AN ORDINANCE (1) to approve an agreement between the City of Omaha and Dr. Samantha
Clinkinbeard in the amount of eleven thousand dollars ($11,000); and (2) to authorize
funding for such agreement from the City of Omaha's FY 2020 Law Enforcement Mental
Health and Wellness Act (LEMHWA) Grant, Award #2020-MH-WX-K006, awarded by
the U.S. Department of Justice, Office of Community Oriented Policing Services; to
provide funding for research evaluation as part of the Omaha Police Department's Peer
Support Program; to authorize payment from such grant funding and involving
appropriations of more than one year in conformity with Section 5.17 of the Home Rule
Charter; and, providing for the effective date hereof.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OMAHA:
Section 1. That, as recommended by the Mayor, the agreement between the City of
Omaha and Dr. Samantha Clinkinbeard in the amount of eleven thousand dollars ($11,000),
budgeted from the FY 2020 Law Enforcement Mental Health and Wellness Act (LEMHWA)
Grant, Award #2020-MH-WX-K006, awarded by the U.S. Department of Justice, Office of
Community Oriented Policing Services; to provide funding for research evaluation as part of the
Peer Support Program, is hereby approved.
Section 2. That, the terms of the agreement shall extend through the award period of
September 1, 2020 to August 31, 2022 commencing upon approval of this ordinance. In
conformity with Section 5.17 of the Home Rule Charter, total expenditures as outlined in the
attached budget, from such grant funds and involving appropriations of more than one year, are
hereby authorized and the Finance Director is authorized to make payment in accordance
therewith.
Section 3. That this Ordinance being administrative, and not legislative, in character
shall be in full force and take effect immediately upon passage.

PROFESSIONAL SERVICES AGREEMENT
This Agreement is made and entered into this Z day of /2021 by and
between the City of Omaha, a municipal corporation(herein referred to as "the City") and Dr. Samantha
Clinkinbeard,5024 Pierce Street, Omaha,Nebraska 68106 (hereinafter referred to as "Provider").
The City and Provider agree as set forth below:
I.
PROJECT NAME AND DESCRIPTION
The Law Enforcement Mental Health and Wellness Act(LEMHWA) grant supports the enhancement of
Omaha Police Department's Peer Support Program. Under the City of Omaha's FY 2020 LEMHWA
Grant, Award#2020-MH-WX-K006,Dr. Samantha Clinkinbeard will lead data collection to measure
success of the Peer Support Program. Clinkinbeard will collaborate with the Omaha Police Department
to: [1] work to prepare a case study that measures the reach and success of the Peer Support
Program expansion and department wellness.
II.
TERM
This Agreement shall become effective on the date of execution and shall terminate on August 31,
2022. Permissible expenditures under this Agreement incurred after September 1, 2020 will be paid as if
they occurred after the effective date. In the event the Grant Award period, from which this Agreement is
funded, is extended by the grant awarding agency, the Agreement shall automatically extend to the end of
the approved extension.
III.
DUTIES OF THE PROVIDER
A. The Provider agrees to provide professional services. These professional services are set
out and more fully described in FY 2020 Law Enforcement Mental Health and Wellness Act(LEMHWA)
Grant: Project Narrative(Exhibit"A"), LEMHWA Budget(Exhibit"B"); and any future approved budget
modifications. Such services shall be completed within the time period specified therein.

