This is the next phase of the implementation of the Miami Heights Redevelopment Plan. The property being acquired for Salem Village at Miami Heights consists of largely vacant lots and one deteriorated vacant structure. The plan provides for the development of a 51-unit affordable,multi-family independent senior housing facility for low-income persons. The project cost is approximately $8,653,000.00 funded in part with TIF funds up to the amount of $300,000. The Contractor has on file a current Annual Contract Compliance Report Form(CC-1). As is City policy, the Human Relations Director will review the Contractor to ensure compliance with the Contract Compliance Ordinance. The City Planning Board recommended approval of the Salem Village at Miami Heights Tax Increment Financing(TIF)Redevelopment Project Implementation Plan at its meeting on August 2, 2006. The City has identified this area as one of the communities in need of revitalization to reverse negative perceptions, the negative level of investment,to reduce and or eliminate vacant lots, reduce the number of absentee landlords, to reduce the number and impact of code violations on properties, to reduce the impact of substandard and blighted conditions, to develop affordable senior housing and to re-establish strong neighborhoods. The purpose of this request and action is to introduce the project implementation and to secure the Planning Boards approval to authorize the allocation of Tax Increment Financing. The previous approval of an Amendment to the Miami Heights Area Redevelopment Plan authorized the project concept and subsequent actions of the Planning Board approved the Preliminary Plat and Zoning modifications to authorize this multifamily project in this area. The Omaha City Council approved the Miami Heights Area Redevelopment Plan on March 18, 2003 by Resolution No. 340. The first amendment replaced the entire plan and authorized the phased development of the total development area. The Miami Heights Area Redevelopment Plan Second Amendment was approved by the Omaha Planning Board on November 2, 2005 and approved by the Omaha City Council on March 7, 2006 by Resolution No. 236. This amendment authorized $250,000.00 in Community Development Block Grant funds and proposed that Tax Increment Financing was an appropriate source to assist in completing the required financing for the project but did not request authorization for funding of Tax Increment Financing. The site has appropriate sanitary, and storm sewers in place and they will be modified or replaced as necessary and will be compatible with future sewer separation as required. Gas, water and other utility services are available in abutting rite-of-ways. Primary access is provided by Lake Street, 34th & 36th Streets. Adequate underground and surface parking is provided. Cost Benefit Analysis The request meets the necessary TIF requirements for consideration. The project meets all of the mandatory criteria and four of the eight discretionary criteria(2) the site is located in an area designated as Substandard and Blighted. (3) The TIF proceeds are to be used to cover all public improvement cost with the remaining balance of the TIF is to be used for project specific eligible cost (6) The site is vacant, substandard and blighted in its present condition. The project site conditions satisfy the requirements of and are in compliance with Community Development Regulations. (8) The development site is vacant with a majority of the parcels having very low property tax assessments. Cost Benefit Analysis: 1) the use of Tax Increment Financing will not result in tax shifts. The current level of taxes will continue to flow to the current taxing entities and only the increased value of revenues resulting from the improvements will be applied to the cost of the improvement; 2) No community public service needs will be generated as a result of this project. The proposed TIF will be used to offset public infrastructure improvement cost and to defray site development cost which are eligible activities. The development of this site will provide affordable senior housing, which is recommended in the Land Use and Master Plans of the City of Omaha. 3) This development will not significantly impact other development in the area as the area is currently lacking the type of housing proposed. 4) The elimination of the substandard and blight conditions in this area and the provision of new senior housing opportunities will bring needed economic opportunities to this sector of the community. The expansion will cause an increase in traffic in the area. However, it will cause a corresponding reduction in traffic in other areas caused by the change in location of the occupants of the new housing. The development of the proposed housing will cause an increase in the demand for the delivery of localize goods and services that will reduce the flow of people and of dollars from the area. The current street system is able to accommodate the development. There will be changes to the current street system to enhance site development. The development of this type of housing opportunity justifies the cost associated with the project. The long-term benefits resulting from the elimination of the substandard and blight condition and the increase in the tax base resulting from the development is other valid justifications to provide .assistance to the project actor's bid or to terminate the IContract for default. The Miami Heights Area Amended Redevelopment Plan proposed, for the first time in recent history, the development of market-rate, single-family housing for middle- and upper- income residents in north Omaha. The basic needs identified in the Miami Heights Area Amended Redevelopment Plan are still present and the fundamental purpose and of that plan is maintained. The Miami Heights Area Amended Redevelopment Plan anticipated additional phases to the Plan and the need for amendments. The addition of the Miami Heights Village, which is a 50 unit independent living facility for the elderly, is the first such addition. While the proposed changes to the Miami Heights Area Amended Redevelopment Plan will have a significant impact on the continued redevelopment of the area, the changes to the Plan itself are minor and/or can be described simply. Two sets of changes are incorporated; 1) changes to the section entitled The Overall Redevelopment Concept; and 2) the addition of Phase Two, known as Miami Heights Village. The sets of changes in this amendment are identified by these names in the following descriptions and on corresponding maps. Each change to the plan is preceded by a brief description of the change and the context of the plan in which the change will be incorporated. 1) Changes to the Overall Development Concept To incorporate the Miami Heights Village development, which will be detailed in the later section entitled Phase Two, into the overall plan concept, this Miami Heights Area Redevelopment Plan Second Amendment adds the following bulleted paragraph to the list of "Specific elements of the concept": ■ Provide additional affordable housing for the elderly. It is anticipated that Community Development Block Grant (CDBG) funds, $250,000, will be used to assist the project.
