Transmitted herewith is a Resolution approving an Interlocal Agreement between Douglas
County and the City of Omaha. The Interlocal Agreement spells out the conditions for Douglas
County's participation in funding a GIS Coordinator position and other Professional GIS
positions,with the City of Omaha acting as the hiring agent for these positions.
Douglas County will pay the City of Omaha $22,000 per year for this project with further details
spelled out in the attached Interlocal Agreement.
The Public Works Department requests your consideration and approval of the attached
Resolution.

Inter-local Agreement
THIS AGREEMENT,made and entered into as of the dates indicated below,by and
between the County of Douglas, State of Nebraska, acting by and through its authorized Board of
Commissioners, hereinafter refereed to as"COUNTY" and the City of Omaha, a Municipal
Corporation of the State of Nebraska,hereinafter referred to as"CITY".
IN WITNESS WHEREOF:
WHEREAS, the CITY and the COUNTY have been jointly cooperating in the
development of a geographic information system, GIS; and,
WHEREAS,the GIS has reached a point in development that the information contained
therein requires that it be managed efficiently by a staff of GIS professionals that will include a
GIS Coordinator and other GIS professionals; and,
WHEREAS, the Metropolitan Area Planning Agency, MAPA, is willing to participate in
the funding of GIS positions,requiring the CITY and the COUNTY to fund the remaining cost.
Now therefore it is agreed as follows:
1. The COUNTY shall enter into an agreement with the CITY to provide $22,000 per year
for the position of GIS Coordinator and other GIS Professionals.
2. The reimbursement amount provided by the COUNTY may change up to 10%more or
less per year, if mutually agreed upon by the CITY and COUNTY.
3. The CITY shall be the hiring agent for the GIS Coordinator and other GIS professionals
who shall be employees of the Public Works Department. The County Engineer shall
administer this agreement for the COUNTY.
4. The COUNTY shall pay the agreed upon amount to the CITY on or before July 1 of each
year this agreement is in effect. The CITY will send the COUNTY an invoice.
5. The primary function of the GIS Coordinator shall be:
a. Under the supervision of the Public Works Director or designee, the incumbent
shall coordinate, manage, and maintain the GIS for the COUNTY, CITY, and
MAPA. The incumbent will be responsible for the integration of GIS for
transportation related activities,provide technical advice, training and implement
standards and procedures for GIS development and maintenance including
coordinating activities with the DOTCOMM.
6. Neither the CITY nor COUNTY shall, in performance of this agreement, discriminate or
permit discrimination against any person because of race, sex, age or political or religious
affiliations or opinions in violation of federal or state statutes or local ordinances.
7. Pursuant to section 8.05 of the Home Rule Charter of the CITY, no elected official or any
officer or employee of CITY shall have a financial interest, direct or indirect, in any CITY
agreement. A violation of that section with the knowledge of COUNTY, in addition to
constituting employee malfeasance, shall be cause for CITY to unilaterally terminate or •
void this agreement.
8. This agreement contains the entire understanding of both CITY and COUNTY relative to
the position of GIS Coordinator. No amendments may be made except in writing and
agreed to by the parties.
9. This agreement can be terminated upon written notice from either party upon the other
party;provided,the terminating party shall pay its share of costs until the end of the non-
terminating party's then current fiscal year. Upon termination, any property provided by
the CITY or the COUNTY used to carry out this agreement will be returned to the
providing party.
10. No Administrative Entity. There shall be no separate legal or administrative entity created
to administer this Agreement and,therefore, no separate budget established for such an
entity.
11. Appointment of administrators. The Douglas County Engineer or his assigns shall
administer this contract on behalf of the COUNTY, and the Public Works Director on

BE IT RESOLVED BY THIS BOARD OF COUNTY COMMISSIONERS THAT:
the Chairman be and is hereby authorized to execute the Interlocal Agreement
between Douglas County, Nebraska and The City of Omaha of Douglas County,
Nebraska, regarding the Geographic Information System (GIS) and its professional staff;
copies of which are attached hereto and incorporated herein by reference.
Douglas County and the City of Omaha have been jointly cooperating in
development of the GIS and have reached a point that the information contained therein
must now be managed by a staff of GIS professionals.
This Agreement outlines each party's duties and responsibilities in regard to
collectively managing and maintaining the Geographic Information System and its
professional staff.
Estimated cost of Douglas County's share will be approximately an annual
amount of$22,000.00 with allowance for a 10% change of more or less per year.
