Mike Fahey,Mayor Public Works Director Honorable President and Members of the City Council, Transmitted herewith is a Resolution approving a Professional Services Agreement with the Bureau of Business Research, of the University of Nebraska-Lincoln, to provide an update of the Demographic and Economic Projections for the City of Omaha and a retail trade analysis. The projections, which provide information on future growth in Omaha and its surrounding region, are used as a basis for the regular update of the Papillion Creek Interceptor Sewer Master Plan and the establishment of planning strategies for the City of Omaha. Since the last set of projections was prepared by the Bureau of Business Research in 2003, there has been continued growth in and around Omaha. The scope of services for the update of the projections is more fully described in Exhibit "B" of the Professional Services Agreement. The Bureau of Business Research, of the University of Nebraska-Lincoln, will reexamine and update the 2003 projections of Omaha, will investigate whether Omaha has reached a new stage in its development by virtue of its current size and economic mix, investigate the future growth of neighboring counties that feed the Omaha labor markets, and provide an alternate projection so that a comparison can be made between two growth scenarios—one with rapid suburban growth and one with rapid growth centered in Omaha. In addition, a market analysis of Omaha will be conducted to help identify current and potential opportunities for retail and service business organizations for location in Omaha. The Bureau of Business Research, of the University of Nebraska-Lincoln, has agreed to perform the services detailed for the fee of$63,250.00. The proposed study would update those projections to the year 2050, consistent with the 1999 and 2003 reports. Future growth in the Omaha area would be modeled based both on its rank among the nations higher order cities, as well as the outlook for key industries such as manufacturing, logistics, and insurance. The BBR will investigate the future growth of both population and employment in neighboring counties that are part of the Omaha labor market. We will continue the practice of providing two alternative forecasts for growth in the Omaha area, one with growth centered in Omaha, and one with population and employment growth focused on suburban/exurban areas. Task Outline Task 1: Growth Regime We will review data from Omaha to determine whether the impact on Omaha from recent changes in its rank order among cities is similar to those of other cities that also experienced a change in rank order. • la. The name and address of the new lb. Export Base Analysis The economy becomes more diverse as an urban economy grows, with a growing share of intermediate goods and services provided locally. This has implications for export base multipliers. We will examine changes in these multipliers in both Omaha and comparison cities using recent industry income and employment data. Since comparison cities are at different points in terms of size and diversity of their economy, we will examine whether recent evolution of the Omaha economy is consistent with pattern evident in comparison cities. A finding of consistency will build confidence that recent growth in Omaha is sustainable. lc. Key Industries and Central Place and Rank Order Analysis We will update our examination of higher order functions in Omaha, such as those in finance, professional services, and management of companies. Progress in these higher order functions will indicate that Omaha has progressed in its rank order among the nation's system of cities. Evidence of progress also would build confidence that recent growth in Omaha is sustainable. Task 2: Key Basic Industries A second part of the analysis will focus on the continued potential for expansion of three key "basic"industries: manufacturing, insurance, and logistics. Insurance and logistics are expected to be among the strong growth industries in the next few decades, and food processing is expected to perform relatively well within the manufacturing sector. The fortunes of these key industries will influence employment and population growth in Omaha apart from its evolution within the system of cities. Task 3: Evaluate, Update, and Refine Previous Forecast Results of Tasks 1 and 2 will be used to update the previous forecast which assumed continuing progress in Omaha's status in the urban hierarchy. We will then update and refine the employment projections for the Omaha economy based on expected progress in the Omaha area economy(Task lc and Task 2), and the evolution of regional multipliers (Task lb). Aging of the existing Omaha area workforce and the potential for migration from non-metropolitan Nebraska also will influence growth rates for employment. Final employment projects will be used to project future needs for commercial and industrial business space. Both employment and population will be projected for the following counties: Fremont, Harrison, Mills, and Pottawattamie in Iowa; and Burt, Cass Dodge, Douglas, Otoe, Sarpy, Saunders and Washington in Nebraska. Douglas County forecasts also will be allocated