Attached is an Ordinance authorizing the City of Omaha to accept a grant award in the amount of
$227,592.00 from the Nebraska Emergency Management Agency (NEMA), Sub-grantee Award
Number 2005-GE-T5-0020 MMRS. Project Title: Fiscal Year 05 Homeland Security Grant
Program, Metropolitan Medical Response System (MMRS).
NEMA is providing funding for the Omaha Metropolitan Medical Response System (OMMRS).
NEMA funding will ensure the medical community has the necessary equipment, supplies, and
training to respond to an all hazard incident, including those from weapons of mass destruction,
bioterrorism and other public health threats.
The Sub-grantee period of performance is October 1, 2004 to March 31, 2007. The grant is for a
three-year period commencing upon final approval. There is no grant match.

AN ORDINANCE approving the acceptance of the Fiscal Year 05 Homeland Security Grant
Program, Metropolitan Medical Response System (MMRS) in the amount of$227,592.00
from the Nebraska Emergency Management Agency (NEMA), Sub-grantee Award
Number 2005-GE-T5-0020 MMRS, providing funding for the Omaha Metropolitan
Medical Response System (OMMRS) to ensure the medical community has the necessary
equipment, supplies, and training to respond to an all hazard incident, including those
from weapons of mass destruction, bioterrorism and other public health threats;
involving appropriations of more than one year in conformity with Section 5.17 of the
Home Rule Charter; providing for payment from a specific account; and, providing for
the effective date hereof.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
Section 1. That, as recommended by the Mayor, approval is hereby given to the Fiscal
Year 05 Homeland Security Grant Program, Metropolitan Medical Response System (MMRS)
from the Nebraska Emergency Management Agency (NEMA), which provides supplemental
funding for the Omaha Metropolitan Medical Response System (OMMRS) to ensure the medical
community has the necessary equipment, supplies, and training to respond to an all hazard
incident, including those from weapons of mass destruction, bioterrorism and other public health
threats; a copy of such grant is attached and by this reference made a part hereof.
Section 2. The grant period extends for a three-year period commencing upon approval
of this ordinance. In conformity with Section 5.17 of the Home rule Charter, approval of this
grant, involving appropriations of more than one year from receipts of grant funds and
expenditures as outlined in the grant, is hereby authorized.

A
• 1. The Sub-Grantee agrees to comply with the financial and administrative requirements set forth in the current edition of
the Office of Justice Programs(OW)Financial Guide.
2. The Sub-Grantee agrees to comply with the organizational audit requirements of OMB Circular A-133,Audits of States,
Local Governments, and Non-Profit Organizations, as further described in the current edition of the OJP Financial
Guide,Chapter 19.The U.S.Audit Act requires that non-Federal entities that expend$500,000 or more in a year in
Federal awards shall have a single audit conducted in accordance with OMB A-133.200 Subpart B(b)except when they
elect to have a program-specific audit conducted in accordance with paragraph(c)of Section A-133. A copy of these
audits must be sent to NEMA thirty(30)days upon receipt by the sub-grantee. (see OMB Circular A-133).
3. The Sub-Grantee understands and agrees that it cannot use any federal funds, either directly or indirectly, in support of
the enactment,repeal, modification or adoption of any law,regulation or policy,at any level of government,without the
express prior written approval of ODP.
4. The Sub-Grantee further agrees to comply with the standards put forth in OMB Circular A-87,Cost Principles for State,
Local,and Indian Tribal Governments.
5. The Sub-Grantee agrees that federal funds under this award will be used to supplement, but not supplant, state or local
funds for homeland security preparedness.
6. The Sub-Grantee agrees to comply with the Program Requirements set forth in Chapter XI of the U.S.Department of
Homeland Security,Office of State and Local Government Coordination and Preparedness,"Office of Domestic
Preparedness Fiscal Year 2005 Homeland Security Grant Program Guidelines and Application Kit".
7. The Sub-Grantee must comply with all federal civil rights laws,to include Title VI of the Civil Rights Act,as amended.
The Sub-Grantee is required to take reasonable steps to ensure persons of limited English proficiency have meaningful
access to language assistance services regarding the development of proposals'and budgets and conducting State and
Local Government Coordination Preparedness(SLGCP)funded activities.
8. The Sub-Grantee agrees that all publications created with funding under this grant shall prominently contain the .
following statement. "This Document was prepared under a grant from the Office of State and Local Government
Coordination and Preparedness (SLGCP), United States Department of Homeland.Security. Points of view or
opinions expressed in this document are those of the authors and do not necessarily represent the official position
or policies of SLGCP or the U.S.Department of Homeland Security." •
9 The Sub-Grantee agrees that, when practicable, any equipment purchased with grant funding shall be prominently
marked as follows: "Purchased with funds provided by the U.S.Department of Homeland Security."
10. The Sub-Grantee agrees to cooperate with any assessments,national evaluation efforts,or information or data collection .
requests, including,but not limited to,the provision of any information required for the assessment or evaluation of any
activities within this project.
11. 'Approval of this award does not indicate approval of any consultant rate in excess of $450 per day. A detailed
justification must be submitted to and approved by SLGCP prior to obligation or expenditures of such funds.
12. The Sub-Grantee acknowledges that SLGCP reserves a royalty-free, non-exclusive license to reproduce, publish, or
• otherwise use, and authorize others to use, for Federal government purposes: (1) the copyright in any work developed •
under an award or subaward: and (2) any rights of copyright to which a recipient or subrecipient purchases ownership
with Federal support. The Sub-Grantee agrees to consult with SLGCP regarding the allocation of any patent rights
that arise from,or are purchased with this funding.