B. The Provider designates Dr. Samantha Clinkinbeard as its contact person for this project.
C. The Provider agrees to maintain records and accounts, including personnel, financial, and
property records, sufficient to identify and account for all costs pertaining to the project and certain other
records as may be required by the City to assure a proper accounting for all project funds. These records
shall be made available to the City for audit purposes and shall be retained.for a period of five years after
the expiration of this agreement.
D. The Provider agrees to comply with the financial and administrative requirements set forth
in the City of Omaha Grants Management Handbook.
IV.
DUTIES OF THE CITY
The City designates Amber Parker, Grant Manager,as its contact person for this project,who shall
provide such written authorizations as are necessary to commence or proceed with the project and various
aspects of it.
V.
COMPENSATION AND PAYMENT
The City shall compensate the Provider in an amount not to exceed, under any circumstances,
$11,000 ("Maximum Compensation"). Following the execution of this Agreement and during the term of
this Agreement the Provider shall submit periodic invoices to the City Grant Manager, detailing services
performed and the cost thereof. The City shall pay such invoices within thirty (30) days after the date of
the invoice. Compensation shall be provided from the FY 2020 Law Enforcement Mental Health and
Wellness Act(LEMHWA)Grant,Award#2020-MH-WX-K006.All receipts and expenditure reports shall
be maintained and made available as requested for auditable evidence by the Provider. All requests for
reimbursement shall be submitted to the City of Omaha, Mayor's Office, Grant Manager.
VI.
OWNERSHIP
All material provided shall become the property of the City.
VII.
ADDITIONAL SERVICES
In the event additional services for the aforementioned project not covered under this agreement
are required, the Provider agrees to provide such services at a mutually agreed upon cost.

VIII.
INSURANCE REQUIREMENTS
City projects with scope of work less than$200,000
The Provider shall supply a certificate of insurance indicating(1)adequate workers'compensation;
(2)public liability in an amount not less than$250,000 for injuries including accidental death to any person
and subject to the same limit to each person in an amount of not less than $500,000 where more than one
person is involved in any one accident; and (3) property damage insurance in an amount not less than
$500,000; and naming the City of Omaha an additional insured.
IX.
INDEMNIFICATION
To the fullest extent permitted by law, the Provider shall indemnify and hold harmless the City, its
agents and employees, their successors and assigns, individually and collectively, from and against all
claims, suits, damages, fines, losses and expenses, including but not limited to attorneys' fees, arising out
of or resulting from the provision of services under this agreement, provided that such claim, suit, damage,
fine, loss or expense is attributable to bodily injury, sickness, disease or death,or to injury to or destruction
of tangible property including loss of use resulting therefrom, but only to the extent caused in whole or in
part by negligent acts or omissions of the Provider, anyone directly or indirectly employed by it, or anyone
for whose acts it may be liable, regardless of whether or not such claim, suit, damage, fine, loss or expense
is caused in part by a party indemnified hereunder. Such obligation shall not be construed to negate,
abridge, or reduce other rights or obligations of indemnity which would otherwise exist as to a party or
person described in this paragraph.
In claims against any person or entity indemnified under this paragraph by an employee of the
Provider, anyone directly or indirectly employed by it, or anyone for whose acts it may be liable, the
indemnification obligation under this paragraph shall not be limited by a limitation on amount or type of
damages, compensation or benefits payable by or for the Provider under workers' or workmen's
compensation acts, disability benefit acts or other employee benefit acts.
The Provider,and the City of Omaha shall give prompt and timely written notice of any claim made
or suit instituted which, in any way, directly or indirectly, contingently or otherwise,affects or might affect
the other parties.
X.
TERMINATION OF AGREEMENT
This agreement may be terminated by the City or Provider upon written notice to the other party of
such termination and specifying the effective date at least seven(7) days prior to the effective date of such
termination. In the event of termination, the Provider shall be entitled to just and equitable payment for

