Mike Fahey,Mayor Acting Public Works Director 1 Honorable President I and Members of the City Council, Transmitted herewith is a Resolution to approve the contract with U.S. Asphalt as primary contractor and Flinn Paving as secondary contractor for the construction of speed bumps and speed tables at various locations throughout the City of Omaha. The policy for locating traffic calming devices is defined within the Traffic Calming Program,adopted by the City Council by Resolution No. 2000 on July 27, 1999. A bid was opened for the construction of 400 linear feet of speed bumps and 120 linear feet of speed tables. The exact locations to be built are not yet defined. They will be constructed in accordance with the requirements listed in the Traffic Calming Policy. The following bids were received on May 1,2002. Contractor Total Bid U.S. ASPHALT $ 69,800.00 Primary Contractor • FLINN PAVING $101,400.00 Secondary Contractor • These contractors have on file a current Annual Contract Compliance Report Form. The Human Relations Director will review the contractor to ensure compliance. The Finance Department is authorized to pay the cost of the construction of the speed bumps in an amount not to exceed $101,400.00 from the Street Improvement Traffic Calming Organization 1444, Agency 140,Fund 103, Year 2002 funding. SIGN ALL COPIES Firm By Title CONTINUATION SHEET PH-8C (91) • CITY OF OMAHA PUBLIC WORKS DEPARTMENT TRAFFIC ENGINEERING DIVISION SPECIAL PROVISIONS For SPEED BUMP/SPEED TABLE CONSTRUCTION Date: 3/28/2002 Project Description To determine by competitive bid the incremental cost per foot, based on width across the street, to construct a speed bump or speed table on a city street as shown on Standard Plates #829 and#6-91. The cost shall include all asphalt, street surface preparation, barricading, speed bump/table signing(signs to be provided by the City of Omaha), pavement markings, equipment, manpower, utility location services and any necessary steps that would be required to make the street safe if weather prohibited the complete installation of one of these devices in a day. The construction of these devices shall be as shown on the attached standard plates plus or minus 0.1"height difference after a two day time period has passed since the asphalt was placed on the street surface. This will be a earl contract to install one or more of these devices on the city streets. yearly Locations will be as directed by the City of Omaha, Traffic Engineering Division. The successful contractor will be notified by the City Traffic Engineer's Office to construct these devices. Once the contractor is notified they will have 15 calendar days to complete the work. These devices will typically be installed between the months of May and October. In the remainder of this document, a traffic-calming device is the same as a speed table or a speed bump. General Information Prior to notifying the contractor to construct a traffic-calming device, the City of Omaha will mark the location of the device and related signs and pavement markings. The traffic-calming device will be installed on the street, under traffic conditions. The street will remain open; the contractor may close only one half of the street at a time. Under certain conditions a street may be closed, the Traffic Engineer must approve any closure of a street before work is started. The City of Omaha Barricade Manual shall be used for placing barricades in the street for work. If the device is not installed in one calendar day, the contractor shall make every effort to complete the work the next calendar day. The contractor is also responsible for identifying the traffic-calming device until all work is completed. This is to ensure that traffic on the street can make the proper adjustments to travel over the speed bump safely even though work on the bump is not completed. Construction of a Traffic-calming Device When the contractor is notified to install a traffic-calming device, he shall work with the Traffic Engineer's office to determine a date by which the device shall be installed. Typically, 15 calendar days will be given to install a traffic-calming device once the contractor is notified. Speed bumps will be constructed as shown on Standard Plate 829, and Speed Tables will be constructed as shown on Standard Plate 6-91. The following are guidelines for the contractor to follow. • Request utility locations prior to placing signposts. Any damage to utilities shall be repaired by the contractor at no additional cost to the City of Omaha. • The site shall be broomed and flushed one day prior to placement to ensure a clean and dry surface. • The contractor shall coordinate the installation of the sign and pavement markings so the traffic-calming device can be properly marked with the curbside posting of "SPEED BUMP AHEAD" and"SPEED BUMP" signs, and the placement of pavement marking tape on the same day the device is installed. • The contractor shall install the pavement markings on the street immediately upon placement of the speed hump. • The completed bump will consist of standard 3/8", City of Omaha mix asphalt. Optimum delivery heat should be between 260 and 290 degrees, with a 290 to 300 degree pick up heat. Placement should be done % of the street at a time. A sufficient amount of water shall be used to cool the bump before traffic is allowed to drive over the bump. • The contractor shall notify the Traffic Engineer's office to report the traffic restriction during the installation and upon completion of the work. Starting and Ending Construction Work times are normally from 8:00AM to 5:00PM unless other arrangements are made with the Traffic Engineer's office. Work at other times may be permissible but must be approved by the Traffic Engineer since this work will mainly occur in residential areas of the city. Calendar Days Typically, a 15 calendar day period will be allowed to install the traffic calming device(s). If a number of devices are-requested at one time, the 15-day period will remain unless the contractor can show this time will not work based on normal construction procedures. Pavement Markings See Standard Plate 829 for markings that are used for traffic calming devices. Pavement marking tape shall be installed on the same day that the device is installed. Additional stripes will be needed for devices installed on wider streets; this shall be considered incidental to the cost to install the traffic-calming device. In the event of a sudden weather change, or other circumstance which makes it impossible to install the pavement marking tape immediately after the device is installed, the pavement marking tape shall be installed at the earliest possible time. Traffic Signs All permanent signing shown on Standard Plate 829 shall be provided by the City of Omaha for the contractor to install. The cost to install these signs shall be considered incidental to the cost to install the traffic-calming device. The signs shall be picked up by the contractor at the Traffic Maintenance Facility, 4303 South 50th Street. Please call the sign shop Foreman at 444-5160; one-day notice is needed before the signs can be picked up. The contractor shall supply all posts and hardware necessary to mount and install the traffic signs.