13. The Sub-Grantee agrees to only purchase equipment that has been approved by the Department of Justice as eligible for
this award. The eligible equipment list can be accessed at http://www2.rkb.mipt.org.
14. Prior approval by NEMA for any changes of this award will be required. Approval for changes must be requested of the
Grant Administrator and will be awarded when written or email verification is sent.
15. Sub-grant agreements will not be terminated except by circumstances beyond the control of either NEMA or the sub-
grantee,by mutual agreement or material breach of the agreement by the Sub-grant recipient. Failure of the Sub-Grantee
to comply with any terms and conditions of the grant agreement shall be deemed a material breach,of the grant
agreement. After failure of the Sub-Grantee to remedy such breach within thirty days after written notice from NEMA,
NEMA shall have the right to terminate the agreement.
16. Title to equipment costing$5,000 or more and acquired by the sub-grantee with funds provided under this award shall
vest in the sub-grantee. When the equipment is no longer needed by the sub-grantee and the per unit fair market value is
less then$5,000,the sub-grantee may retain,sell,or dispose of the equipment with no further obligation to NEMA. If,
on the other hand,the per unit fair market value is$5,000 or more,then the sub-grantee must submit a written request to
NEMA for disposition instructions.
17. The Sub-grantee to submit semi-annual reports no later than 30 July and 30 January during the performance period to
include completion progress of the Program Requirements as set forth in Chapter XI of the U.S.Department of
Homeland Security,Office of State and Local Government Coordination and Preparedness,"Office of Domestic
Preparedness Fiscal Year 2005 Homeland Security Grant Program Guidelines and Application Kit".
18. The recipient agrees to submit a final performance report to include completion progress of the Program Requirements as
set forth in Chapter XI of the U.S.Department of Homeland Security,Office of State and Local Government
Coordination and Preparedness,"Office of Domestic Preparedness Fiscal Year 2005 Homeland Security Grant Program
Guidelines and Application Kit".
19. The recipient agrees and will validate that it has completed previously identified baseline deliverables and other previous
activities supported by MMRS federal funding.

