MEMORANDUM
OPW 53082 — Monroe Street Lift Station Improvements —
Change Order #3 Executive Justification
TO: Bob Stubbe
FROM: Jake Hansen
DATE: July 25, 2022
Purpose
The purpose of this memorandum is to provide justification for the Change Order to OPW
53082.
Project Overview
During construction of the improvements at the Monroe Street Lift Station, City personal
requested for a different bridge crane system than what was decided on during design. It
was evaluated and decided to go with a dual drum cable crane instead of the self-contained
hydraulic crane specified in the contract documents. Additionally, the existing doors and
existing hardware were evaluated, and it was discovered that some doors onsite were
damaged to a point of non-repair. It was discussed and decided to replace the damaged
doors and hardware as a part of the improvements project. Also, the City decided to replace
the bar screens instead of rebuilding them in place due to concerns from the City's
operational personal.
Change Order Costs
$494,125.00
Project Construction Costs
This change order increases the base bid plus previous change order of$24,642,629.50 by
2%.
Recommendation
I recommend proceeding with the Change Order for the following reasons:
• The new bridge crane system will give the City personal the crane they requested
and are trained in operating.
• Replacing the damaged doors and doorframes will give the City a secure building to
keep un-authorized people out of the building.
• Replacing the bar screens will give the City all new equipment instead of rebuild
components due to concerns of the condition of the current frame.
