The attached Resolution is submitted for your consideration.
The Resolution consents to the possession and consumption of beer, spirits, and wine on City
property during a reception and dinner at the Durham. Western Heritage Museum on April 30,
•
2002, from 5:00 p.m. to 9:00 p.m. The reception and dinner is part of the 2002 National Gang
Conference hosted by the Midwest Gang Investigators Association, Nebraska Chapter.
Alcohol will not be sold during this reception and no special designated liquor license is
necessary. However, because the event will be held on public property other than a park and no
license is present, it's necessary that the City Council expressly consent to possession and
consumption of alcohol on the property.

The N iEdwest Gang Investigators Association is holding our 2002 National
Gang Conference in Omaha on April 28-May 1,2002. The Midwest Gang
Investigators Association is a non-profit organization that provides training and
information sharing concerning violent street gangs and organized gang crimes. Our
non-profit WIN is 39-1575322. We are planning to host a reception and dinnCr for
our conference attendees at the Durham Western Heritage Museum on April30th.
The reception is scheduled from 5:00-6:30i with dinner following from 6:30 to 9:00
p.m. During the reception we are planning to provide beer, alcohol, and wine to the
attendees. We are asking for a resolution from the City Council at the April 23'd
meeting to allow us to provide these refreshments at the Durham Western Heritage
Museum without a temporary liquor license. Thank you for your consideration;in this

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, Section 53-186 of the Nebraska Liquor Control Act provides that
persons may not consume alcoholic liquors upon City property without the authorization of the
local governing body; and,
WHEREAS, Section 21-14 of the Omaha Municipal Code provides that no
intoxicating liquor can be possessed or consumed on any public property area owned or operated
by the City, except in such areas as may be designated by Resolution of the City Council, which
have a license to sell alcohol, or which receive a beer and wine park permit; and,
WHEREAS, the Midwest Gang Investigators Association, Nebraska Chapter, has
requested permission for guests to consume beer, spirits, and wine at a reception and dinner on
April 30, 2002, on the City-owned property at the Durham Western Heritage Museum.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, the City of Omaha consents to the possession and consumption of beer,
spirits, and wine on the City-owned property at the Durham Western Heritage Museum, 801
South 10th Street, Omaha, Nebraska, by guests at a reception and dinner hosted by the Midwest
Gang Investigators Association, Nebraska Chapter, on April 30, 2002.
