There are no match requirements for the Project Safe Neighborhoods (PSN) grant. The grant number for is 04-SN-8901. The goal of the Project Safe Neighborhoods Program is to create and sustain safer communities through special operations, follow-up investigative efforts, crime lab gun identification, transportation of federal prisoners, and media/educational outreach. The City of Omaha Project Safe Neighborhoods and the United States Attorney's Office are collaborating to create and sustain safer communities by emphasizing "hard time for gun crime". Project Safe Neighborhoods will: 1) Reduce incidents of gun assaults in North and South Omaha; 2) Reduce the number of shots fired calls for service in Omaha and Lincoln; 3) Reduce incidents of Domestic Violence where a gun is present or used; and 4) Reduce the carrying of guns by drug dealers when stopped in vehicles or in resident searches. It is obvious to the PSN Task Force that by partnering with the City of Omaha it can take advantage of the expertise, experience, resources and working relationships already developed through Omaha's Project Impact which focuses on youths and guns and also emphasize PSN's message of"hard time for gun crime." The PSN Task Force has identified the following problems,partners, goals and strategies to address gun violence in our State. The Task Force has chosen to focus the brunt of its efforts and resources in areas of North and South Omaha where there is the greatest need. Problem Definition: Within North and South Omaha there is an increase of gun violence and assaults with a firearm. The Project Safe Neighborhoods primary research focus is: (1) Gun assaults in North and South Omaha; (2) Statewide gun use in domestic violence cases; and (3)Possession of firearms by drug dealers. Review and evaluate the research questions and required data elements. Review the contract that describes the job tasks and outcomes desired from the Research Partner. Grant Request: The Project Safe Neighborhoods (PSN) grant funds awarded to the Nebraska Crime Commission on Law Enforcement and Criminal Justice provide a funding source to the City of Omaha in achieving the PSN goal to reduce gun violence throughout our community. City of Omaha-2004 Project Safe Neighborhoods Grant Application Pg 3 The City of Omaha is the focus of the PSN initiative and is critical to the overall PSN strategy. The Omaha Police Department has provided an ongoing commitment to Project Safe Neighborhood crime reduction initiative developed in our community. The City of Omaha, the Omaha Police Department and the PSN Task Force will work with all collaborative partners to attain the PSN goal and objective strategies. long term outcome goals, the City is requesting with approval from the PSN Task Force, funding for the City of Omaha's Project Safe Neighborhoods grant. The City of Omaha, the Omaha Police Department and the PSN Task Force requests $139,275.00 for special operations, follow-up investigative efforts, crime lab gun identification, transportation of federal prisoners, and media/educational outreach. Grant Program Performance: The Project Safe Neighborhood Coordinator is responsible for the following job tasks: • Coordinate PSN activities with the U. S. Attorney's Office. • Coordinate with the Media Consultant and the Task Force, the PSN Media Outreach project. • Coordinate with the Research Partner and the Task Force, to include the gathering of data for statistical analysis. • Disseminate written material/brochures for the use of other partners such as Probation and Parole Officers and train them in the PSN project and the use of the material. • Administer the ordering and receipt of supplies and coordinate travel by members of the Task Force. • Coordinate with the Commission on the Administration of the entire PSN Budget. • Coordinate with the Omaha Police Department and other Law Enforcement Agencies in projects ancillary and critical to the achievement of the PSN goals such as: Project Impact; Guns, Gangs and Drugs; Cease- fire;Notification Meetings and Nightlight. • Prepare semi-annual Progress Reports and submit them to the Crime Commission 20 days after the completion of the reporting periods. (June 30 and December 31) City of Omaha-2004 Project Safe Neighborhoods Grant Application Pg 4 NEBRASKA CRIME COMMISSION PROJECT SAFE NEIGHBORHOODS GRANT APPLICATION City of Omaha/Omaha Police Department Project Safe Neighborhood Budget A. Personnel $118,980.00 Specialized Operations ($64,806.02) Six OPD officers, six officers from the OPD's Gang Unit, two OPD Sergeants and probation officers will participate in 15 "Cease Fire"type gun violence operations and 3 Night-Light type operations. Due to the seriousness of anticipated outbreaks of violence during a 12 month period, a Lieutenant will be dedicated solely to command of five of the specialized operations. Night-Light operations are lower profile operations and involve home visits of probationers and parolees. PSN grant funds will be