FOUR, a minor plat outside city limits
Location: Southeast of 189th Street and George Miller Parkway
I. GENERAL INFORMATION:
Purpose: To subdivide the existing 5.06 acre platted lot into a total of five lots, to allow
for residential development along with an association club house.
Existing Use(s): Undeveloped Existing Zoning: R4
Adjacent Land Use(s): Adjacent Zoning:
North: Single family residential North: R4
South: Single family residential South: R4
East: Civic (public park) East: DR
West: Single family residential West: R4
Future Land Use Designation(s): Low density residential
Applicable Regulations: If approved, development of the site will be subject to
the R4-Single Family Residential District (high density),
as well as all other applicable regulations.
No building permits will be issued based on a site plan that does not comply with the
provisions of the Zoning Ordinance.
II. SPECIAL INFORMATION:
Site
Characteristics:
The property is comprised of a single, R4-zoned, 5.06 acre lot located in a
developing single family residential neighborhood.
Development
Proposal:
Submitted plans show subdivision of the existing lot into a total of five lots.
Four of the lots will be developed with single family residential uses.
Proposed Lot 5 is proposed for development with a homeowners
association clubhouse. There is no additional or revised public
infrastructure proposed or required as a part of this subdivision.
Grading and
Drainage:
The development must comply with all stormwater management ordinances
and policies, including no net increase in stormwater runoff and treatment
of the first half inch of stormwater for water quality.
Utilities: OPPD has a transmission line located on proposed Lot 5, parallel to the
George Miller Parkway and located within an existing 100 foot wide utility
easement. Coordinate with OPPD on grading and vegetation management
within the easement.

Water, gas, and electricity will be provided as required by Chapter 53,
Subdivisions, of the Omaha Municipal Code.
Parks and Open
Space:
A six foot wide sidewalk and street trees must be installed on the south side
of George Miller Parkway. The final street tree plan must be reviewed by
OPPD due to the location fo the overhead transmission line on the site. If
OPPD determines that street trees cannot be planted, then the applicant
must coordinate with the Omaha Parks Department on an acceptable
alternative. Final construction plans for these improvements must be
submitted to the Omaha Parks Department for review and approval.
Trails and/or open space constructed within the development that are not a
part of the Suburban Parks Master Plan must be privately constructed and
maintained by the developer, homeowners association, or other approved
entity.
Land Use and
Planning:
The property is designated as appropriate for low density residential
development on the City’s Future Land Use Map and is already zoned R4
District. Based on available information the anticipated clubhouse to serve
residents of the development would be considered Community recreation,
which is a permitted use in the R4 District. The proposed subdivision and
development with low density residential uses, including the clubhouse, is
acceptable.
III. ANALYSIS:
Conditionally, the minor plat generally complies with the objectives of the Omaha Master Plan
and the requirements of the Omaha Municipal Code.
IV. RECOMMENDATIONS:
Approval of the Preliminary Plat, subject to meeting the following conditions:
1. Coordinate with OPPD on grading and vegetation management within the easement
located on Lot 5.
2. The development must comply with all stormwater management ordinances and policies.
3. Install a minimum six-foot-wide sidewalk and street trees along the south side of George
Miller Parkway. If OPPD determines that street trees cannot be planted, then coordinate
with the Omaha Parks Department on an acceptable alternative.
Approval of the Final Plat subject to the conditions of Preliminary Plat approval and submittal
of an acceptable final subdivision agreement (if necessary) prior to forwarding the City Council.
