The following bids were received on March 24, 2004. A detailed bid tabulation is attached. Contractor Total Bid Seelye Plastics, Inc. $32,625.00 PIPING RESOURCES $42,152.00 (RECOMMENDED BID) The Public Works Department has reviewed the bids received and recommends award be made to Piping Resources due to the fact that the low bid, submitted by Seelye Plastics, Inc., failed to meet bid specification requirements as detailed in the attached inter-office communication. The Contractor has on file a current Annual Contract Compliance Report Form (CC-1). As is City policy, the Human Relations Director will review the contractor to ensure compliance with the Contract Compliance Ordinance. The Finance Department is authorized to pay the cost of the purchase of molded grated panels to be utilized in the trickling filter operations at the Missouri River Wastewater Treatment Plant from the Missouri River Wastewater Treatment Plant Organization 116612, Sewer Revenue Fund 21121, year 2004 funding. I believe the bid should be rejected and awarded to the second place bidder, Piping Resources,-as the low bid is not the best bid for the following reasons: A unit cost was not provided on the bid as requested; however, Seelye Plastics provided one after the fact for$148.295. An approximate quantity was given for bidding purposes; however, a few more or a few less could be ordered depending on how the panels layout on the media surface. Seelye Plastics indicated there would be a problem with the cost if less were ordered, but not if more were ordered. Seelye Plastics indicated after the bid, not on their bid sheet,that Strongwell is custom fabricating the product. I did not write the specifications from the vantage point of a custom fabrication, so I am concerned some details might be lacking that will result in a product the City will not be satisfied with long-term. To try to determine this, I requested specific product information from Seelye Plastics. Only generic product data was provided with the bid, not supporting "an equal" alternative to the Multigrid product from Fibergrate that was specified. Per Strongwell's Chemical Resistance Guide,the resin that will be used is not rated for corrosion resistance to hydrogen sulfide attack. Seelye Plastics argued that the specifications only state "corrosion resistant", which Strongwell guide shows the resin is resistant to a variety of chemicals. I explained I did state the application is in a trickling filter for a wastewater plant. I told him hydrogen sulfide is the chemical of concern for corrosion and the other chemicals did not matter. Seelye Plastics stated that these panels have been fabricated for numerous wastewater customers and placed in trickling filters without problems. I asked for references and was provided two contacts; Adair, IA and St. Louis, MO. The Adair, IA plant has these panels in their covered trickling filters, but have only been in service for 6 months. The contact was not aware that the resin used in their panels is not resistant to hydrogen sulfide and was very concerned when I told him. I don't feel six months is adequate time to determine the longevity of the product. - The St. Louis, MO plant has these panels in their tricking filters for three years. The major difference is the filters at this plant are open to atmosphere, so a significant exposure difference exists. The contact also indicated the quality control on the panels were poor;the initial shipment crushed the ends of the panels, the thickness of the cross- section varied, and the fibers were exposed. He stated it took a long time and their local representative working diligently, to have Strongwell replace them. The purpose of these panels is to place on top of the media surface in the roughing towers allowing plant personnel safe accessibility and a working platform to the spray heads. Based on the information received and the discussion with the references, I do not believe the low bid is the best bid. The City will possibly not receive a product that will provide long-term durability in this environment to ensure safety for our employees. I recommend the bid be awarded to Piping Resources, providing the Fibergrate MultiGrid product.