services rendered to the date of termination, and all finished or unfinished work products shall become, at
the City's option, its property.
XI.
INDEPENDENT PROVIDER
It is understood and agreed by and between the parties that any and all acts that the Provider or its
employees, agents, contractors or servants perform pursuant to the terms of this Agreement shall be
undertaken as independent contractors and not as employees of the City. Neither Provider nor any of its
employees or agents shall be construed to be the employee or agent of the City for any purpose whatsoever.
Provider shall not be entitled to any benefits of the City. The City shall not provide any insurance coverage
to the Provider or its respective employees including, but not limited to workers' compensation insurance.
Provider and the City shall each pay all wages, salaries and other amounts due to its respective employees
and shall be responsible for all reports, obligations, and payments pertaining to social security taxation,
income tax withholding,workers' compensation,unemployment compensation, group insurance coverage,
collective bargaining agreements or any other such similar matters. Provider shall have no authority to bind
the City or by or with any contract or agreement, nor to impose any liability upon the City. All acts and
contracts of the Provider shall be in its own name and not in the name of the City,unless otherwise provided
herein.
XII.
DEBARMENT OR SUSPENSION BY ANY FEDERAL AGENCY
Office of Management and Budget (OMB) guidelines require that any individual or entity that has
been placed on the Excluded Parties List System(EPLS -available for review through www.sam.gov)may
not be a participant in a Federal Agency transaction that is a covered transaction or act as a principal of a
person participating in one of those covered transactions. These guidelines apply to covered transactions
under a grant award from any Federal agency for which a recipient expects to receive reimbursement for
expenditures incurred or an advance on future expenditures.
The Provider providing goods and/or services to the City of Omaha, by acceptance and execution
of this Agreement agrees, that neither it nor its principals is presently debarred, suspended, proposed for
debarment,declared ineligible,or voluntarily excluded from participation in this transaction by any Federal
department or agency. Provider further agrees, by accepting and executing this Agreement, that it will
include this clause without modification in all lower tier transactions, solicitations, proposals, contracts,
and subcontracts. Where the Provider or any lower tier participant is unable to certify this statement, it
shall attach an explanation to this Agreement.
XIII.
GENERAL CONDITIONS
A. Nondiscrimination. The Provider shall not, in the performance of this Agreement,
discriminate or pen-nit discrimination in violation of Federal or State laws or local ordinances because of
race, color, sex, age,political or religious opinions, affiliations or national origin.

B. Equal Employment Opportunity Clause. Annexed hereto as Exhibit "D" and made a part
hereof by reference are the equal employment provisions of this Agreement. All reference in Exhibit "D"
to "Contractor" shall mean"Provider." Refusal by the Provider to comply with any portion of this program
as therein stated and described will subject the offending party to any or all of the following penalties:
(1) Withholding of all future payments under the involved Agreements to the Provider in violation
until it is determined that the Provider is in compliance with the provisions of the Agreement;
(2) Refusal of all future bids for any contracts with the City or any of its departments or divisions until
such time as the Provider demonstrates that he has established and shall carry out the policies of the program
as herein outlined.
C. New Employee Work Eligibility Status. The Provider is required and hereby agrees to use
a federal immigration verification system to determine the work eligibility status of new employees
physically performing services within the State of Nebraska. A federal immigration verification system
means the electronic verification of the work authorization program authorized by the Illegal Immigration
Reform and Immigrant Responsibility Act of 1996, 8 U.S.C. 1324a,known as the E-Verify Program, or an
equivalent Federal program designated by the United States Department of Homeland Security or other
federal agency authorized to verify the work eligibility status of a newly hired employee.
If the Provider is an individual or sole proprietorship,the following applies:
1 The Provider must complete the United States Citizenship Attestation Form, available on the
Department of Administrative Services website at www.das.state.ne.us.
2 If the Provider indicates on such attestation form that he or she is a qualified alien, the Provider
agrees to provide the US Citizenship and Immigration Services documentation required to verify the
Provider's lawful presence in the United States using the Systematic Alien Verification for Entitlements
(SAVE)Program.
3 The Provider understands and agrees that lawful presence in the United States is required and the
Provider may be disqualified or the contract terminated if such lawful presence cannot be verified as
required by Neb. Rev. Stat. §4-108.
D. Captions. Captions used in this agreement are for convenience and are not used in the
construction of this Agreement.
E. Applicable law. Parties to this Agreement shall conform with all existing and applicable
City ordinances,resolutions, State laws,Federal laws,and all existing and applicable rules and regulations.
Nebraska law will govern the terms and the performance under this Agreement.
F. Interest of the City. Pursuant to Section 8.05 of the Home Rule Charter,no elected official
or any officer or employee of the City shall have a financial interest, direct or indirect, in any City
Agreement. Any violation of this section with the knowledge of the person or corporation contracting with
the City shall render the agreement voidable by the Mayor or Council.
G. Interest of the Provider. The Provider covenants that he presently has no interest and shall
not acquire any interest, direct or indirect, which would conflict with the performance of services required
to be performed under this Agreement; he further covenants that in the performance of this Agreement, no
person having any such interest shall be employed.