The Omaha Metropolitan Medical Response System (OMMRS) is a multidisciplinary group of agencies and
organizations in the Omaha Metropolitan area that would respond to a major event. Our planning has included as
assessment of the Local Emergency Management Plans in the counties Represented by OMMRS. We have
identified gaps that the medical community needed to revise or include in order to have an integrated, coordinated
and planned response to an all hazard incident, including those from a Weapons of Mass Destruction (WMD)and
CBRNE event(s). A detailed narrative is attached to provide the OMMRS Sub Committee details and their planning
efforts. MMRS funding requested is to ensure that the medical community has the necessary equipment, supplies,
and training to respond to such events.

using equipment such as the decontamination equipment and making the necessary policy revisions as indicated

Omaha Metropolitan Medical Response System

Fiscal year 2005
The Omaha Metropolitan Medical Response System (OMMRS) is a multi-
disciplinary group of agencies /organizations who would respond in the Omaha
Metropolitan Community to a major incident. This response could be for natural
occurring events (such as tornado/ flooding incidents), crisis events (such as a
chemical truck/ railroad car that would be involved in an accident), to incidents
involving Weapons of Mass Destruction (CBRNE) Chemical, Biological,
Radiological, Nuclear, and Explosive).
The greater metropolitan area within a fifty-mile radius has a population of over
750,000. The OMMRS group has since 1998 worked together to prepare the
medical community to have a planned, integrated, and coordinated response for any
type of incident to protect the citizens of our community.
An assessment of the Omaha Metropolitan area was conducted. Gaps were
identified and are being addressed as funding is made available.
OMMRS initially applied for the "Metropolitan Medical Response System" Federal
funds and was awarded this contract which was taken through the city of Omaha as
the fiscal agent. The contract was for $600,000 and this was approved in August of
2000. This contract had twelve deliverables that needed met prior to receiving all of
the funding and as of March 2003 all deliverables were met. The funds received was
utilized for obtaining minimum amount of decontamination equipment for the
metropolitan area hospitals, trailer for Omaha Fire Departments, HazMat
Equipment, personnel protective equipment for the Douglas County Sheriffs office ,
chemical identification equipment for the Public Health Lab, equipment for
Douglas County Health Department, and communication capabilities for the
metropolitan area hospitals, Region 6 Behavioral Health, 911, Omaha Police, Poison
Control Center, and the Red Cross Bloodbank. This communication system was
established for the ham operator to utilize in an event where normal lines of
communication fail. This will enable the hospitals and agencies to be able to keep
the lines of communication open.
The total amount of this contract has been utilized by the OMMRS eighteen sub
committees who have addressed or are in the progress of addressing identified gaps.
Other funding applied for has been or is being utilized for the following items:
• Purchase of additional Mark 1 trainer kits for training the Fire departments on
how to use the Mark 1 kits
• to establish #30 Go-kit for the Douglas County Health Departments dispensing
sites

OMMRS initially identified four major counties to be in their twenty-five mile
radius.
Nebraska:
• Douglas

Iowa:

Other counties have used OMRS as a resource and we have worked on a limited
base with Blair hospital since they are close to the Fort Calhoun Nuclear Plant. We
did place communication equipment at the Blair hospital for Radio communicators.
The State HRSA Project Officer has helped Kearney, Hastings, and North Platte to
establish a MMRS using Omaha and Lincoln Metropolitan Medical Response
Systems as their guide.
In May of this year we added to the OMMRS area Three Rivers Public Health
which includes Dodge, Saunders, and Washington Counties in Nebraska. Three
hospitals are located in this area:
• Fremont Area Medical Center
• Blair Community Memorial Hospital
• Saunders County Health Center.
A meetings are being conducted with OMMRS and the Three Rivers Public Health
Department, Region 5/6 Emergency Management Director, and the three area
hospitals to determine what needs to be accomplished. Quarterly meetings have
been set up.
It has been determined that we need to focus on setting up the same communication
system for Radio Communicators as we have in the other counties. We also need to
evaluate their preparedness to handle Biological, Chemical and Radiological
incidents and help with identified gaps.
In addressing identified gaps the following funding is still needed and being
requested to advance our level of protection to the citizens of this community and to
solve the identified gaps as discovered with our assessment of the newly added
counties to OMMRS. We are also looking at adding negative pressure capabilities
in the community. The handling of a Radiological/dirty Bomb incident is still in the

