This equipment and supporting software will allow Omaha Police Department to extend the mobile data reporting to support units such as Traffic and Nuisance Operations Task Force. CONDITIONS OF MORE 2001 GRANT AWARD 1. The funding under this project is for the purchase of technology or equipment approved by the COPS Office after the award start date of the grant. 2. COPS MORE 2001 grant funds must be used to purchase technology or equipment beyond what the department has already obligated or funded or would obligate or fund to purchase in their local budget. COPS MORE 2001 funds may not be expended on any technology or equipment that your agency purchased or committed to purchase(e.g.by signing a binding contract)prior to the award start dale. 3. Your agency is expected to implement the retention plan submitted with your application regarding technology and equipment funded by the COPS MORE 2001 program as well as maintain the resulting level of redeployment by sworn officers. The COPS Office will monitor retention for one full locally funded budget cycle after you have achieved the required level of redeployment,which is located on the front side of this award document. 4. The grantee agrees to monitor,track and maintain the required level of redeployment of current sworn officers into community policing that is the direct result of COPS MORE 2001 funding. Padcom technicians who have extensive experience in the installation of TotalRoamTM Systems easily address the many variables in each installation, including configuration requirements. Since the operation is transparent, end users will find the TotalRoamT"t System to be very user-friendly. The Host RNCP Installation—Network Configuration/Tuning Network Configuration and Tuning allows Padcom to ensure the proper integration between the wireless users and the host applications. Since Padcom technology is completely based on the IP protocol, in most cases no integration should have to take place. In Padcom's experience the following tasks have been required to ensure a successful project: • Communicating with network engineers for proper configuration and tuning of routers and gateways between the host application and the wireless networks. • Communicating with the host and mobile software vendors to ensure the smooth transition from their current networking configuration to the IP based protocol. • Tuning and configuring the host application sofr.vare to ensure the highest performance possible through the wireless networks. • Tuning and configuring the mobile application to ensure the highest performance possible through the wireless networks. Project Management Padcom provides Project Management services to its contracted customers. This service will provide the Omaha Police Department with a central facilitator who has the expertise to provide the coordination requirements of tracking several projects seamlessly. The project manager will focus primarily on tracking the Padcom deliverables as well as interfacing to the other key vendors in developing a mutually agreed upon project schedule. The Padcom project manager will be the focal point for all communications to/from Padcom and will schedule conference calls and meetings as required. Wireless LAN Site Survey Padcom can provide consultative services to companies to help plan for Wireless LAN installations. The installations vary from customer to customer because of differences in the makeup of each individual site. These services include Access Point Locations, Antenna Choices, Antenna Mounting Locations and quantity of Access Points. There are two types of Site Surveys, which Padcom can provide to a customer: Consultative Survey In a Consultative Survey, Padcom will support the customer via the telephone. Padcom will learn about the locations from OPD. Any information provided from the customer regarding site locations, obstructions, etc. will be required before the telephone conversation. Padcom cannot guarantee the reliability of the survey results, but will be able to give a rough estimate as to what is required for a Wireless LAN installation. Site Survey In a Site Survey Mode, Padcom will send an RF engineer to the customer location to run Bit Error Rate Tests to determine the requirements for the Wireless LAN installation. The Bit Error Rate Tests will be performed at various locations throughout the site. After performing a Site Survey, Padcom will guarantee the findings from the Site Survey. The Omaha Police Department will utilize these technology refinements to provide communication between area law enforcement agencies, and enhance mobile communication between efficiency savings. Through assistance of this grant, officers will enable the reporting system to be more efficient, all the patrol officers to conduct their own records checks, reduce duplication in reporting and save officer travel time by allowing reports to be electronically transmitted to a supervisor. The Omaha Police Department will track the time savings from the grant-funded mobile data computers by comparing the survey results of officers using the new equipment to the survey results (baseline) of the patrol officers writing reports prior to the implementation of the grant technology. For one week during each quarter, 20 officers using the mobile data computers will track the number of record checks and reports that they write per day and how long these activities take. Prior to the grant award, the police department will complete log sheets that demonstrate the time necessary to complete the various reports and checks. The response will be compared to determine the amount of time savings produced by the new technology. The officers using the mobile data computers will devote approximately one and a half hour of their time savings per day to problem-solving projects. During this time, officers will contact community residents to identify concerns and will work with community and city agencies to proactively address the causes of these concerns. The Omaha Police Depa!tlnent will implement this tracking plan once the grant-funded technology has been purchased and becomes fully operational. For one week during each quarter of the one-year redeployment tracking period, officers will be required to complete daily logs tracking how many reports and records checks are performed and how long the activities take.