utilized to pay for the overtime of law enforcement and probation officers involved in the specialized operations. The cost basis for these 18 specialized operations is listed below. OPD Officers' OT Rate of$37.68 x 6 hours per operation x 6 officers= $ 1,356.48 OPD Gang Unit Officers OT Rate of$37.68 x 6 hours per operation x 6 officers= $ 1,356.48 OPD Sergeants' OT Rate of$43.89 x 6 hours per operations x 2 Sergeants= $ 526.68 Overtime Cost Per Operation= $ 3,239.64 Cost of 18 specialized operations: 18 x $3,239.64= $58,313.52 Cost of Lieutenant Commander: 300 overtime hours over a 12 month period x $49.75 per hour= $ 1,492.50 Overtime for Probation and Parole officers 120 overtime hours over a 12 month period x $25.00 per hour= $ 5,000.00 Total Cost of Specialized Operations: $64,806.02 Follow Up Investigative Efforts ($11,304.00) Follow up investigations involving seized guns improve the quality of prosecution. Follow up investigations of seized gun cases will be conducted by Omaha Police Department officers and will involve approximately 300 hours of overtime during a 12 month period. The cost basis for the follow up investigations is listed below. Follow up gun investigations by OPD officers 300 overtime hours over a 12 month period x $37.68 per hour= $11,304.00 City of Omaha-2004 Project Safe Neighborhoods Grant Application Pg 5 Crime Lab Gun Identification Efforts ($35,040.00) The Omaha Police Crime Lab will be used extensively to conduct shell-casing analysis, gun marking identifications, and test-firings. With the anticipated increase in gun cases, overtime for Crime Lab personnel is inevitable. Additionally, a part-time Firearms Data Analyst will be needed to conduct gun tracing and paperwork preparation for the gun cases. It is important to have an experienced, trained officer to conduct gun tracing and prepare the required investigative paperwork. Therefore, it is planned to employ a retired law enforcement officer for this job. Crime Lab Gun Identification Overtime 500 hours over a 12 month period x $32.64 per hour= $16,320.00 Part-time Retired Officer 1,560 hours over a 12 month period x $12.00 per hour= $18,720.00 Transportation of Federal Prisoners ($7,829.98) The increase in gun indictments creates the necessity for prisoner transportation to Federal Court for initial appearances. Due to the loss of ATF officers in the area, law enforcement will be used on an overtime basis to transport these prisoners to federal court. Transport of federal prisoners 240 overtime hours over a 12 month period x $32.6249 = $ 7,829.98 B. Consultants and Contracts Total Cost $19,000.00 The 2003 PSN funds will be used to expand the outreach efforts statewide through the use of the PSN brochures which will be given primarily to probationers and parolees, through radio and television advertisement campaigns. All costs at this time are estimated. Reprinting of approximately 25,000 Nebraska PSN brochures $10,000.00 Television and radio adds (estimated) $ 9,000.00 C. The Commission shall have access to all project related materials for the purposes of audit and examinations. All records shall be retained for five(5)years from the date of the final fiscal report unless an audit is in progress or the findings of a completed audit have not been resolved satisfactorily; 2. Audits - All audits will comply with the Single Audit Act of 1984, as amended. Audits for private non-profit agencies shall comply with Circular A-133; Agencies and organizations receiving federal funds from various sources totaling$500,000 or more during their Fiscal Year are required to have an annual audit. Total cost of the audit must be prorated among funding sources. Agencies and organizations receiving federal funds from various sources totaling less than$500,000 during their Fiscal Year are not required to have an annual audit. However,a complete agency audit complying with the Single Audit Act of 1984,as amended, is highly recommended once every three years for private non- profit agencies receiving funding from the Crime Commission. Two copies of the audit along with the"Letter of Management"and the Findings of the audit are required to be submitted to the Crime Commission, if they are not part of the audit. 3. Accounting Procedures - Awarded applicants shall implement and maintain an accounting system which accurately reflects income received,expenditures,and documentation of expenditures. Each source of income must be accounted for separately and a clear audit trail for each source of funding must be maintained. Matching funds need not be applied at the exact time or in the required proportion to the obligation of Federal funds. However,the full matching share must be obligated by the end of the project period. Accounting records are to be available for monitors and audits; If at any time an impropriety is found in the accounting or use of any funds received by the subgrantee,the Crime Commission must be notified immediately and informed about how the agency will address the problem. 