planning stages. We have meet with representatives from Fort Calhoun, Cooper
Plant, and The University of Nebraska Radiation Unit to discuss radiological issues
and equipment.
The goal of OMMRS is to work with the three new counties, increase all hospitals
negative pressure capabilities and to work with establishing the ability of the metro
hospitals to handle radiological/dirty bomb incidents.
OMMRS committee work has been accomplished mostly by volunteers and in the
future a Bioterrorism Coordinator will need to be hired to coordinate the OMMRS
activities.
Listed below are the OMMRS sub committees, the chairs, and a brief description of
their responsibilities.
• Alternate Care Facility (ACF) Subcommittee
Co chairs: John Dunn, Orthopedic Associates/Jane O'Connor, Alegent Health
This committee has been working with the clinics associated with the hospital facilities.
The clinics will be challenged to assist with surge capacity by assisting with triage of the
walking wounded and worried well in the event that the Emergency Departments
becomes overwhelmed. Assessments of the clinics have been completed and a
determination on implementation is currently being formulated. This process will be in
three phases: Phase one: Clinics connected to the hospitals or close to the hospital. Phase
two: Clinics in outlying areas that are hospital owned. Phase three: D-mat team
• Badge Subcommittee
Chair---Jamie Moore, United Way of the Midlands
This committee is working in conjunction with the Douglas County and Sarpy County
Emergency Management Agencies to develop a badge system for volunteers that wish to
assist duringa disaster in our community.

The system being developed will provide an identification badge to workers that need
quick access to an area and provide time sensitive badges for the event. The Metro
Omaha Medical Society(MOMS), State of Nebraska Licensing and Credentialing Board,
and local law enforcement have been consulted and involved in this project. Badge
making equipment has been purchased and training conducted on its use.
• Communications Subcommittee
Co chairs--Tom Williams MD, Methodist Hospital/Jim Rogers, Douglas County
Emergency Management.
This committee has worked on establishing a communication system in the event that
normal lines of communication are not available.
Phase 1: Radios/Antennas/coax have been placed at all the Omaha-Council Bluffs
Metropolitan area hospitals and specified community agencies. Trained amateur radio

and Radio Emergency Associated Communications Team (REACT) operators will
cooperate in staffing these sites and ensuring regional voice communications.
Phase 2: We are currently in the process of purchasing equipment and implementing
Packet radio (wireless digital messaging) for all Phase 1 sites.
Phase 3: Subcommittee members are collaborating with area hospitals, Douglas County
Health Department, emergency planners, and Chief Conrey, to complete Douglas County
800 MHz system emergency department , public health, and hospital command center
radio selection and installations.
• Community Plan Subcommittee
Chairs: Steve Lee/Jim Rogers, Douglas County Emergency Management Agency/Joe
Mastandrea, Sarpy County Emergency Management Agency, Terry Hummel,
Pottawattamie County Emergency Management Agency, Todd Baber, Harrison County
Emergency Management Agency and Bill Pook, Region 5 Emergency Management..
This committee will incorporate the OMMRS plans into the county plans once they are
approved, written, and tested. They will ensure that the OMMRS plans are not in conflict
with the County, Local, State, or Federal plans. Letters of Resolution have been signed by
each of these counties.
• Drill/Exercise Design Team Subcommittee
Co chairs: Phyllis Dutton, Alegent Health/Jane O'Connor, Alegent Health
This committee is responsible for testing the OMMRS plans and procedures. They will
work with community agencies to conduct the drills/exercises as required by regulatory
agencies and to test OMMRS plans.
Within the last two years four tabletop exercises have been conducted and two full-scale
exercises. Several of the OMMRS plans have been tested such as:
• Emergency Operations Center (EOC) Medical Table Design
• Receipt of the Strategic National Stockpile (SNS)
• Setting up a Dispensing and Vaccination Education Site (DAVES)
• Setting up a Receiving, Staging, and Storage Site (RSS)
• Testing the radios installed for the Ham Operators to utilize with Communication
• Review of the Mental Health Plan
• Review of the Personnel Processing Point(PPP)plan
• Notification plan
All problem areas identified with drills/exercises are evaluated for resolution.
• Emergency Operations Center (EOC) Subcommittee