H. Merger. This Agreement shall not be merged into any other oral or written Agreement,
lease or deed of any type. This is the complete and full Agreement of the parties.
I. Modification. This Agreement contains the entire Agreement of the parties. No
representations were made or relied upon by either party other than those that are expressly set forth herein.
No agent, employee or other representative of either party is empowered to alter any of the terms hereof
unless done in writing and signed by an authorized officer of the respective parties.
J. Assignment. The Provider may not assign its rights under this Agreement without the
express prior written consent of the City.
K. Strict compliance. All provisions of this Agreement and each and every document that
shall be attached shall be strictly complied with as written, and no substitution or change shall be made
except upon written direction from authorized representative.
L. Provider warrants that it has not employed any person to solicit or secure the Agreement
upon any agreement for commission,percentage, brokerage, or contingent fee.
M. The Provider will provide an executed W-9 Verification forms.
N. The Provider will implement and enforce,as to its employees,a drug-free workplace policy
substantiality similar to the City of Omaha's policy which is on file with the Human Resources Department.

XIV.

In further consideration of the mutual covenants herein contained,the parties hereto expressly agree
that for purposes of notice, including legal service of process, during the term of this Agreement and for
the period of any applicable statute of limitations thereafter, the following named individuals shall be the

the absence of the COPS Office award.34 U.S.C.§10384(a).
5.Extensions.Your agency may request an extension of the award period to receive additional time to implement
your award program.Such extensions do not provide additional funding.Only those recipients that can provide a
reasonable justification for delays will be granted no-cost extensions. Extension requests must`be received prior
to the end date of the award.2 C.F.R.§200.308(d)(2). „

6.Modifications.Award modifications are evaluated on a case-by case in basis 'a"ccordance with 2 C.F.R.§
200.308. For federal awards in excessiof$250,000,any,,modification'request involving the reallocation of
funding between budget categories that exceed-or are expected to exceed 10 percent(10%)of the total approved
budget requires prior writteniapproval by the COPS Office. Regardless of the federal award amount or budget
modification percentage,any reallocation of funding is limited to approved budget categories. In addition,any
budget modification that;:cha'nges the scope of the project requires prior written approval by the COPS Office.
7.Evaluations.The COPS Office may conduct monitoring or sponsor national evaluations of its award programs.
The recipient agrees to cooperate with the monitors and evaluators.34 U.S.C.§10385(b).
8.Reports/Performance Goals.To assist the COPS Office in monitoring and tracking the performance of your
award,your agency will be responsible for submitting semi-annual programmatic progress reports that describe

the authority of 34 U.S.C. 10381et seq.The purposes of this cooperative agreement are described
below.
II. Statement of background and purpose
A.Background:
The Omaha Police Department(OPD)will use COPS fundingto expand'and improve its'
existing peer support services,further integrate the Peer Suppot'Program into daily practices,
develop high-quality Supervisor Training,and,,partner with the University of Nebraska at
Omaha case study report to measure the reach and success of the Peer Support

