate for this development. The firm receiving this tax incentive will be enabled to obtain other financing sufficient to accomplish the development. This redevelopment project will create an open and attractive commercial development providing pharmaceutical and other retail services to area residents. The project meets all mandatory criteria and four discretionary criteria for the use of tax increment financing as follows: 3 Mandatory Criteria: 1) The project is located in an area designated as blighted and substandard. 2) This infill development project furthers the objectives of the City's Master Plan by developing new commercial retail services in a blighted area and utilizing existing public infrastructure. 3) The use of TIF for the project will not result in a loss of pre-existing tax revenues. Only revenue from the additional valuation on the new site will be used for the new development. 4) The developer has demonstrated that the project would not be economically feasible without the use of tax increment due to the unusual costs of development at this site. 5) The project will demolish deteriorated or deteriorating buildings. Discretionary Criteria: 2) The project is located in an area designated as substandard and blighted; 5) The project will directly benefit.low-and moderate-income people.