This committee is responsible for the functions associated with the Emergency
Operations Center (EOC) Medical Desk in the event that the EOC is opened with a major
disaster. The Omaha Fire Department Training and Education Department will serve as
the Coordinator of Medical Resources and Supplies (CMRS). All five health care systems

are involved and will assist the CMRS to fulfill the demands as indicated by the event.
Job designs have been established and training conducted.
• Equipment and Training Subcommittee
Co chairs Celeste Felix, Methodist Hospital /John Hauser, The Nebraska Medical
Center/Jerry Nevins, Salvation Army and Creighton Medical Center
This committee evaluated decontamination equipment and set up training sessions for the
equipment purchased. All hospitals in the Omaha Metropolitan area have the same
equipment and have completed the decontamination training. All five healthcare systems
have instructors trained to keep the Decontamination teams annual reviews updated and
for replacement of those who leave the team.
This committee also conducted a educational conference on Weapons of Mass
Destruction for health care providers.
• Hospital Subcommittee
Co chairs: Phyllis Dutton, Alegent Health, /Linda Jensen, Alegent Health/ Kathy
Lovell, Alegent Health, Missouri Valley Iowa.
This committee completed a manual entitled "Omaha Metropolitan Medical Response
System (OMMRS) Hospital Manual for Weapons of Mass Destruction". This manual
included information on Nuclear, Biological, and Chemical agents. The manual is to be
used as a resource for the metropolitan area hospitals to utilize in the development of
their own facility plans. All metro area hospitals did receive a copy as well as those
hospitals in Dodge, Washington and Saunders Counties.
Mutual Letters of Understanding have been signed by the Omaha Metropolitan area
hospitals and long term care facilities.
• Law Enforcement and Security Subcommittee
Co chairs: Ken Lant, Douglas County Sheriff's Department/Tim Conahan, Omaha
Police Department.
This committee has evaluated and assessed the security needs that will be needed in the
Omaha Metropolitan area in the event of a major event. Hospital, Mass Care, Mass
Fatality, Morgue, Alternate Care Facility Sites (ACF), Personnel Processing Point(PPP),
and the Strategic National Stockpile(SNS) security needs have been evaluated. Plans
have been establishment with the Douglas County Health Department for security needs
with the receipt of the Strategic National Stockpile (SNS) for the Dispensing and
Vaccination Education Sites (DAVES), the Receiving Staging and Storage Site(RSS)
and the Transportation Hub Sites.
• Mass Care Subcommittee