The Omaha Police department will:
•Create a culture of positive accountability within the Omaha Police Department(OPD)by
developing high-quality supervisor training that incorporates leadership,communication skills,
and identifying appropriate personnel needs ' u

comprehensive supervisor training
o Increase the number o:f Omaha Police Department employees to facilitate department training
by training additional tr`air'iers
•Create organizational transformation by providing comprehensive training to all Omaha Police

performance of work(the accomplishment of functional objectives)as set forth here:
A.Specifically,the COPS Office will do the following:
1.Designate a program manager to participate in the planning and management ofthis
cooperative agreement and to coordinate project activities

resources and as determined appropriate by the program manager.

include periodic progress and financial reports,deliverables,evaluations,and other

1.Designate a project officer to work closely with the COPS Office and its designated
program manager to achieve the tasks specified in this cooperative agreement''The project
officer must be an employee(not a contractor or consultant)of the recipient organization and

have the authority to propose and approve modifications pursuant to Section VIII.of this
cooperative agreement
2.Be responsiblefor acquiring the.frights,and ensuring that its subrecipients,contractors,and
authors acquire the rights-including the payment of required fees,to use copyrighted material
for inclusion,in deliverables that are developed under this cooperative agreement.All licensing,

or similar agreements with a copyright holder,publisher or other relevant party must
include provisions giving the COPS Office a royalty-free,non-exclusive,and irrevocable
license to reproduce,publish,or otherwise use the work,in whole or in part(including create

recipient retains a contractor or consultant to author or co-author a work under this

must comply with the quarterly reporting dates unless otherwise directed by the program

18.If developing or launching online courses under this cooperative agreement,ensure that
online courses developed ,compatible with`'the current platform used in the COPS Office
Training Portal Prior to tharee development of the online course,the recipient must receive
guidance and_work'with the COPS Office to ensure compatibility.Online courses developed
through this cooperative agreement must be reviewed and approved by the COPS Office prior
to launching the course.Any pre-existing online courses being sponsored by the COPS Office
under this coperative agreement must also be reviewed and approved by the COPS Office
before using the COPS Office-sponsorship with the courses.
19.At the request of the COPS Office,submit all website(s)and web-based information
developed through this cooperative agreement to the COPS,Office The'information will be

Task 1.Hold a Project Kickoff Meeting.The meeting will address administrative and
programmatic requirements,project objectives,expectations,roles and responsibilities,

Task 2.Project Administration Unless otherwise agreed upon during the project kick-off

Topic 1: Peer Support Implementation Project—Outcomes,Identification, and
Justification
The City of Omaha is in Douglas County,Nebraska. It is the state's largest city with an
estimated population of 468,262 (U.S. Census Bureau QuickFacts).
The Omaha Police Department(OPD) is the largest law enforcement agency in the State of
Nebraska. OPD maintains a limited Peer Support Program(PSP). PSP provides OPD employees
an opportunity to receive emotional and tangible peer support during times of personal and
professional crises, and is available to address potential difficulties. Currently the OPD has 36
peer support trained employees that provide peer support services to over 1,000 sworn law
enforcement officers and civilian employees twenty-four hours a day, seven days a week.
Peer Support Team(PST)members average 2-3 new peer support contacts each month with
an average of three follow-up contacts. The average contact consumes 20 minutes of peer
support time. Follow-up contacts can range from a quick text to a forty-five minute or more
conversation or meeting. Command officers who are PST members advise other command staff
who may have general questions regarding performance issues and how to deal with employees
who may be struggling. The PST conducts Peer-to-Peer contacts, Rapid Roll Call Defusings,
Officer-Involved Call-outs and educational sessions for department personnel and their families.
The PST also provides assistance to surrounding first responder agencies when support is needed
for critical incidents. The PST is currently working to implement a Family Peer Support Team
to build support for officers at home and support for their loved ones.
Confidentiality is the cornerstone of the OPD's Peer Support Program. Each PST member
has a clear understanding of what is considered confidential. This is to build officers' trust level,
in turn to encourage officers to engage the PSP for support. PSP members disclose the
parameters of the contact so that those involved understand the limits of confidentiality. PSP

