Doyle to the Downtown Business Improvement Area Board. The Statute provides only that five or more board members serve on the board and that the members of the Business Improvement Board shall consist of property owners, residents, business operators, or users of space within the business area to be improved. Mr. Doyle meets the qualifications and is being appointed to replace Richard Gady who resigned effective August 26, 2002. I would recommend Mr. Doyle's appointment to the board to serve a five-year term commencing on the date of confirmation.