4. Acceptance of Grant Award and Special Conditions • Grant Award must be accepted; signed by the subgrantee's authorized official, the director of the project and the fiscal officer; and,returned to the Crime Commission within thirty(30)days from the date the Grant Award is mailed to the subgrantee; • Special Conditions must be accepted,signed by the subgrantee's authorized official,director of the project, and the fiscal officer,and returned to the Crime Commission within thirty(30)days from the date the Special Conditions are mailed to the subgrantee; SUBGRANT SPECIAL CONDITIONS - Page 2 Grant#04-SN-8901 5. Reporting Requirements • Grant Activity Summary Reports are required quarterly. Reports are due by the 15`h of the month following the end of each quarter during the grant period; • Cash Report/Cash Requests are required quarterly. Reports are due by the 15`h of the month following the end of each quarter during the grant period as well as the final "Cash Report"reflecting the total grant expenditures at the end of the grant period. • Regardless of the start date of the grant project, quarterly reports are due for normal quarters as listed below. Jan. - March July-Sept. April-June Oct. - Dec. 6. Use of Federal Grant Funds • Federal grant funds will not be used to supplant State, local or any other funds that would otherwise be available. The agency's budget cannot decrease as a result of grant dollars. If an existing employee is assigned to this project and their salary is paid with grant funds, his or her position must be backfilled. The agency's personnel cannot decrease as a result of this grant project; • No Federal grant funds shall be used for costs existing prior to the grant period; • No indirect costs shall be allowed. Indirect cost is defined as payment for grant management services, accounting services, grant securing services, or any other costs of an organization that are not readily assignable to a particular project; • Federal and matching funds are to be used for the purpose stated in the approved grant application. Any changes must be approved by the Nebraska Crime Commission prior to the change taking place; • Federal funds cannot be used for lobbying. If matching funds are used for lobbying,a disclosure report shall be submitted to the Crime Commission; • No other Federal funds shall be used to meet the match requirement; 7. The Subgrantee must insure any required match is met and that match is documented before the end of the project period. Match, both cash or in-kind, must be documented in the agency's accounting system. 8. Any publicity of this project will include an acknowledgement of funding through Project Safe Neighborhood grants. A copy of such publicity shall be sent to the Crime Commission. When issuing statements, press releases, requests for proposals,bid solicitations and other documents describing projects or programs funded in whole or in part with Federal or State money, all grantees receiving funds, shall clearly state (1) the percentage of the total cost of the program or project which will be financed with Federal or State money, and (2)the dollar amount of Federal or State funds for the project or program. 9. The subgrantee agrees that any publication(written,visual or sound,excluding press releases,newsletters and issue analysis) issued by the subgrantee describing programs or projects funded in whole or in part through Project Safe Neighborhood grants. The Subgrantee assures it and all it's contractors will comply with all applicable nondiscrimination requirements as set forth by federal and state laws. No person shall be excluded from participation in,denied the benefits of, subjected to discrimination under, or be denied employment in connection with any activities receiving funds under the Act on the basis of race, color, religion, age, sex, national origin or handicap. In the event a federal or state court or administrative agency makes a finding of discrimination after a due process hearing the receipient of funds will forward a copy of the finding to the Office of Civil Rights Compliance of the Office of Justice Programs in Washington, D.C. Additionally, a copy of the findings are to also be sent to the Crime Commission. If required, the subgrantee will formulate an Equal Employment Opportunity Program (EEOP) in accordance with 28 CFR 42.301 et. seq. 11. If at any time during the grant period the subgrantee is barred from doing business with the Federal Government, the Crime Commission shall be notified by the subgrantee in writing. 12. All agencies who are participants in the awarded project shall establish and maintain a drug free work-place policy. 13. Time sheets must be maintained for grant funded positions and include the signature of the employee and their supervisor. 14. A minimum of$32,403 from Personnel is required to be expended toward juveniles. All of the contract amount of$19,000 for media is required to be expended toward juveniles.
