RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, the Traffic Division of the Public Works Department desires to purchase a one-
time flat fee subscription for IQ Signal Analytics services; and,
WHEREAS, due to the specialized nature of this type of service, it is recommended that the
bidding procedures be waived in accordance with Section 5.16 of the Home Rule Charter of 1956
for the purchase of unique or non-competitive items; and,
WHEREAS, the cost of this purchase, totaling $42,700.00, will be paid from the Street
Allocation Fund 12131, Traffic Planning and Design Organization 116186, year 2022 funding.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
THAT, as recommended by the Mayor, the Purchasing Agent be authorized to issue a
Purchase Order to INRIX for the purchase of a one-time flat fee subscription for IQ Signal Analytics
services, to be utilized by the Traffic Division, in the amount of$42,700.00.
BE IT FURTHER RESOLVED:
THAT, the Finance Department is authorized to pay the cost of this purchase from the Street
Allocation Fund 12131, Traffic Planning and Design Organization 116186, year 2022 funding.

Subject: INRIX IQ Signal Analytics Unique Item Justification
This memo is an attachment to the Unique Item Justification form for INRIX IQ Signal Analytics. The
following provides additional support for the items checked on the Unique Item Justification form.
The Traffic Engineering Division is constantly looking for new and better ways to monitor traffic congestion
on City streets. This service does not require any installation or maintenance of equipment. The data
allows us to make more informed decisions for congestion due to work zones,special events, incidents,and
weather as well as allowing us to quantify improvements associated with signal timing changes. The
service also allows us to monitor congestion over the course of a day,week, month,season or year to
establish trends and help make better data-driven decisions. Finally,the service provides daily estimated
turning movement counts,which historically is labor intensive and only conducted once every 3-5 years.
Regarding federal monies,the City has had a partnership with the Metropolitan Area Planning Agency
(MAPA)for many years. It is an annual partnership where MAPA administers a portion of their federal
planning funds in exchange for the traffic data collected by the City of Omaha. In the past this has been
limited to the cost of manual turning movement counts.This year both agencies would like to diversify the
available traffic data that this program obtains.Of the total amount,$30,000 will come from Federal
assistance reimbursed to the City.
Regarding Item 1, I have attached a letter from the vendor indicating they have no regional distributors.
Regarding Item 2, INRIX IQ Signal Analytics is a subscription service. The services are proprietary and
cannot be substituted or replicated by any other vendor.
Regarding Item 3, INRIX® IQ Signal Analytics processes individual vehicle trip paths as they move through
the road network, logging vehicle behavior within and through intersections,then aggregating results to
create intersection level performance metrics based on unique movements of each intersection, allowing
agencies to make data driven decisions about their network.
Regarding Item 5, INRIX IQ Signal Analytics is the only vendor that can supply average delay per vehicle by
movement in real time. Other vendors can provide speed information, however,this information is geared
more towards freeway applications is not directly useful or granular enough on arterial street systems to
make timing adjustments and improve traffic flow.