members are required to report any threat of harm to self or others and any serious violations of
departmental policy. Peer Support Team (PST) members may consult with the department's
mental health clinician for further direction as established by the department's peer support
guidelines.
The Omaha Police Department(OPD)PST was implemented in 2014. Shortly after, critical
incidents including the line of duty death of OPD Detective Kerrie Orozco, demonstrated the
importance of a PST. Detective Orozco was shot and killed while serving an arrest warrant on a
shooting suspect. Kerrie was scheduled to begin maternity leave the next day because her
daughter, born prematurely, was being discharged from the hospital. The seven-year veteran of
the OPD left behind a husband and two stepchildren, as well as her daughter. This tragedy
deeply impacted the Omaha Police Department. Officers continue to access peer support
services to combat PTSD suffered as a result of this loss, as well as other traumas experienced in
the line of duty. The occupational fatality rate (suicides and line of duty) for law enforcement is
three to five times greater than the national average for the working population. Officers must be
prepared to face the physical,mental, and emotional health problems, as well as the hazards of
their job (COPS USDOJ, n.d.).
Law enforcement is a high-risk career choice. The number of OPD officers assaulted on duty
continues to increase with seventy-nine (79) in 2017, ninety (90) in 2018, and ninety-three (93)
in 2019 representing over ten-percent(10%) of officers (source; Omaha Police Department
Crime Analysis Unit). According to data compiled by the National Law Enforcement Officers
Memorial Fund, as of December 27, 2019, 128 federal, state, and local law enforcement officers
died in the line of duty in 2019. Firearms-related fatalities were the leading cause of officer
deaths, with forty-nine (49) officers shot and killed in 2019. Forty-three (43) officers were killed

in traffic-related incidents in 2019. Thirty-six (36) officers died of other causes during the
reporting period in 2019, nineteen of which were job-related illnesses.
According to Blue H.E.L.P., at least 228 officers died by suicide in 2019; this is a 30 percent
increase from 2018. Repeated exposure to trauma and stress can lead to mental health struggles
that often go untreated. Officers that do not sense support from their peers or their department,
may be hesitant to seek help or utilize resources.
According to the Law Enforcement Mental Health and Wellness Act research, occupational
stress risks of law enforcement officers include "higher rates of disease, divorce, sick days taken,
alcohol abuse, and major psychological illnesses such as acute stress disorder, post-traumatic
stress disorder(PTSD), depression, and anxiety disorders"1. Omaha Police Department(OPD)
sworn and civilian staff respond to violent crime scenes and victims daily. Firsthand and
vicarious trauma has a cumulative effect. Research indicates that supervisors, across
organization types, have a direct impact on employee engagement and wellness. First and
second line supervisors and managers are acutely aware of the types of calls officers and forensic
technicians respond to. Direct supervisors observe employee management of difficult events and
are positioned to identify performance issues as they manifest. Early intervention tools can
support employees who are struggling.
OPD supervisors benefit from training and tools that help them manage stress, help their
teams mitigate stress risks, and develop personal resiliency. Research related to engaging
officers in crisis indicates information on self-care and resources should be provided via multiple
pathways;to include information campaigns, in-person contact, informational sheets, and online
resources. Employees may be reluctant to access resources so they should be made to feel