This new committee is addressing the needs that would arise for sheltering in the event of
a major disaster for the Omaha Metropolitan Area. Red Cross is not allowed to do the
decontamination procedure or allow anyone who is contaminated into a shelter site. The
committee is currently addressing the issue of decontamination for shelter site(s). They
are also evaluating the issues involved with sheltering of children in the schools and
assessing plans that are in place. Pet issues are also being evaluated as well as available
food and water. Warehousing of supplies sent to the area has also been discussed.
• Mass Fatality Subcommittee
Co chairs: Tom Haynes, Douglas County Acting Coroner/Dr. Ken Hermsen, Forensic
Dentist
This committee has been addressing how mass fatalities would be handled in the
community. Looking at transportation issues, temporary morgue site's, equipment
needed, and personnel. Body bags are in the process of being purchased to handle the
chemical /biological exposed victim. Plans are in progress for preserving the evidence,
handling the remains, body parts, and personal effects of the victims and to accomplish
this in a compassionate and dignified manner.
• Media Subcommittee
Co Chairs: Mary McGrath, Retired World Herald/ Howard Silber, Retired World Herald,
and Steve Murphy, News Editor for WOW TV (recently deceased)
This committee evaluated the Omaha Metropolitan area for central locations that could be
utilized with regional and national media for medical briefing sites. Each identified site
has been evaluated for what is available and what may be needed to accommodate the
media. Letters of agreement with the identified sites have been obtained. Public
Relations volunteers in the Omaha Metropolitan area are assisting the committee with
staffing, and equipment plans, training and pre-scripted messages.
• Mental Health Subcommittee
Co chairs: John Engler, Private Practice Psychologist/Taren Petersen, Region 6 Mental
Health/Jack Wineman, Private Practice Psychologist
This committee has been working on addressing the mental health needs that would arise
in the event of a major disaster and have established a Mental Health Command Center.
Staffing for all sites that mental health professionals would be needed is a major issue.
More mental health worker are needed. Educational and training needs are being
evaluated. If in the event the Dispensing and Vaccination Education Sites (DAVES)
were to be opened two Mental Health Professional would be required at each site per
state policy. Twenty one potential sites have been identified in the Douglas County area
that could be set up. Mental Health Professional would also be needed at various other
locations such as,but not limited to: Family Assistance Centers, Receiving Staging
Storage site (RSS), Mass Fatality sites, Mass Care sites, Personnel Processing Point
(PPP) sites, and the Alternate Care Facility(ACF) sites.

• Personnel Processing Point (PPP) Subcommittee
Chair: Jamie Moore, United Way of the Midlands
This Committee of United Way of the Midlands Volunteer Resource Center Staff has
been working on the development of sites that could be opened to process all volunteers
coming to the Omaha Metropolitan area to assist with a disaster. At the PPP, credentials
would be checked, short medical history and demographics obtained, and assignments
made according to the volunteer's expertise and training. Reassignments would be done
as indicated and a thank you sent upon termination of the event. This committee is
working with the Metropolitan Omaha Citizens Corps (MOCC), to develop a core of
retired Police, Fire and Military personnel who could assist with security needs. A
Medical Reserve Corps (MRC) is currently being developed with a federal grant received
in 2003.
• Pharmacy Subcommittee
Co chairs: Kathy Jacobitz, Nebraska Regional Poison Center/Fred Massoomi, PHARM-
D, Director Pharmacy Methodist Hospital
This committee evaluated existing available pharmaceuticals and purchased drugs needed
to treat victims of a nuclear, biological, and chemical (NBC) event. The drugs were
placed in rescue squads and area hospitals. Arrangements were also made for quick
delivery of drugs as needed from a regional pharmaceutical supplier. An NBC reference
library was developed and located at the Nebraska Regional Poison Center. NBC
treatment guidelines were developed and distributed to physicians and other health care
professionals, emergency rescue workers, and mental health professionals. The
committee is working closely with public health officials to plan the receipt and
distribution of medications and supplies from the Strategic National Stockpile (SNS)
throughout the designated region.
• Public Health /Infection Control Subcommittee
Co chairs: Carol Allensworth, Douglas County Health Department/Tom Williams MD,
Director Pathology, Methodist Hospital
This committee developed the information for the biological section of the hospital
manual including the notification process, infection control guidelines, and guidelines for
specimen collection. Public Health developed plans for delivery of vaccines and/or
antibiotic prophylaxis in the event of a biologic incident.
The committee reviewed and enhanced notification and communication plans and
procedures from hospital microbiology laboratories to Nebraska Public Health
Laboratory (NPHL) and Douglas County Health Department. The committee worked
with the NPHL in establishing a diagnostic testing algorithm for agents of bioterrorism.
Additional activities this year will include hospital laboratory training and education
related to the establishment of the UNMC and NPHL's ability to test for chemical and
radiological agents of terrorism.

