The attached proposed Resolution approves Amendment One to the Greater Omaha Packing Co.,
Inc. Redevelopment Plan for the area located between "L" Street and Edward Babe Gomez
Avenue from 31 st Street to Dahlman Avenue.
The original Greater Omaha Packing Co., Inc. Redevelopment Plan approved by the City
Council on June 13, 1995 resulted in the construction a beef fabrication facility. Approval of the
attached Amendment One will create an additional project site on land in the southwest quadrant
of the property that was not used for the original Tax Increment Financing (TIF) project
described in the original Greater Omaha Packing Co., Inc. Redevelopment Plan. As the land was
not used for the project, the City and Greater Omaha Packing Co., Inc. wish to remove this land.
from the original. TIF project area. The amendment changes the legal description of the
previously approved TIF project area but does not propose any other changes to the original
Greater Omaha Packing Co., Inc. Redevelopment Plan.
The City Planning Board recommended approval of the Greater Omaha Packing Co., Inc.
Redevelopment Plan Amendment One at its meeting on November 7, 2001.

REDEVELOPMENT PLAN
AMENDMENT ONE
The Greater Omaha Packing Co., Inc. Redevelopment Plan was approved by the City Planning
Board on February 14, 1995 and adopted by the Omaha City Council on June 13, 1995. The
Redevelopment Plan provides for the development of a beef fabrication, storage and distribution
facility and corporate office space for Greater Omaha Packing Co., Inc. (GOP). This amendment
to the Redevelopment Plan amends the legal description of the project.
Under the Greater Omaha Packing Co., Inc. Redevelopment Plan, GOP constructed an
approximately 65,000 square feet facility containing beef fabrication, cooler, freezer, loading
dock and office areas. The development budget was $7,413,900 and the City of Omaha assisted
the project with Tax Increment Financing (TIF) of$758,000 for public improvements.
The TIF project was constructed on a portion of the property legally described in the
Redevelopment Plan as Attachment "1". The City of Omaha and Greater Omaha Packing
Company will be proposing a new redevelopment project on vacant land in the southwest
quadrant of the property that was not used for the TIF project described in the Greater Omaha
Packing Co., Inc. Redevelopment Plan. As the land was not used for the project, the City and
GOP wish to remove this land from the original TIF project area. Additionally, since the time
the Redevelopment Plan was approved by the City Council a new street right-of-way was
established, GOP acquired additional property and area has been replatted.
The Greater Omaha Packing Co., Inc. Redevelopment Plan Amendment One deletes the legal
description contained in the original Redevelopment Plan and substitutes a new legal description.
The new legal description encompasses all of the land that the TIF project was constructed upon
together with land acquired by GOP for a new parking lot to the east. This amendment does not
change the size, scope or cost of the original project nor does it increase or decrease the Tax
Increment Financing amount or timeframe. A map showing the amended TIF project area and its
legal description is attached as Exhibit 1.

WHEREAS, the primary objectives of the City of Omaha's Master Plan and
Community Development Program are to encourage additional investment and development
within inner-city neighborhoods; and to eliminate conditions which are detrimental to public
health, safety and welfare, by developing underutilized property within these neighborhoods; -

WHEREAS, the Greater Omaha Packing Co., Inc. Redevelopment Plan resulting
in the construction of a beef fabrication facility was approved by the City Council of the City of
Omaha on June 13, 1995 and,

Plan Amendment One authorizes a change in the legal description of the Tax Increment
Financing project area as described in Exhibit"A" attached hereto and made a part hereof; and,

Amendment One was approved by the Omaha Planning Board on November 7, 2001.
