RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, Sections 2-171 through 2-187, Division 2, Article VI, Chapter 2 of the Omaha
Municipal Code, provide for the appointment of members of the Administrative Appeals Board; and,
WHEREAS, the term of Ann O'Connor as a member on the Administrative Board of Appeals
expired December 10, 2021; and,
WHEREAS, Mayor Jean Stothert wishes to reappoint Ann O'Connor to serve on the
Administrative Appeals Board, said term to commence August 17, 2022 expire August 16, 2025.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:

Leadership and Organizational Skills:
✓ Establishing the vision and direction for a private high school.

hours); Domestic Abuse Transitional program; Domestic abuse programs in

Neighborhood emergency service programs in Douglas and Sarpy counties;
and, Child and Adult Care Food Program.
• Worked as a personal advocate for rape victims.

$872,840.99 in 2012.
4 Created a fundraiser event for the Fremont community and implemented for
seven years for Heartland Family Service. The event profit grew from $5000
to $52,000.
• Successful completion of $1.5 million capital campaign to expand facility and
services in Fremont, Nebraska.
4 Developed, organized, implemented, and facilitated the Sarpy County
Advisory Board.
8 Created a successful fundraiser event for the Sarpy County area, a first-time
event, for Heartland Family Service.
<t Reviewed and restructured the Child Welfare Department to increase quality
of service for clients.
• Chair of the Record Review Quality Improvement Team for the agency to
assess and ensure compliance with city, county, state, and federal regulations.
• Designed, implemented, administered, and facilitated (Chair) the Staff
Appreciation Committee for the agency, which resulted in several positive
projects for the staff including the establishment of two annual employee
gatherings.
• Identified, reviewed, and restructured organizational framework of
management that resulted in savings of over $220,00o per year in
administrative costs as well as delineated accountability for all management
personnel for Douglas County Corrections.
• Created and implemented a Day Reporting Program for the department. The
program resulted in a cost savings to the County of $36,90o per month with
eventual savings of$123,00o per month. (This was the first such program for
the department).
• Developed, organized, implemented, and facilitated the Citizen Advisory
Committee, comprised of local community members and stakeholder for
Douglas County Corrections. (This was the first time a Citizen Advisory
Committee was established for the department).
• Coordinated, organized, and facilitated the $12 million dollar construction
and transition project for the Douglas County Youth Center.

million dollars at Heartland Family Service.

• Administered a staff of 305 full-time persons and 16 part-time,positions at
Douglas County Corrections. These positions included 27o uniformed
personnel; six administrative staff; fourteen supervisory staff; and thirty-four
management staff.
• Fiscally managed and prepared a department budget of$13.9 million dollars.
• Administrator responsible for accreditation by the National Commission on
Correctional Health Care for the facility. This accreditation has been achieved
by only 5% of jails nationwide and was the first accreditation for the
department.

< Devised ongoing training for all faculty and staff for professional

• Designed and initiated two fundraising events, in Sarpy County and in
Fremont.
