RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
WHEREAS, the Street Maintenance Division of the Public Works Department is in need of
ten (10) 35,000 GVW Plow Truck Chassis, Dump Boxes and Spreaders; and,
WHEREAS, due to the specialized nature of this type of equipment and service, it is
recommended that the bidding procedures be waived in accordance with Section 5.16 of the Home
Rule Charter of 1956 for the purchase of unique or non-competitive items; and,
WHEREAS, the cost of this purchase totaling $1,865,000.00, will be paid from the Street
Allocation Fund 12131, Pavement Maintenance Organization 116158, year 2022 funding.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
THAT, as recommended by the Mayor, the Purchasing Agent be authorized to issue a
Purchase Order to Cornhusker International Trucks, Inc. for the purchase of ten (10) 35,000 GVW
Plow Truck Chassis, Dump Boxes and Spreaders, to be utilized by the Street Maintenance
Division, in the amount of $1,865,000.00.
BE IT FURTHER RESOLVED:
THAT, the Finance Department is authorized to pay the cost of this purchase from the Street
Allocation Fund 12131, Pavement Maintenance Organization 116158, year 2022 funding.

Please review the attached document for a sole source purchase for the 2022 budget year for the
Street Maintenance Dept.
The Street Maintenance Division is requesting a sole source purchase of ten (10) International HV507
chassis to be used with Henderson spreader and plow units. Cornhusker International has submitted a
quote in accordance with our specifications. Previous purchase of International HV507 chassis and
Henderson spreader bodies have been through the bid process. Cornhusker International has agreed to
extend us with the same pricing for the third year in a row. The Street Maintenance Division is wanting
to standardize, with the International HV507 chassis and Henderson spreader body because it matches
the previous twenty (20) trucks that were purchased. Standardization makes it easier for Street r
Maintenance staff to operate a similar truck,plow and spreader unit efficiently and safely. The Fleet
Management Division supports their request to standardize this equipment which provides a
tremendous benefit for maintenance and parts supply. The Street Department would like these ten
(10) chassis out of the 2022 budget. The cost for this purchase would be $1,865,000.00 for ten
complete trucks.

Navistar announced a exclusive partnership with Henderson Products, Inc
that provides the dealer network with bodied-up equipment for state,
county, and city Municipal Purchases. Cornhusker International Trucks,
Inc is the only Truck Manufacturer in the state of Nebraska that can offer
this partnership to the city of Omaha. Cornhusker International Trucks
with Henderson Products has agreed to honor the same pricing on the 3rd
group of 10 snow plow trucks as awarded on Purchase Orders 1263973
and 1267174. Cornhusker International Trucks is the only truck
manufacturer in the state of Nebraska that is authorized to sell
International plow trucks to the city of Omaha.