• Recruitment and Training Subcommittee
Co chairs: Terry Lindsley, Pottawattamie County EMA
This committee developed a training module to utilize with current ARES licensed ham
operators and REACT personnel. This module included a section on WMD agents. It
included information on regulatory agencies that hospitals have to comply with, such as
the privacy and confidentiality issues. Training was also provided on the three radios
purchased by the Communications Sub committee. Currently this committee is working
on recruitment tools for enlisting those who may be interested in becoming involved.
This would include those who would like to become a licensed ham or REACT operator
or those who would be willing to assist in other communication identified needs.
• Veterinarian Subcommittee
Chair: Tony Sambol, the Nebraska Public Health Laboratory
This committee evaluated how we would be able to obtain information in regards to the
animal population that could be affected by WMD agents. Mr. David Carbaugh and Mr.
Scott Wilson at the Nebraska Humane Society (NHS)have been the primary points of
contact for OMMRS. Mr. Carbaugh has adapted a national animal disaster response for
use by the NHS. Mr. Wilson has prepared a surveillance tool for tracking and reporting
unusual animal mortality rates.
Focus area 1: Radiological medical and health effects preparedness:
OMMRS has met with representatives from Fort Calhoun, Cooper Plant, University of
Nebraska Radiation department, Poison Control, OMMRS Equipment and Training
Subcommittee, and Region 5 Emergency Management Agency to address this focus area.
The OMMRS Equipment and Training subcommittee is evaluating the recommendation
made by this group of experts and will purchase the equipment after the hospital radiation
safety officers are consulted and involved. The monitoring equipment will be utilized by
the decontamination teams and training will be conducted. We are working with Cardinal
Health Medical and Health Physics Service for the equipment and have had a
demonstration of the handheld radiation devices. The Radiation Portal unit has also been
recommended for mass screening. We currently have funding from other grants
designated for this project.
Focus area 2: Ensure operational viability of mass care shelters and medical treatment
facilities:
OMMRS has included this focus area in the last MMRS grant and funding has been
designated to assist the Red Cross with equipment for the mass shelters. We are currently
working with our Medical Reserve Corps to train a decontamination team that would be
available to assist the Red Cross with decontamination the contaminated victims prior to
going to the Red Cross Shelters.
Focus area 3: Emergency alerting system/public information.
OMMRS have included in this focus area a funding request for the Media subcommittee.
This committee has representation from Public Health, the local media, and public

relations professionals. This area would be set up for the medical information that would
be given out in the time of a major event. Sites have been identified and letters of
agreements have been signed. Each area has been evaluated on what would be needed for
equipment and supplies. The go-kits that we have listed and asked for funding will meet
this objective.
Focus area 4: NIMS compliance.
OMMRS has discussed with members the NIMS training and has had classes on the
Hospital Emergency Incident Management System (HEICS) to ensure that we are
speaking the same terminology as other agencies in the area. I have completed the FEMA
IS 700 NIMS Basic training as had several of our OMMRS members. Plans are to attend
more training as it becomes available from NEMA.
Focus area 5: Quarantine and Isolation preparedness>
The Public Health Department has been addressing this issue with the State Department
of Health and Human Services. OMMRS has not been involved except to look at the
negative pressure capability in the area and plans are to increase each hospital capability
by at least one portable unit. With the Bio containment unit at The Nebraska Medical
Center our capacity will be increased by ten additional beds.
Focus area 6:GIS
This area is being evaluated with the Urban area Security Initiative Grant funding.
Focus area 7: Updated MMRS Steering Committee.
The OMMRS Steering Committee has representatives from the State, Attorney Generals
office, FBI and other law enforcement agencies , Public Health, Fire department,
Emergency Management Agency ,volunteer organization including Citizens Corps and
the Medical Reserve Corps. The UASI working group has several members that attend
the OMMRS meetings. OMMRS has had over 156 different agencies and organizations
who have been in attendance at the Steering committee meeting. Some are regular in
attendance others attend on a non-routine basis.
Focus area 8: Pharmaceutical Cache Management and Status reporting.
OMMRS Pharmacy Committee is asking for funding to increase the antibiotic by 10,000
does in this area. The Regional Poison Control Center keeps reports and updates to the
availability in the area. We have worked with a ghost order from a pharmaceutical
company who can have in our area within 4 hours 40,000 does of antibiotics. We have
also worked with VA to have their cache made available to the community as indicated
by their protocol.
Listed below is a more complete narrative of funding being requested.
Capability: We have added on three new counties and the equipment being requested will
bring them up to our level B preparedness and to enable the hospital personnel to respond
better to care for the infectious victims.
The funding requested for the Equipment and Training Subcommittee is to provide at
least 10 Air mate units to allow the ability of the health care worker to care for the highly
infectious patients. Since Douglas County has implemented the 800MhZ system the

