Mr.Wichita is requesting that this property be rezoned from R4(35)to LC. I am enclosing a copy of a letter from my client explaining the history of this property and a picture of the property. As seen from the enclosed letter, the building on the corner of this property was constructed in 1918 as a commercial building and has been used as a commercial building ever since. Mr. Wichita, who is the owner of Wichita Heating & Cooling Co., recently moved from this location to a larger facility as a result the increase in his business. Mr. Wichita has a prospective buyer who is interested in using the establishment for a pet grooming business, and as a result, is requesting the LC zoning. The pet grooming business is a less intense type of commercial use than the prior uses of a heating and air conditioning sales and service business, a sheet metal business,which existed during WWII, and a neighborhood grocery store which existed prior to that time since 1918. We believe the LC zoning is consistent with the present use and recognizes the continuous commercial nature of the property. The Omaha Planning Board, at their March 2, 2005 meeting, recommended approval of rezoning the property from R4 (35) to LC. We respectfully request your support of this rezoning. My family members and I have owned the building since the early 1950's. The buildings were constructed around 1918, with the "shop" portion (4401) having always been used as a commercial building. In the 20's and 30's, it was a neighborhood grocery store. Hempel Sheet Metal then started their business there (now located at 1255 So. 13t1'), building parts for amphibious landing crafts in the building during World War II. Our family business moved into the building in 1955, operating a heating/cooling and sheet metal shop for nearly fifty years before moving to a larger location in March 2004 due to space limitations. There is a bus stop directly in front of the shop on 13th Street and hundreds of people have been welcomed inside over the years to wait for their bus during bad weather. The Douglas County Assessor lists the property as "commercial" in the latest valuation notice, and is taxed accordingly. The prospective buyers of the property have an established pet grooming business, presently located in a second floor rental space near 22nd & L Street in South Omaha. Their interest in the property is due largely to the open layout of the shop area and the high visibility and exposure being located on a main thoroughfare. There are usually 3 or 4 parking spaces on "I" Street adjacent to the shop, and also a nice crushed rock parking area in the rear of the property. The space should provide ample parking for picking up and dropping off pets. There are other commercial uses in the area. There are only four houses separating our property from Howard's Restaurant to the south, and there is the Catholic Sokol Bingo Hall across the street one block to the north.
