Congress directed the U. S. Department of Housing and Urban Development to provide funding from the Economic Development Initiative account, pursuant to the Consolidated Appropriations Act of FY 2004, specifically for infrastructure redevelopment to use in connection with the conversion and redevelopment of the Heritage Services redevelopment project. Heritage Services is redeveloping the area from 20th to 24th Streets between Dodge and Chicago Streets into a shared campus for Joslyn Art Museum, Creighton University and Central High School. The total cost for the campus redevelopment project is $12.1 million for land acquisition costs and demolition of buildings, constructing a new football stadium and plaza, as well as developing parking areas and improved pedestrian and student pathways. Economic Development Initiative grant funds provide $248,525 which, together with private funds, finances the infrastructure redevelopment costs necessary for the Heritage Services redevelopment project. Descriptive Title of Applicant's Project PROGRAM DESCRIPTION Project Description: For the City of Omaha, Nebraska for infrastructure redevelopment to use in connection with the conversion and redevelopment of the Heritage Services redevelopment project Omaha's downtown continues to redevelop, with an increase in major building projects that will substantially influence the commercial, social and cultural lives of this community for years to come. Through the collaborative efforts of the Omaha Public Schools, Joslyn Art Museum and Creighton University, education and art will also play a significant role in this redevelopment serving as a bridge from an emerging downtown to the economically distressed neighborhoods to the north and to all areas of the city. The efforts of the Joslyn Art Museum, Creighton University and the Omaha Public Schools will redevelop the area from 201h to 241h Streets between Dodge and Chicago Streets into a shared campus, both educationally and artistically, for the Museum, the University and Central High School. This endeavor provides these institutions with a more efficient campus poised for future expansion, as well as a new combined vision resulting in exciting approaches to art history and humanities education, athletics, marching band and physical education classes. Heritage Services is the nonprofit organization securing funding for and coordinating the construction of the redevelopment project. As a result to the Heritage Services redevelopment project, Joslyn Art Museum receives property for future expansion, increased parking and exposure to an additional 50,000 visitors that will frequent the campus with the addition of the Central High School competitive field. Many of the visitors will be families that will attend athletic contests, marching band competitions and other outdoor activities in or near the new stadium. Creighton University benefits from the demolition of blighted buildings, a new restricted parking area with 20 spaces for students in Kenefick Hall, an improved student and pedestrian pathway from Kenefick Hall to 241h Street and an improved campus that is more responsive to its current and long-range plans. The Omaha Public School's Central High School receives a large block of contiguous property for additional on-site parking, a safer bus drop-off area and a competition field to enhance athletic, band and physical education programs. The new 5,200-seat stadium will be constructed on the northern expansion of the campus and will include a competitive synthetic-turf football field and surrounding track. This stadium is one of a very few being built in an urban setting and will allow Central to truly have a home field for the first time in school history, when it opens in 2005. The facade of the stadium entrance will be constructed of material that is aesthetically similar to the existing Central High School building and will feature a plaza area connecting to the school. In addition to the physical structure that is being created, the partnership also laid a foundation for a collaborative model that will create an organized, measured and well-designed program that combines the strengths of Creighton's art faculty with the nationally recognized platform of programs, exhibitions and art education at Joslyn Art Museum. This collaboration will clearly benefit the ranking and academic credentials of the Creighton art faculty and the initiative will serve as a model for the entire nation. The proximity of a public school, Central High School with over 2,000 students, to Joslyn Museum benefits the school's academic program through access to the museum and its extensive collections. The total cost for the campus redevelopment project is $12.1 million. This figure includes land acquisition costs and demolition of buildings, constructing a new football stadium and plaza, as well as developing parking areas and improved pedestrian and student pathways. With several developments underway or just completed to the east of this area, Omaha's entire downtown landscape is dramatically improving. An elevated section of Interstate 480 that runs parallel to Chicago Street forms the northern edge of the Heritage Services redevelopment project. The new Joslyn Art Museum, Central High School and Creighton University shared campus will help draw the economic benefits of the developing downtown into the economically distressed neighborhoods to the north of Interstate 480. Graduates of Central High School have experienced the educational excellence and personal growth that have defined "higher learning" for generations. The redevelopment project will ensure that Central High School continues to offer the best opportunity in the Omaha area for an exceptional and diverse high school education characterized by incredible facilities that will inspire excellence among current and future students from the urban core and from throughout the school district. Arnold, ��� ouncil Staff Assistant Subject : Economic Development Grant Application - Agenda Items #32 On the November 2 , 2004 City Council- Agenda is a resolution to authorize the City to apply to HUD for an Economic Development Initiative Grant of $248, 525 for the Heritage Services redevelopment project. Total project cost is $12. 1 million. Heritage Services is the organization involved in the Orpheum renovation and development of the new Performing Arts Center currently under construction. Heritage Services is developing a shared campus for Joslyn Art Museum, Creighton University, and Central High School. The campus will include a new football stadium and plaza as well as parking areas and improved pedestrian walkways . The $12 . 1 million in infrastructure costs will be financed with private funds in addition to the $248, 526 HUD economic development grant .
