RESOLVED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
THAT, in accordance with the provisions of the Nebraska Liquor Control Act, as
amended, after a hearing held within 45 days after receiving notice and a copy of the license
application and upon due consideration of all standards and criteria provided by law, this Council
hereby recommends that the following application for a Package Liquor License be granted.
ACR Corporation, dba "Jakes Cigars and Spirits", 6206 Maple Street
THAT, the cost of publication of notice of the hearing was $26.00.

Dear City Council
I am requesting you deny a Package Liquor License submitted by ACR Corporation for
the off sale of beer,whine and liquor at 6206 Maple Street.
I have owned a rental home at 2716 North 63'1 street for the last 27 years. I take great
pride in maintaining this property to a standard as high as any owner owned home its the
neighborhood. I rent to two single ladies who are an asset to the neighborhood. As a past
Benson resident and alumnus,I maintain a strong concern that we do not allow this
neighborhood to fall into disrepair and undesirable businesses that have plagued some
other older neighborhoods in the city of Omaha.
The city of Omaha,the Benson Business Association,and the Benson residents continue
to work to maintain the Benson business district as a viable and pleasant area to live and
shop. I do not believe adding another Package Liquor or Tobacco shop will enhance this
concept for the Benson Business District and the community around it.
There are already too many alcoholic/tobacco establishments in the area. Let me list
most of them for you:

Jake's Cigars and Spirits, started in Lincoln,Nebraska in 1998. Alex Roskelly a native of Salt
Lake City, Utah, had been visiting Lincoln, and thought that downtown Lincoln would be perfect
to open a cigar and wine shop. Alex had worked in this industry in Salt Lake for several years
and was ready to make a go of it for himself. The store started selling mainly cigars and tobacco
related products, and has grown into a full service Cigar, Wine, Fine Liquor and imported and
domestic cigarette store. John Larkin, another native of Salt Lake,joined Alex as a partner in
2004. John had previously worked eight years for the same company Alex had in worked for in
Salt Lake. John had just come back from an extended tour in Iraq, and was looking for a career
and investment. John's extensive knowledge of Cigars and Wine really helped Jake's reputation
as the place to go in downtown Lincoln for Cigar aficionados and wine connoisseurs.
With their success in Lincoln, Alex and John looked to expand the business and started looking
for locations in the region to open another Jake's. At the same time Jim Stevens a long time
downtown Lincoln; business owner came on as partner. Jim a veteran of Desert Storm, and an
Omaha native has been owner of"The Ozone,"vintage clothing, in downtown Lincoln for over
13 years, and a huge supporter of rejuvenation of Lincoln's downtown area. Jim purchased and
has been renovating a 108 year old, 24000 SQ ft, multi-use building in the heart of downtown
Lincoln, for 5 years now, and knows the importance of maintaining the character of our
downtown areas. The building at 14th and"0" streets houses three restaurants, two bars, a used
book store, a used and new record and video store, Jim's store, "The Ozone," and Jake's. The
second floor renovation is under way and will open this fall with an art gallery, hair salon,
photography studio and artist studios.
The three partners agreed that Benson had all the right elements that would make Jake's a
success in Omaha, and were excited to find the location at 62nd and Maple available. Our hope
is to not only do business in the area, but to add to the character of the area, and become a part of
the community. While we know there is some stigma attached to "Smoke," shops, we want to
assure all of our retail neighbors, and the neighborhood as a whole that Jake's is not a shop that
sells or supports the use of smoking paraphernalia; glass pipes, bongs, or any of the sort, and
would be glad to discuss our merchandise with anyone. Our hope is to become known for our
great selection of fine wines, and Cigars, while still being able to supply a great selection import
and domestic beers and cigarettes to our customers.
Phase one of our project will be the build out of the retail store, which we hope to have open by
Aug 1. Phase two would encompass a small, five to ten seat, cigar and wine sampling area.
Phase two is planned within six months of opening, but we are waiting to see what develops with
the smoking ban. We have no intentions of opening a full service bar on site rather give
customers a place to sample the many products we have to offer, in an inviting atmosphere.
