Attached is an Ordinance authorizing the City of Omaha to accept a grant award in the amount of
$14,750.00 from the U.S. Depaitinent of Justice, Community Oriented Policing Services, Grants
Administration Division (GAD), Secure Our School, Grant #2005CKWX0490, to provide a safe
and secure environment for students, staff, and the community by providing training that is
tailored specifically to improve the Student Resource Officer's (SROs) and educator's interview
skills, ability to recognize traits that identify at-risk youth and identify high-risk safety concerns.
This training will help authorities to acquire information from students leading to the prevention
of violent incidents and avoid threatening situations.
The total project cost is $29,500.00; this includes a match of $14,750.00. Omaha Police
Department will match$7,375.00 and the Omaha Public School District, Millard Public Schools,
Westside Community Schools will match $7,375.00. The contract award period is September 1,
2005 through August 31, 2007.

AN ORDINANCE to approve the acceptance of a grant in the amount of $14,750.00, with a
100% required match, from the U.S. Department of Justice, Community Oriented
Policing Services, Grants Administration Division (GAD), (subgrantee Award Number
2005CKWX0490), for Project Secure Our Schools, to provide funding for training the
Student Resource Officers (SROs) and educators to help them recognize traits that
identify at-risk youth and identify high-risk safety concerns to ensure a safe and secure
environment for students, staff and the community; to authorize payment from such grant
funding and involving appropriations of more than one year in conformity with Section
5.17 of the Home Rule Charter; and, providing for the effective date hereof.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
Section 1. That, as recommended by the Mayor, acceptance of a grant in the amount of
$14,750.00, with a 100% required match, from the U.S. Department of Justice, Community
Oriented Policing Services, Grants Administration Division (GAD), (subgrantee Award Number
2005CKWX0490) for Project Secure Our Schools, to provide funding for the training of the
Student Resource Officers (SROs) and educators to help them recognize traits that identify at-
risk youth and identify high-risk safety concerns to ensure a safe and secure environment for
students, staff and the community, is hereby approved. A copy of such grant application,budget,
and award documentation is attached and by this reference made a part hereof.
Section 2. In conformity with Section 5.17 of the Home Rule Charter, expenditures as
outlined in the attached budget, from such grant funds and involving appropriations of more than
one year, are hereby authorized and the Finance Director is authorized to make payment in
accordance therewith.

The Omaha Police Department(OPD)has limited training dollars to provide training that is tailored specifically for the SROs and School
Administrators who prevent and manage school violence and maintain school-community relations.
There is a demand in OPD's Criminal Investigations Bureau to have officers trained in interrogation and interviewing skills.Consequently,
the School Resource Officers have not been given a high priority for interrogation and interviewing training when training is available.SROs
are considered to be"prevention"rather than"investigative"despite the fact they are interviewing and interrogating in their schools daily.
This is a skill set the SRO needs to responsibly maintain school safety.