to outlooks for Omaha and the Omaha Jurisdiction. One key issue in allocation population and employment growth to counties will be our analysis of exurban development in Task la. However, we will continue to maintain our alternative scenario for high urban growth within Douglas and Sarpy Counties. r to terminate the Contract for default. The name and address of the new Task 4: Coordination with MAPA and HDR Both the Metropolitan Area Planning Agency (MAPA) and the selected engineering firm that will update the Sanitary Interceptor Sewer Element of the Master Plan will be provided with a presentation on the methodology and preliminary outcomes of the BBR research project by January 15, 2007 for their comments. More generally, throughout the study period BBR will endeavor to keep MAPA and the selected engineering firm aware of progress on the report and the BBR methodological approach. Task 5: Prepare and Submit Draft Report A draft report of findings will be submitted to the Omaha Planning Department for review and comment. The Omaha Planning Department may offer the draft report for external review at its discretion. Task 6: Final Report A final report will be prepared and submitted once a consensus of review comments is reviewed and synthesized by BBR. BBR also will submit a summary indicating which review comments were incorporated, and provide an explanation for why any review comments were not incorporated. S ecial Considerations: Data Provision The Omaha Planning Department is to provide the BBR with updated information on housing permits by place in Omaha. BBR will obtain updated information on retail, office, and industrial square footage in Omaha from other sources. This information will be provided to the Bureau of Business Research no later than October 15, 2006. Timeline Work on Tasks 1 through 5 would begin on September 1, 2006 and is expected to be completed by February 28, 2007. This timeline assumes that official approval of the final work plan is communicated in writing to BBR no later than August 31, 2006. Task 6 will be completed by March 31, 2007, assuming that consensus review comments are provided to BBR by March 14, 2007. Overhead (@10 percent) $4,500 Total Project Cost $49,500 Additional Provisions THE PARTIES AGREE THAT THE FOLLOWING ADDITIONAL CONTRACT PROVISIONS APPLY: INCREASE OF FEES The parties hereto acknowledge that, as of the date of the execution of the Agreement, Section 10-142 of the Omaha Municipal Code provides as follows: Any amendment to contracts to purchases which taken alone increase the original fee as awarded(a)by ten percent, if the original fee is one hundred fifty thousand dollars ($150,000) or more, or(b)by seventy-five thousand dollars ($75,000) or more, shall be approved by the City Council in advance of the acceptance of any purchase in excess of such limits. However, neither purchase amendments will be split to avoid advance approval of the City Council. NON DISCRIMINATION The Parties shall not, in the performance of this Agreement, discriminate or permit discrimination in violation of federal or state laws or local ordinances because of race, color, sex, age, or disability as recognized under 42 USCS 12101 et seq. and Omaha Municipal Code 13-89,political or religious opinions, affiliations, or national origin. INTEREST OF THE CITY Pursuant to Section 8.05 of the Home Rule Charter, no elected official or any officer or employee of the City shall have a financial interest, direct or indirect, in any City Agreement. Any violation of this section with the knowledge of the person or corporation contracting with the City shall render the Agreement voidable by the Major or Council. B.PBE/DBE Reporting and Record Keeping Requirements. 1. The Contractor shall submit periodic reports of contracting with Protected and/or Disadvantaged Business Enterprises in such form and manner and at such time as prescribed by the City of Omaha(Exhibit C is currently required to be submitted within 10 calendar days following the end of each calendar quarter,from the start of the project). 2. The Contractors and subcontractors shall permit access to their books, records,and accounts by the Human Rights and Relations Director or a designated representative for purpose of investigation to ascertain compliance with these specified requirements. Such records shall be maintained by the Contractor in a fashion that is readily accessible to the City of Omaha for a minimum of three years following completion of this Contract. 3. To ensure that all obligations under any contract awarded as a result of this bid solicitation are met,the City of Omaha will conduct specific review of the Contractor's PBE/DBE involvement efforts during contract performance. The Contractor shall bring to the attention of the Human Rights and Relations Director any situation in which regularly scheduled progress payments are not made to PBE/DBE subcontractors. In submitting its bid,the Bidder is certifying that it has contacted City of Omaha Human Rights and Relations Department prior to bid opening regarding thisproiect and has afforded subcontractors participating in the PBE/DBE program the opportunity to submit bids on this project.