Salvation Army has very few Bearcat scanners that allow them to listen to the
information going out and since they respond to many emergency in the area this has
been identified as a gap in communication. The Salvation Army has missed numerous
emergencies since this system has been implemented due to their older scannersnot being
replaced. The First Responder Bags have first aid supplies that would be available at the
scene. Salvation Army personnel have been trained in first aid and CPR some have had
more extensive training such as EMT, Paramedic, and RN. Part of this equipment
purchase will be for doing the annual equipment checks for the Supplied Air Respirators
and to train two persons to be certified to do the annual checks. This will allow us to be
more self-sufficient. A shelter is needed for the Nebraska Medical Centers new Trauma
center to allow them to decontaminate victims. The other equipment is to set up the three
new hospitals in the Three Rivers area to be level B trained as the rest of the OMMRS
area is currently trained. This will allow for sharing of personnel and equipment with a
major event.
It is a well-known fact that with a significant incident professional mental health workers
would be limited. By training community responders to assist the professional staff will
increase our ability to respond to the community needs during such an event. The
Behavioral Health Subcommittee has worked with the State Department of Health and
Human Services Behavioral Health to establish the educational program for the
Community Responders.
The Media Central Briefing site may need to be established to meet the demands of local,
national, and international media,with a major incident. The funding requested will allow
the establishment of go-kits to set up such a site in a very professional manner. More than
one site could be implemented if indicated and these sites can be moved very quickly in
the event of a chemical plume and evacuation is needed.
This site will provide medical information in a timely and accurate format and have
professional public relations staff available to provide guidance as well as having
professionals lined up for media interviews to address the medical aspects of the incident.
Cox Communication is working with us to provide the lines needed for telephone
communication however they are not able to provide the phones. This funding will allow
us to set up the go-kits with the necessary supplies needed as well as to provide the
telephones for utilization at the site.
The funding requested for the Pharmacy Subcommittee will allow for the purchase of
antibiotics to give the Metro area an additional 10,000 doses to be used with a biological
event.
The Personnel Processing Point Subcommittee has as part of their responsibility the
Medical Reserve Corps (MRC). This group is being expanded on a regular basis.
Training and go-kits for them to use with Personal Protective Equipment is needed. The
funding requested will ensure that adequate PPE is available for them to utilize as they
respond to an event.
The Personnel Processing Point is where all the Medical Reserve Crops and all solicited
and unsolicited volunteers will meet to be processed and assigned a job during disaster.
The disaster may be biological, nuclear, and chemical or man made.

The surge protectors and cords will be used to set up the computer system. In the event
there is no power we would have lanterns, extra computer batteries and an emergency
radio available to use. The map program would be used to give volunteers directions to
the disaster site. The TV would be used for training purpose along with the camera so
the emergency manager would only have to give instructions to the volunteers one time
per day unless things change. The Flags will be used if someone needs help in the PPP
facility.
To ensure that OMMRS is kept updated we would like to have funding available for
seminars and travel for educational offering on WMD as well as to attend the NDMS
conference annually.
Since OMMRS has been working together since 1998, the planning, assessing, and
evaluating has been accomplished. Currently we are in the implementation stage. In order
to continue to assure that the medical community is as prepared as possible the
Administrative Cost and Maintenance of the program funding is also needed. This
finding will ensure that we have meeting rooms, and the necessary supplies to support the
functions of the various OMMRS Subcommittee's and miscellaneous expense that could
arise.
A detailed list is attached for the funding being requested.