COPS FY2005 - COPS SECURE OUR SCHOOLS PROGRAM
Executive Summary
In January of 1995 the Omaha Police Department (OPD) established the School Resource
Officer(SRO) Program by placing one officer in the Westside School District. Since that time,
the program has expanded three times to encompass the majority of the metro area, including the
Omaha Public Schools, the largest school district in Nebraska and the Millard School District.
The Omaha Police Department has assigned twenty-three officers to middle schools and high
schools in our community and is currently reviewing a request from Omaha Public Schools for
further expansion of the program.
The demand for School Resource Officers from school districts and the community has been
rapid and intense, because these officers help to ensure a safe and secure learning environment
for students and staff. School Resource Officers prevent a substantial amount of school violence,
have exceptionally positive relationships with students and educators, improve the reporting of
school crimes that otherwise may go unreported to police and require on-going training.
The goal is to provide a safe and secure environment for students, staff, and the community by
providing training that is tailored specifically to improve the SROs and educator's interview
skills, ability to recognize traits that identify at-risk youth and identify high-risk safety concerns.
The Omaha Police Department's SROs and school educators will benefit from two specialized
trainings focusing on:
1) The Reid Method of Interviewing and Interrogation, targeting law enforcement personnel; and
2) The Korem Method of Identifying Random Actor Traits that is directed specifically to law
enforcement officers and school administrators. This training will help authorities to acquire
information from students leading to the prevention of violent incidents and avoid threatening
situations.
The Omaha Police Department's School Resource Officers working in partnership with the US
Attorney's Office, the Omaha Public Schools, the Millard School District, and the Westside
School District, will be better equipped to keep the metro area schools safe and secure after
completing this professional training aimed at increasing officers/educators skills and reduce the
number of crimes occurring in the schools.
Evaluation of the two specialized trainings will be accomplished by surveying the law
enforcement officers and educational professionals who receive the training. The OPD Crime
Prevention Unit and Research/Planning will develop the survey and the Unit Lieutenant will
review the surveys and supervise the analysis of the program's impact.

Identifying Random Actor Traits, which is directed towards law enforcement officers and school
administrators.
The Reid Method of Interviewing and Interrogation:
I. Basic and Advanced Workshop/Seminar on Interviewing and Interrogation Techniques
using The Reid Method.
The W-Z Seminar on The Reid Method of Criminal Interviews and Interrogation is intended for
and adapted to the types of cases faced by law enforcement officers and SROs. This seminar is
conducted by professionals from Wicklander-Zulawski &Associates, Inc., which is licensed by
John E. Reid and Associates, Inc., originator and developer of the Reid Method.
The techniques discussed in this program will have application in all types of investigative
interviews where truthfulness is critical. This includes interviewing victims and witnesses, as
well as individuals suspected of involvement in acts of wrongdoing. This program features the
WZ non-confrontational approach to the interrogation process, which is particularly applicable to
juvenile interviews.

With the rise of new forms of crime, law enforcement agencies and school administrators need to
be able to predict who is most likely to be at-risk to offend. Law enforcement and education
professionals believe that the Korem Method can be successfully used to identify the Random
Actor(Youth At-Risk). It is a reliable method that avoids other identification attempts, which
can lead to the violation of an individual's civil rights.
When a person is identified as a Random Actor, the strategies applied to diffuse the undesirable
behavior are those that any SRO or responsible educator could naturally apply to help someone
perform better in the classroom or on the job without needless stigmatization.
The curriculum for the Korem Method of Identifying Random Actor Traits includes:

school administrators the appropriate skills to identify at-risk youth and prevent situations that
could adversely affect the school and community. The project's main goal is the safety of
students, staff, officers and the community.
A. Assessment of Existing Problem(s)

Schools and the Millard School District. The Omaha Police Department has assigned twenty-
three officers to middle schools and high schools in our community and is currently reviewing a
request from Omaha Public Schools for further expansion of the program.
The demand for School Resource Officers from school districts and the community has been
rapid and intense,because these officers help to ensure a safe and secure learning environment
for students and staff. School Resource Officers possess special skills, knowledge, and training
that cannot be found outside law enforcement. Additional training in two key areas could
improve the skill level of the SROs and enhance their ability to maintain a safe and secure school
environment.
A basic and advanced workshop on interviewing and interrogation techniques (The Reid
Method of Criminal Interviews and Interrogation)would provide invaluable tools for the
SROs to use while conducting business and maintaining safety in their schools. Currently, only
one out of the 23 SROs has had this crucial training. Due to a lack of funding, Criminal
Investigation Bureau officers are given the priority for this training over officers assigned in
other areas of the department. By necessity, the SROs are performing their own interviews and
interrogations in the school without the assistance of the CIB officer. The SRO is a familiar and
non-threatening law enforcement representative to the students in his or her school. If the SROs
had the techniques offered in the Reid training they would be more successful in gaining
information, developing leads, and preventing wrongdoing in their school.
The SRO is the first line of defense at their particular school. If a school experiences a critical
incident such as a school shooter or bomber, it is the SRO who will respond. Dan Korem's
Random Actor Violence Prevention Training would equip the School Resource Officers with
a method for identifying at-risk behaviors in kids. The School Resource Officers are in their

