The attached proposed Resolution approves Amendment Two to the Long School Neighborhood
Redevelopment Plan that was adopted by the City Council on October 19, 1999 and amended on
March 26, 2002. The purpose of this amendment is to proceed with the next phase of the single-
family housing development strategy as set out in the original. plan and to continue the
redevelopment of the area. The boundaries of the Long School Redevelopment Area are Lake
Street, 24th Street, Hamilton Street and the North Freeway. The area is in a portion of the city
that was declared blighted and substandard by the Omaha City Council on June 2, 1992.
The City of Omaha will acquire approximately 26 vacant lots and 3 deteriorated houses, relocate
the occupants, demolish the structures and prepare the sites for the construction of approximately
16 single-family homes. The City will provide $250,000 in federal funds from the
Neighborhood Initiative Program and an estimated $800,000 in federal Community
Development Block Grant or Home Investment Partnerships funds for construction financing
and deferred payment second mortgages to homebuyers. Approximately $1,600,000 in private
funds from homeowner down payments and from mortgage loans from financial institutions will
construct the houses and provide first mortgage loans to new homebuyers.
Funding is from the federal Neighborhood Initiative Program grant, FY 2004, Fund No. 12195,
Organization No. 129153.
The City Planning•Board recommended approval of Amendment Two to the Long School
Neighborhood Redevelopment Plan at its meeting on January 7, 2004.

Introduction
This Redevelopment Plan amends the Long School Neighborhood Redevelopment Plan that was
adopted by the City Council on October 19, 1999 and amended on March 26, 2002. The purpose
of this amendment is to proceed with the next phase of the single-family housing development
strategy as set out in the original plan and to continue the redevelopment of the area. The
boundaries of the Long School Redevelopment Area are Lake Street on the north, 24th Street on
the east, Hamilton Street on the south and the North Freeway on the west. The area is in a
portion of the city that was declared blighted and substandard in by the Omaha City Council on
June 2, 1992.
Development Plan
Third Phase of Single-Family Housing Development
The Long School Neighborhood Redevelopment Plan identified the area between 25th Street and
27th Street for single-family infill housing development. The initial stages of housing
development start in the southern portion of the neighborhood with subsequent stages continuing
northward, with each phase of new housing building on the strength created by the previous
phase. The first two stages of single-family housing development occur on Franklin and Decatur
Streets.
The third phase of housing development in the Long School Redevelopment Area is an "L"
shaped area bounded, clockwise, by Patrick Street, 26th Street, Parker Street, 25th Street, the alley
south of Parker Street and 27th Street (see Figure 1). The City of Omaha currently owns several
vacant lots in this area. The City will acquire approximately 26 additional vacant parcels and 3
deteriorated houses, relocate the occupants, demolish the structures and prepare the sites for the
construction of approximately 16 single-family homes. The proposed building sites within the
third phase housing development area are shown in Figure 1. The Plan provides for a non-profit
developer to construct the houses.
The cost of acquisition, relocation and demolition is estimated to be $250,000 in federal funds
from the Neighborhood Initiative Program (NIP) and/or Community Development Block Grant
(CDBG). An estimated $800,000 in federal Community Development Block Grant or Home
Investment Partnerships (HOME) funds will be used for construction financing and deferred
payment second mortgages to homebuyers. Approximately $1,600,000 in private funds from
homeowner down payments and from mortgage loans from financial institutions will construct
the houses and provide first mortgage loans to new homebuyers. A portion of the housing units
may be constructed as lease-purchase single-family housing units in which case the financing
mix may differ and the initial permanent mortgage loan financing may be provided to the
developer until such time as the tenant becomes a homebuyer. The cost of this phase of the Long
School Neighborhood Redevelopment Plan is estimated at $2,650,000.

Advance Acquisition in Future Phases
The Long School Neighborhood Redevelopment Plan proposes that property acquisition occur in
stages from the southern portion of the neighborhood northward. With the implementation of
this amendment the first three stages of acquisition and redevelopment for housing development
are underway. However, in areas planned for future phases of redevelopment within the Long
School Redevelopment Area there are a number of poorly maintained properties that are
contributing to the blight that has gripped the neighborhood and that is hampering housing and
commercial redevelopment efforts. In order to alleviate these conditions the City may acquire by
eminent domain those structures and vacant lands that are not maintained in a clean, safe, secure
and sanitary condition and cause a blighting problem or adversely affect the public health or
safety. Additionally, it is anticipated that property may become available through tax
foreclosure, from the Land Reutilization Commission or through voluntary sale from private
owners. Subject to the availability of funds the City may acquire properties scheduled for later
stages of development in the Long School Neighborhood Redevelopment Plan area as
opportunities arise or necessity dictates.
Consistency with Comprehensive Plan Elements
The original Long School Neighborhood Redevelopment Plan was found to be consistent with
the Omaha Master Plan. The Redevelopment Plan preserves and promotes the city's physical,
ethnic and cultural heritage by increasing the housing stock, reducing crime and creating
employment opportunities in the Long School Neighborhood. This Amendment continues the
implementation of the strategy described in the original Long School Neighborhood
Redevelopment Plan and accordingly is consistent with the City's Master Plan.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, the primary objectives of the City of Omaha's Master Plan and
Community Development Program are to encourage additional investment and development
within inner-city neighborhoods; and to eliminate conditions which are detrimental to public
health, safety and welfare, by developing underutilized property within these neighborhoods;
and,
WHEREAS, Amendment Two to the Long School Neighborhood Redevelopment
Plan for the area generally bound by Lake Street, 24th Street, Hamilton Street and the North
Freeway is located within an area declared "blighted and substandard and in need of
redevelopment"by the City Council on June 2, 1992; and,
WHEREAS, the Planning Department has prepared Amendment Two to the Long
School Neighborhood Redevelopment Plan that calls for the acquisition of property, site
preparation, and the construction of new housing units and business facilities; and,
WHEREAS, Nebraska State Statute 18-2108 requires that the City of Omaha
adopt a redevelopment plan before taking an active part in a redevelopment project; and,
WHEREAS, Amendment Two to the Long School Neighborhood Redevelopment
Plan was approved by the Omaha Planning Board on January 7, 2004.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, the attached Amendment Two to the Long School Neighborhood
Redevelopment Plan, prepared by the Omaha City Planning Department, be and hereby is
approved as the Redevelopment Plan for the redevelopment area generally bound by Lake Street,
24th Street, Hamilton Street and the North Freeway. Funding shall be payable from FY 2004
Neighborhood Initiative Program, Fund No. 12195, Organization No. 129153.
