appointing Glenn M.Freeman to serve as an at large member of the Civil Rights Hearing Board from
Council District Seven. A copy of his resume is attached for your information.

GLENN M FREEMAN
Glenn Freeman joined the Air Force in September 1955. During his
military service,he served IA various assignments in several foreign countries
including Newfoundland, Guam, Korea, Japan, Republic of the Philippines,and
three one-year tours in Southeast Asia.
Its.military decorations include the Bronze Star Medal, three
Meritorioni Service Medals,four Air Force Commendation Medals, and the Air
Force Outstanding Unit Award with Combat V(Valor)Device. He retired from
the Air Force as a Chief Muster Sergeant in October 1985 et tier thirty(30)years
of service.
Upon retirement from the Air Force, Glenn became aetive in politics. He
served on both the Douglas County Republican Party and Nebraska Republican
Party Executive Committees as Assistant Chairman and concurrently as
Chairman of the Outreach Committee. He is a formed'Chairman of the
Douglas County Republican Party and the Republican Forum.
Glenn currently serves as President of the Omaha Chapter Freedoms
Foundation at Valley Forge, a patriotic civic organization that sponsors annual
trips to galley Forge,Pennsylvania for high school juniors.
In January 1989, the Governor of Nebraska appointed Glenn

Commissioner with the State Equal Opportunity Commission, He also served

on the Human Relations, and Civil Rights Hearing Boards for the City Omaha.
In January 2000 the U.S. Commission on Devil Rights appointed Glenn
to a two year term on the Nebraska Civil fights Advisory Committee He was
reappointed in 200Z. He is the author of a published essay on racism in
America entitled"Good Racism -Bad Racism".
He was the first Director of the Douglas County Attorney's Victim-
Witness Program. Serving in this capacity Glenn acted as a liaison between
victims of crime, witnesses, and the criminal justice system. From 1991 to 1997,
he served as Hospital Service Coordinator for the Disabled American Veterans,
a veteran service organization. In this position, he was responsible for
monitoring disability applications submitted to the U.S.Department of Veterans
Affairs by war-veterans who were disabled in the military service*
Glyn currently serves as a senior aide to United Stems Senator Chuck
Hegel as Special Assistant for Military and Veterans Affairs.
Glenn and his wife,B'ebina, have three children.

Serve as senior aide responsible for veterans and military affairs. Acts as
primary contact for veterans and dependents who have filed congressional
inquiries. Advises and assists in the resolution of problems related to
veterans' compensation,benefits, and entitlements. Evaluates veterans and
dependent survivors claims for benefits and review decisions made by the
appropriate administrative governmental agency. Serves as focal point for
providing pre-application advice to potential candidates for the military
academies. Reviews applications and related documents for conformance
with military academies policies. Review and prepare letters on a personal
computer- Word Perfect. Responds to high volume of constituent
correspondence, receives and screens incoming telephone calls and visitors;
answering routine inquiries and providing readily available information. Job
includes extensive travel throughout Nebraska and to Washington DC.

As Transportation Coordinator, facilitated transportation for disabled
veterans to and from the Omaha VA Medical Center. Working with
numerous volunteers, maintained a transportation appointment schedule
eight hours a day, five a days a week Worked.with Veterans Affairs

Regional Office monitoring service-connected disability claims and
applications for pension benefits, Ensured the physical, mental, social and
rehabilitation of service-connected disabled veterans, including fair and just
compensation, adequate and sympathetic medical care for those war veterans
who have to disabled in the service of their country.

As the first Director of the Douglas County Attorney Victim-Witness
Program, created, developed and organized the program from the ground up.
Authored program brochures,pamphlets, bi-monthly newsletter,and press
releases. Served as spokesperson for program and supervisor of program
activities, Attended major conferences, seminars, and made presentations to
civic organizations on the Victim-Witness Program. Wrote grant
applications and monitored program's budget. Acted as liaison between
victims oficrime, witnesses and the criminal justice system. Intimate
knowledge of the emotional distress and physical suffering experienced by
crime victims. Hands-on experience with child physical abuse and child
sexual abuse victims. Directly involved in providing the following services
to clients;personal advocacy, referral assistance, transportation,and escort to
court. Everyday contact with victims assured victims received recognition,

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, Section 13-123 of the Omaha Municipal Code created and
established a Civil Rights Hearing Board; and,
WHEREAS, Section 13-125(b) of the Omaha Municipal Code empowers each
councilmember in turn to nominate a candidate as an at large member of the Civil Rights
Hearing Board; and,
WHEREAS, the at large member from Council District Seven of the Civil Rights
Hearing Board is vacant; and,
WHEREAS, Councilmember Chuck Sigerson, representing Council District
Seven, has determined to nominate Glenn M. Freeman for appointment as an at large member of
the Civil Rights Hearing Board, to serve a term commencing upon confirmation by the City
Council and expiring three years thereafter.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
