and Members of the City Council,
The'attached Resolution for your consideration would allow the City of Omaha to enter
into an international Sister City relationship with the City of Xalapa, Veracruz, Mexico.
The relationship would promote educational, cultural and recreational pursuits, as well as
promote international understanding through the exchange of people and ideas. If
approved,,the Resolution would allow representatives of the City of Omaha and the
Omaha Sister City Association to formalize a relationship agreement with the civic
leaders of Xalapa by the end of the year.
Your review and favorable consideration of this Resolution is appreciated.

RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, there has been a
significant growth of Mexican individuals in Omaha
g
and the region, resulting in the government of the Republic of Mexico establishing a Consular
office in Omaha, and with the encouragement of that office, the Omaha Sister Cities Association
has identified Xalapa, Veracruz, Mexico as an excellent choice for a sister city affiliation; and
WHEREAS, the citizens of Omaha, Nebraska, USA and Xalapa, Veracruz,
Mexico have expressed an interest in developing a relationship that includes educational, cultural
and recreational pursuits; and,
WHEREAS, the City Council of Xalapa, Veracruz, Mexico has encouraged and
approved a reciprocal sister exchange; and
WHEREAS, the objective of the Omaha Sister Cities Association is to promote
international understanding through the exchange of people and ideas; and,
WHEREAS, community, education and civic leaders from Omaha and Xalapa
have met to discuss the benefits of an international Sister City relationship; and,
WHEREAS, representatives of the City of Omaha, Xalapa and the Sister City
Associations of the two cities have agreed that a Sister. City relationship would enrich the
cultural, education, and economic aspects of life in the two cities.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, the City of Omaha enter into an international Sister City relationship with
the City of Xalapa, Veracruz, Mexico, and that representatives of the City of Omaha and the
Omaha Sister Cities Association be encouraged to complete details of the arrangement to
accomplish formal agreement in the year 2005.
