Motorola has provided Nebraska State Contract pricing#11182 OC. The radios will be purchased from the Nebraska Emergency Management Agency (NEMA) FY2005 Homeland Security Grant, Urban Area Security Initiative, Grant Award #2005-GE-TE- 0020, grant amount $5,148,300.00, and detailed in the Tri-County Urban Area Homeland Security Strategy spending plan and Strategy approved by City Council June 28, 2005, Ordinance No. 37063, Grant Period April 1, 2005 to March 31, 2007. These radios will ensure connectivity and the ability to rapidly communicate patient information with Public Health Departments in an encrypted fashion. The Tri-County Urban Area Homeland Security Strategy ensures the region's capabilities and capacity to prevent, respond to, recover and mitigate natural disasters, threats or acts of terrorism, through an all-hazards inclusive approach. Funds of $72,978.75 have been appropriated in the Year 2006, Fund 12151, Organization 130725. The Finance Department is authorized to pay the cost from this account. Attach a detailed project description to your application. Commo between Public Health (PH)and hospital Infection Control Departments (ICDs) is crucial during PH emergencies. IC Practitioners provide critical info regarding illness burden/symptomology/patient diagnosis to PH for surveillance and epi analysis, which is the basis for PH and health care recommendations/response. It is absolutely essential to have multiple redundant means of direct commo in order to enhance early detection/surveillance/epi analysis for response to potential biologic events. In addition, the info shared between PH and IC is confidential and privileged under state statute, necessitating secure/encrypted commo channels. OMMRS has already purchased 800 MHz radios for Emergency Departments, Administrative Control Centers, and Security. At this time, ICDs rely almost entirely upon pagers/phones, which could be overwhelmed during an emergency situation. To ensure connectivity and the ability to rapidly communicate patient info with PH in an encrypted fashion, we propose purchasing radios for ICDs in the Tri-County area. This project is requesting 11 encrypted Tier 3 800 MHz radios for each hospital ICD and 4 for the local PH depts in the Tri-County Urban Area. 3a. Is this a continuation of a FY2004 project? WHEREAS, Motorola has provided Nebraska State Contract pricing #11182 OC; and, WHEREAS, the Mayor has recommended such purchase of the radios. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA: THAT, as recommended by the Mayor, the purchase from Mobile Communications, Inc. in the amount of $72,978.75, which represents Nebraska State Contract Pricing for 15 Motorola encrypted Tier 3 800 MHz radios for 11 hospital Infection Control Departments and 4 local Public Health Departments in the Tri-County Urban Area, is hereby approved, such approval being given by the City of Omaha as specified by the UASI Grant requirements.