schools everyday interacting with the students. They have the opportunity to observe and
recognize student behavior. With this training, the SRO working in conjunction with school
staff would have the insight to provide the intervention that might possibly thwart a catastrophic
violent act.
B. Project Goals and Objectives

community by providing training that is tailored specifically to improve the SROs and educator's
interview skills, ability to recognize traits that identify at-risk youth and identify high-risk safety
concerns.
I. Basic and Advanced Workshop/Seminar on Interviewing and Interrogation Techniques
using The Reid Method.
The Reid Method of Criminal Interviews and Interrogation is intended for and adapted to law
enforcement cases.
The objective is to provide interrogation training during a five day workshop for 30 officers who
have contact with the City Of Omaha schools and students. The training will teach them how to
acquire information from students leading to the prevention of violent incidents. This will give
officers who have frequent contact with students, more information and increase their ability to
maintain a safe environment for students, staff, and our community.
II. Korem method of Identifying Random Actor Traits
The Korem method was designed as a tool for law enforcement officers who have contact with
schools and students, and for school administrators.
The objective is to provide a two day training workshop for 50 law enforcement officers to
include the SROs, gang unit officers and education professionals who have contact with the
schools and students, and school administrators to have the ability and understanding how to
identify youth with at-risk behaviors. These at-risk behaviors include gang recruitment and
assaults, suicide attempts, chronic drug use, and teen pregnancy. Officers and school
administrators who receive training in identifying at-risk youth behaviors will have skills to
reduce the incidence of threatening situations and provide a safe environment for those youth, as
well as all other students and staff.

D. Evaluation Plans, Outcomes, and Effectiveness of the Program
Surveys of school administrators and Omaha Police Officers participating in the program will be
administered after each training exercise to learn whether participants believe the training will be
beneficial and effective in the performance of their work.
At the end of the current school year, May 2006, all surveys will be reviewed by school
principals, assistant principals, school liaisons, community resource Sergeants and the
supervising Lieutenant. The effectiveness of the training will be analyzed, as well as the
performance of the individuals who have received the training.
E. Current/Planned Crime Prevention Activities
The Omaha Police Department's School Resource Officers, in partnership with the US
Attorney's Office, the Omaha Public Schools, the Millard School District, and the Westside
School District, will be better equipped to keep the metro area schools safe and secure with this
additional training.
The training provided will enhance the skills and knowledge of the officers that have contact
with students and administrators in the schools. The Omaha Police Department's School
Resource Officer Program is firmly in place in the three metro school districts and this training
can be can be immediately implemented within the template of the SRO Program. Improved
interviewing and interrogation skills and a greater awareness of at-risk behavior in youth will be
applied throughout the course of their daily school routines. SROs/law enforcement officers and
educators will be better equipped to deter juvenile delinquency and prevent school violence.

The City of Omaha will contract a flat fee for two SRO trainings in Omaha, Nebraska. There will
be two separate flat fee professionals' services agreement contracts covering a one-time cost for
specific Omaha Police Department (OPD) Student Resource Officer(SRO)/law enforcement and
school administrator's training with two different vendors.
The City of Omaha Legal Department develops and approves of the professionals services
agreement contracts content detailing a one-time flat fee contracted expense and the contract will
provide no provision for any additional fees to be billed to the contractor.
Cost efficiency has been achieved by bringing the Trainers in-house rather than transporting
officers to a training site outside of Omaha. To send 30 Officers to Reid Training would cost
OPD $21,600 plus the additional mileage cost to travel to the location.
