Transmitted herewith is a Bid Tabulation and a Resolution authorizing the Purchasing Agent to
issue a Purchase Order to Midwest Turf & Irrigation for three (3) Toro, Model 3150, 2004
Triplex Riding Greens Mowers with Turf Groomers to be used by the Golf Division of the Parks,
Recreation and Public Property Department.

The Parks, Recreation and Public Property Department recommends the acceptance of the bid
from Midwest Turf & Irrigation in the total amount of $66,936.00 for three (3) Toro, Model
3150, 2004 Triplex Riding Greens Mowers with Turf Groomers being the best bid received,
within the bid specifications. The low bid of Sun Turf, on the Jacobsen Greensking IV Plus
Mower, was rejected because the bid did not meet bid specifications. Bid specifications called
for a joystick operated implement lift/lower system and Sun Turf bid a foot operated system.
The Finance Department is authorized to pay the cost for three mowers, in the total amount of
$66,936.00 from 2004 funds in Fund No. 21114, Equipment to be used for maintenance of
grounds at various golf courses, Organization No. 115461, Golf Operations and Object No.
44216, Construction Maintenance.

city policy, the Human Relations Director will review the contractor to ensure compliance with

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, bids were received on December 31, 2003, for three (3) Toro, Model
3150, 2004 Triplex Riding Greens Mowers with Turf Groomers, for the Golf Division of the Parks,
Recreation and Public Property Department; and,
WHEREAS, low bid from Sun Turf was rejected, on Jacobsen Greensking IV Plus
Mower, because the bid did not meet bid specifications. Bid specifications called for a joystick
operated implement lift/lower system and Sun Turf bid a foot operated system;and,
WHEREAS, Midwest Turf & Irrigation, submitted the next lowest and best bid,
within bid specifications, in the total amount of$22,312.00 each or a total of$66,936.00 for three
mowers; and,
WHEREAS, Midwest Turf & Irrigation has complied with the City's Contract
Compliance Ordinance No. 28885 in relation to Civil Rights -Human Relations; and,
WHEREAS,the Mayor has recommended acceptance of this bid.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, as recommended by the Mayor, the bid in the total amount of $66,936.00
from Midwest Turf & Irrigation for three (3) Toro, Model 3150, 2004 Triplex Riding Greens
Mowers with Turf Groomers, being the best bid received, within the bid specifications, attached
hereto and made a part hereof, is hereby accepted, and the Purchasing Agent is authorized to issue a

SUBJECT: Bid For.Triplex Riding Greensmowers
Item #59 on the City Council Agenda this Tuesday, February 24th, recommends bid award to
Midwest Turf and Irrigation on the three (3) each Triplex Riding Greensmowers. Low bid
from Sun Turf Company was a non-compliant bid. Sun Turf bid a unit that did not meet
specifications for the implement raise/lower/engage controls even though they offer a unit
that meets specifications. (See attached specifications.)
Bid specifications called for a hand operated joystick type implement lift/lower system.
Hand operated/joystick controlled implements are the industry's latest innovation in machine
operations. Joystick controls are easier and more accurate controls than the foot actuated
controls. Both Sun Turf and Midwest Turf and Irrigation offer units that comply with
specifications for hand/joystick controlled implements. Midwest Turf and Irrigation bid
their joystick unit; Sun Turf did not.
Mr. Kevin Minino, Sales Representative for Sun Turf, stated to Mr. Gary DeVeney, Golf
Manager, that he errored in correctly reading the bid specifications and bid the wrong unit.

Unit must be a new model with factory warranty. Successful bidder must furnish two
maintenance manuals and parts manuals per machine, and one each height set bar per
machine.

replaceable air filter, 12 volt electric starter, solid state minimum 15 amp
alternator type charging system
