The security upgrades will consist of enhanced CCTV cameras, monitors, duress devices, and electronic access systems. SimplexGrinnel is a sole source vendor and is a firm qualified to provide the products and services contemplated herein. In accord with the provisions of Section 5.16, Home Rule Charter, when there is a sole source vendor, the City Council may,by resolution, authorize the Purchasing Agent to issue a purchase order for the products and services. The security upgrades will be purchased from the Nebraska Emergency Management Agency (NEMA) FY2005 Homeland Security Grant, Urban Area Security Initiative, Grant Award #2005-GE-TE-0020, grant amount $5,148,300.00, and detailed in the Tri-County Urban Area Homeland Security Strategy spending plan and Strategy approved by City Council June 28, 2005, Ordinance No. 37063, Grant Period April 1, 2005 to March 31, 2007. OPPD is addressing deficiencies identified during Critical Risk Management Assessments conducted following the events of September 11, 2001. OPPD is enhancing security measures to reduce vulnerabilities to critical electrical infrastructure assets. These measures are designed to delay, prevent, detect, and mitigate unauthorized access to critical components and systems, which if tampered with or operated improperly, could adversely affect all citizens of eastern Nebraska, and connectivity to the North American Electrical Grid. The Tri-County Urban Area Homeland Security Strategy ensures the region's capabilities and capacity to prevent, respond to, recover and mitigate natural disasters, threats or acts of terrorism, through an all-hazards inclusive approach. Funds of $139,000.00 have been appropriated in the Year 2006, Fund 12151, Organization 130725. The Finance Department is authorized to pay the cost from this account. OPPD is in the process of implementing corrective actions necessary to ensure the continuous and reliable supply of energy to the industry and the residents of Eastern Nebraska and the North American Electrical Grid. The entire electronic access systems for the district are SimplexGrinnell installed products. That includes the processors, multiplexers, and fire safety systems. It would not be practical for OPPD to mix other equipment into this system.
