The attached Ordinance provides for the creation of the new classification entitled Assistant •
Police Auditor.
The funds for the position are available in the Omaha Police Department budget for the fiscal
year 2000.
The position of Assistant Police Auditor was contemplated at the time the Independent Police
Auditor Ordinance was passed.
It has been determined that this new classification should be placed at the 17AEC pay range in
the Administrative and Executive salary schedule, which is $44,607 to $52,699.
The classification was submitted and approved by the Personnel Board at its March 28, 2001
meeting.

AN ORDINANCE to amend Section 23-177 of the Omaha Municipal Code concerning
employment classifications by adding the employment classification entitled Assistant
Police Auditor; to repeal Section 23-177 as heretofore existing; and to provide the
effective date hereof.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
Section 1. Due to the length of the effected ordinance, Omaha City Council Rule VII(B)
requiring amending ordinances to recite the entire section is hereby waived solely for the
purposes of this ordinance and only the lined out material to be deleted and the underlined
material to be added shall be recited herein.
Section 2. Section 23-177 of the Omaha Municipal Code is hereby amended by adding
the classification entitled Assistant Police Auditor, Code Number 4020, pay range (17AEC),
($44,607 - $52,699), to amend part AA of that section, entitled Classification: Administrative
and Executive, in the subpart entitled Office Administration and Management, Code No. 4020,
as follows:

ASSISTANT POLICE AUDITOR
NATURE OF WORK
This is responsible legal, administrative, and investigative work assisting the Independent Police
Auditor. Work includes assisting in the supervision of the activities of a division and planning
and reviewing the Omaha Police Department's Office of Professional Standards investigations of
complaints against police officers to determine if the investigations are complete, thorough,
objective, and fair. This position also assists in making policy recommendations, analyzing
problems and preparing reports for the Auditor Committee comprised of members of the City
Council, Police Chief, and Mayor.
ESSENTIAL FUNCTIONS (Any one position may not perform all the duties listed, nor do the
listed examples include all the duties that may be performed in positions allocated to this class.)
Assists in auditing and reviewing Office of Professional Standards investigations of citizen
complaints against police officers to determine if the investigations were complete, thorough,
objective, and fair.
Attends the Office of Professional Standards interview of any witness including, but not limited
to, police officers while not directly participating in the questioning of any such witness, but may
suggest questions to the Office of Professional Standards interviewer.
Conducts further investigation whenever the Independent Police Auditor concludes that further
investigation is warranted.
Prepares recommendations and reports for the Independent Police Auditor regarding present and
proposed police-citizen policies.
Prepares the results of investigations for the Independent Police Auditor to present to the Auditor
Committee as requested.
Assists in the maintenance of a database of citizen complaints and provides reports and statistical
information as required by Omaha Municipal Code Section 25-9.
Assists in the preparation of the annual budget for the auditor office.
Performs other duties as assigned or as the situation dictates within the scope of this
classification.

of the time.

Bachelor's degree in Criminal Justice, Public Administration, or a related degree

Six (6) years of experience as a sworn officer in a municipal, county, state, or federal law
enforcement agency with experience in an investigative capacity

Any equivalent combination of training and experience.
SPECIAL QUALIFICATIONS
Must be able to transport oneself or coordinate transportation to work sites throughout the City
during the course of the work day.
Qualified candidates shall not have been a law enforcement officer in any jurisdiction in the State
of Nebraska, nor have any parents, children, or siblings who are or who have been sworn officers
of the Omaha Police Department.
WORKING CONDITIONS
Work is performed in a normal office setting amid normal conditions of dust, odors, fumes, and
noises and involves considerable public contact. At times, however, an incumbent may. be
required to perform investigative work outdoors in all weather conditions.

The attached Ordinance provides for the creation of one new classification;Assistant
Police Auditor.
The Omaha Police Department has placed in its budget for the fiscal year 2000 the
classification of Assistant Police Auditor. This ordinance is intended to create that
classification.
In creating the office of the Independent Police Auditor,it was intended that there would
be budgeted an attendant subordinate classification, hence the proposal to create the new
classification entitled Assistant Police Auditor.
It has been determined that this new classification should be placed at the 17AEC pay
range in the Administrative and Executive salary schedule, which is $44,607 to 52,699.
