RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
THAT, in accordance with the provisions of the Nebraska Liquor Control Act, as
amended, after a hearing held within 45 days after receiving notice and a copy of the license
application and upon due consideration of all standards and criteria provided by law, this Council
hereby recommends that the following application for a Class "C" Liquor License be granted.
Chavez, Luz, dba"Mustang's", 5017 South 24th Street
THAT, the cost of publication of notice of the hearing was $26.00.

Dear Honorable Council Members:
Please let this letter serve as yet another voicing of our formal opposition of the liquor
PROPERTY VENTURES, license application at the above referenced location. In addition to the reasons cited on
L.L.O. the letter submitted in January of this past year for the El Rodeo application, we oppose
the license application for Mustang's for the follotiving reasons_
2411 O STREET,SUITE 2 • None of the three bars at this location have been successful, and with each failed
attempt it will be more and more difficult for a new business there to succeed.
The market has spoken and it has said no business serving alchohol can sun7ive at
that location.

• What was a "religious reading room" two years ago, directly across the street, is
now a church and the liquor license should be denied.

RE: Class C Liquor license application, El Rodeo Inc. 5017 So 24th Street
Dear Honorable Council Members:
Please let this letter serve as our formal opposition of the Class C liquor license
application for.El Rodeo for the following reasons:
• This bar is being advertised as a dance hall,:and not just a bar, and certainly not a
restaurant. That type of use and intensity SS not conducive to the neighborhood.
• The previous bar at this location, El eclipse, was not commercially successful and
they closed after a few months of operation. As a business owner and real estate
• broker/developer of retail properties, I am certain their closure was due to strong
PROPERTY VENTURES, competition from numerous other bars in South Omaha, a.s well as the fact this
L.L.C. location has no off street parking. I am certain that a bar or dance club is not the
highest and best use of this property and I am sure this operation will fail in this
location as well.
24110 STREET,S —I-E2 • As an adjoining property owner, we suffered trespassing; rowdiness, litter, and
vandalism with the previous bar El Eclipse. I have not heard of any business or
management plan to prevent these problems from recurring.

South 24t'' Street corridor, a use that could possible detract from the
improvements should not even be considered.
` •• The pending street improvements, and the ongoing street closures, will make it

occurrence—basically the first year and half of their operation.
• This proposed bar is directly across thej street from a church, and statutorily a
F. x:402.934.9316 liquor license should not be granted. The last applicant, El Eclipse; told us and the
pastor of the church that the facility was going to be a bar/restaurant, with an
emphasis on the restaurant. They told us a flat out lie — it was strictly a dance

• A Class C liquor license is too intense of a license given the amount of other
establishments in the trade area selling liquor. If they were to be a restaurant, a
Class I or J should be sufficient. Package Liquor in OSuth Omaha, with the
problems with vagrants and other issues, would be a big mistake.
1 strongly urge your denial of their request. Thank you for your support of our
improvement efforts in South Omaha.

Within the past three (3) years I have purchased two (2) bar locations and have terminated the business at those
locations and remodeled them for office and retail use. One is now Ieased to an Attorney as an office and was
previously known as Jonas Bar. The other location is at 4824 S 24 was known as the Cardinal bar and is being
remodeled as space for a Chiropractor. I have developed other commercial and multi family properties along S 246'
and have been a good Landlord to the area and to the conununity. I have spent considerable funds rehabilitating
those building and some of then with negative cash flows and have done so in the hope that: the area would be
revitalized. The City is now in the process of that revitalization and I look forward to the potential success of the
area. A bar/dance club is a use that is allowed by ordinance but one that does not appear to be for the benefit of
the success of South Omaha There is a church across the sheet who T understand unknowingly signed some
statement.a.couple of years ago that designated them as a reading room but they are I understand a church and have
always been a church. A restaurant that serves liquor is a use that will not appearI to cause problems but history has
proven itself in South Omaha that a bar brings problems and with those problems the reluctance of those outside of
the community to want to shop and walk the streets. Bars work in the Qld Market area but there are uniform Police
Officers walking a beat there. We do not have a"beat office?'in South Omaha,
This South Omaha Area is finally seeing a.glimmer of the light of success and which could potentially be damaged
by a bar/dance club and the problems associated with that type of business. Just as the residents and business
owners of Benson were able to reject a recent license application that met all of the standards required by law we
should be given the same ability.
