Condition(s):
1) A public access street being extended to Girard Street.
2) Extending a street "J" Street to "I" Street, approximately Lots 250 and 235 to
align with"L" Street.
3) Providing for a traffic circle at the"G" Street and "I" Street intersection.
4) Providing a half-mile street onto 78 Street by extending"A" Street to the west.
5) A no access notation on the final plat for all lots abutting 72 and 78 Streets and
from Lot 218, 224, 225 or 291 to Street "I".
6) Grading the subdivision adjacent to 72 Streets to its future horizontal and vertical
alignment for a 5-lane design width adjacent to the project. At a minimum 78
Street must be constructed to a 3-lane divided design standard.
7) Traffic calming for on all streets in excess of 1,000 feet.
8) Temporary turnarounds are required at dead end streets.
9) Including Lot 7 in the noise attenuation easement and providing the rear setback
lines on the final plat.
10) Submittal of storm sewer design computations and final plans to Douglas County
for review regarding handling of roadway and site drainage along the east side of
78 Street.
11) Providing for the extension of a 54" storm sewer near Lot 259 to the proposed
10'x4' box culvert.
12) Stabilization of the box culverts ("F" and 76 Streets) including energy dissipation,
to prevent gully formation.
13) Providing stabilization, including energy dissipation, for the storm sewer outlets
near Lots 113 and 115.

14) Sidewalks shall be provided along all interior and perimeter streets.
15) The drainageways shown in the plat should be filled in with pipes, especially the
east/west drainageway from 72 Street west. Otherwise, if the drainage is to
remain open, the drainageway should be in outlots and the outlots should be wide
enough to provide a 3:1 slope for the drainageways and 20 foot flat areas on both
sides of the drainageway and provide a 12 foot clear zone along one side of these
drainageways to allow maintenance vehicles to get in. A drainage easement
should be granted to the S&ID for maintenance of the drainageways. Sections on
the drainageways are required at 100-foot intervals. Velocities of these channels
need to be controlled and the channels, if left open and not piped, require
stabilization. Minimum basement elevations next to the drainageways must be
included on the plat. The elevations to be noted for each lot abutting the
drainageways is one (1) foot above the 100-year storm passage for each lot.

16) A permit from the Corps of Engineers is required before any grading occurs on
the property.
17) Submit a wetlands analysis and mitigation plan if one is required.
18) Development and implementation of a sediment and erosion control plan on site
prior to any grading.
19) The appropriate park fees.
20) Providing for the development, ownership and maintenance of the proposed park
as private.
21) Submittal of a letter from Douglas County Emergency Management confirming
that acceptable emergency warning is being provided for the area.
22) Providing for the 1% administrative fee.
23) A debt ratio of less than 4%.

WHEREAS,preliminary plat entitled SPRINGBROOK located Northwest of 72nd
and Girard Streets, attached hereto and made a part hereof as Exhibit "A", has been approved by
the City of Omaha Planning Board, along with the conditions set out in Exhibit "B" attached
hereto and made a part hereof; and,
WHEREAS, Section 53-6 of the Omaha Municipal Code requires the submission
of preliminary plats to the City Council for its consideration; and,
WHEREAS, the acceptance of this preliminary plat is tentative in nature and does
not constitute or require approval of the final plat of this subdivision.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, the preliminary plat entitled SPRINGBROOK located Northwest of 72nd
and Girard Streets, along with the attached conditions, is hereby accepted; and, the preparation of

Dear Council Members,
I have reviewed the public notice for this proposal. I want to take this opportunity to
submit a few comments and opinions, from a homeowner's perspective, relating to public
interest review on this project.
To begin with, I have personally inspected some of the homes that are built by Celebrity
Homes and I am not impressed with their product. I would encourage you to review this
applicant with many skepticisms. To me, Celebrity Homes represents sort of the
"Quantity over Quality"method of homebuilding. Their ultra lack of aesthetics should
concern any property owner, in the area. I would also like to point out; the area is marked
by the well-established Omaha Country Club. The neighborhood is filled with stately,
quality constructed homes. Celebrity Homes, in my opinion, are poor quality. On a scale
of one to ten, I give them a two. This proposed neighborhood, in my opinion, is just one
step above the equivalent of having, Section-8 style housing. From what I have seen,
Celebrity Homes employs very low-end and low quality construction methods. The
homes are cookie-cutter in nature. The appearance is very bland and very run of the mill.
The homes will do the area no favors. In fact, the city should be very concerned about
this development in terms of project purpose that is consistent with the growth pattern
and comprehensive plan of the City of Omaha. In view of the aforementioned, it is my
opinion that because of the low-end nature of the new Celebrity Homes, the area will
quickly degenerate into a housing project incompatible with the current neighborhoods.
The project location is, in my opinion, a wonderful and peaceful area of Douglas County
that offers a rare mix of urban living and fantastic wildlife values for the established
residents. It is not uncommon to see deer,turkey, all sorts of birds such as birds of prey,
and reportedly, there was a mountain lion spotted in the area not too long ago.
I believe general environmental concerns will be impacted in a negative way with this
builder. I was so disappointed to hear that such a low-end builder was going to be
involved with this development. I am completely in favor of socio-economic
development in the area, but I would strongly prefer someone more quality and upscale.
•
If this low-end development takes place, at least make sure they plant trees and other
pleasing plant life back in this bland housing development.
To conclude, I am just a nine-year resident in this location of Douglas County. I love the
area and have a deep concern that such misguided developments of homes will ruin the
environment we have worked so hard to preserve. This is just my humble opinion that is
shared by many area residents.

Resolution to approve the Preliminary Plat of SPRINGBROOK, located Northwest of 72nd and
Girard Streets, at its regular Council Meeting on Tuesday, February 24, 2004. The purpose of the
request is to plat 75.1 acres of land into 291 single-family residential building lots and one(1) 1.031
acre park lot. A rezoning from DR-Development Reserve District to R4-Single Family Residential
District (High Density) will accompany the final plat.
The City Council Meeting is held in the Legislative Chamber of the Omaha/Douglas Civic Center,
Level LC, 1819 Farnam Street at 2:00 o'clock p.m.
