SKA Mike Fahey,Mayor Honorable President and Members of the City Council, Attached for your consideration is a Resolution appointing Robert L. Armstrong as a new board member to the Transit Authority of Omaha to complete the term of Eddie Staton who resigned July 25, 2002. Section 14-1803 Reissue Revised Statutes of Nebraska, 1997 provides that the Transit Authority of Omaha is to be managed and controlled by a board consisting of five members who must be residents of the city for which such authority was created. R.R.S. §14-1813 further provides that when a vacancy occurs on the board from other that the expiration of a term of office, the mayor, with the approval of the city council and the county board shall appoint a replacement to serve the unexpired portion of the term. The Mayor would like to appoint Mr. Armstrong as a new board member to the Transit Authority of Omaha to replace Eddie Staton whose term expires February 28, 2005. The only requirement that a nominee must have is that they shall be a resident of the city for which such authority is created. Mr. Armstrong meets the qualifications and I would recommend his appointment to the board to serve the remainder of the vacant term. Such appointment is to commence on the date of confirmation. Prior to 1997, Mr. Armstrong served as President and CEO of the Omaha, Nebraska Housing Authority (OHA) where he provided executive leadership and management for a large public housing agency with an annual budget of over$35 million and a staff of 250+ employees. During his tenure with OHA,Mr. Armstrong initiated a number of extremely successful programs designed to move public housing residents and other low-income people up and out of poverty in a positive way. Benjamin Nelson's Welfare Reform Task Force developing a plan to be implemented throughout the state; • Created the OHA Foundation through which scholarships and educational incentives for residents were funded; • Negotiated with colleges and universities to provide scholarships to deserving high school seniors living in public housing; • Organized a `Get Out The Vote"campaign to ensure the voices of residents of public housing were heard at the local and national levels; • Created Operation Shadow—a youth mentoring program;designed FirstStep—a health care program for young pregnant women and their children; • Organized a Young Fathers program to assist young men in becoming involved and assuming responsibility for their children; • Brought to the agency over $100 million in funds from foundations, grants and governmental funding sources; • Was elected President of the National Association for Housing and Redevelopment Officials — a national organization with over 6,000 agency members; • Received national publicity and recognition for his innovative approaches to serving the needs of low- income persons through a number of sources including the New York Times, People Magazine, the Wall Street Journal, CNN, the Washington Post, ABC's Nightline and Dateline NBC programs, CBS-TV's This Morning and America Tonight,ABC's World News Tonight. • Prior to OHA, Mr. Armstrong held a number of progressively responsible positions in the private sector, including five years in management at InterNorth, an $8 billion international Fortune 500 company. He also worked for the City of Omaha for many years, serving as Director of the Federally Funded Employment and Training Program QTPA),and as the Director of the Office of Management and Budget in the Mayor's Office. Education Mr.Armstrong holds a Bachelor of Science in Education degree from Langston, Oklahoma.