empowered and supported when accessing services. To be effective, first and second line
supervisors must understand trauma, be able to recognize signs and symptoms of impairment,
and provide interventions to respond to their colleagues needs.
Officer wellbeing is critical to providing effective community policing. Officers in crisis do
not perform at the level expected by the community or the department. With COPS LEMHWA
funding,the Omaha Police Department(OPD) will enhance Peer Support efforts by further
integrating the Peer Support Program into daily practice improving the wellness culture of the
OPD. The OPD will increase early detection of performance and personnel concerns by
expanding supervisor training. Peer Support Team (PST) members,who are frontline
supervisors will be prioritized for leadership training. The enhanced leadership training program
will ensure supervisors have the knowledge and tools needed to be effective in providing support
and resources to their officers.
OPD will; 1) develop and provide high-quality supervisor training that includes leadership,
communication techniques, and identifying the best course of action for each particular
individual, 2) hire a Specialist to maintain the operations of the Peer Support Program, engage as
a PST member, and organize mental health and wellness training for the PST members as well as
other OPD employees, and 3)provide additional training to Peer Support Team(PST)members,
as well as other Omaha Police Department(OPD) employees. The expansion of OPD's Peer
Support program through supervisor training will considerably increase the number of
meaningful early interventions. Early intervention will improve officer health and wellbeing,
employee resiliency, and in turn, officers' service to the community. As the largest agency in the
region,the OPD often provides guidance and support to surrounding jurisdictions when it comes

reach beyond the department, into the greater community.
The OPD has limited budget available for existing training. Introducing and developing new
training for supervisors to improve their response to officers in crisis is not an option. The
Omaha Police Department(OPD) Peer Support Team (PST) does not have a solely designated
employee responsible for coordination of peer support activities. Members of the PST are
assigned to full-time positions in various units throughout the department and act as peers in
addition to their regular duties resulting in underutilization of the PST concept. With COPS
LEMHWA funding,the OPD will introduce additional training to Sergeants, Lieutenants, and
PST members throughout the department. Training will increase early intervention and enhance
the culture of positive accountability.
Training will equip supervisors with tools to recognize both positive and negative
performance as well as techniques to help officers improve performance. Training will provide
strategies for matching interventions to specific needs, and will focus on communication
techniques and referral strategies. First line supervisors will link officers to peer support and
available services, intervening before issues rise to a disciplinary situation. When a supervisor
intervenes with an officer at-risk for engaging in damaging behavior, they may divert them from
making a career-ending decision. OPD believes adding early intervention services will support
officers for the life of their career and will improve the community policing culture of the
department.
The OPD works with the University of Nebraska at Omaha(UNO) on many projects
including our 2018 BJA Justice and Mental Health Collaboration Program. This project, funded
in the fall of 2018, increases mental health services provided to the public, by increasing the

number of Crisis Intervention Team (CIT)trained officers. The CIT training includes a section
on trauma and vicarious trauma including how officers can improve their own resiliency. While
this project improves community policing efforts, it does not address the deficiency within the
department for intervention, access to immediate peer support and other services, and training for
officer wellbeing and resiliency. The OPD will work with UNO to review the activities and data
from this grant funded Peer Support Project(PSP) and create a case study report that will
measure the reach and success of this addition to the PSP program, assessing department
wellness.
Developing high-quality supervisor and management training,focusing on train-the-trainer
courses allows Omaha Police Department(OPD)to have an impact department wide. Hiring a
Peer Support Specialist, and providing additional training to PST Members will increase the
health and wellness of OPD employees. Expansion of the training to prepare first line
supervisors to recognize performance changes and intervene creates a comprehensive system.
The system will improve delivery and access to mental health and wellness services for officers
within the OPD.

To achieve Goal#1, create a culture of positive accountability within the Omaha Police
Department (OPD) by developing high-quality supervisor training that incorporates
leadership, communication skills, and identifying appropriate personnel needs,the OPD
will accomplish two objectives.
Objective#1,work in partnership with the University of Nebraska at Omaha (UNO) to
develop comprehensive supervisor training. To accomplish this objective the OPD will
partner with UNO to complete a literature review to determine best practices in law enforcement
supervisor training. The goal will be to find the most effective way to incorporate leadership and

The OPD's Peer Support Specialist and other members of the PST will work with Dr.
Samantha Clinkinbeard and Dr. Gaylene Armstrong,UNO School of Criminology and Criminal
Justice, to combine best practices while meeting OPD's specific needs. This collaboration will
lead to the development of supervisor training curriculum and training materials that will
promote first line supervisors detecting, addressing, and referring personnel issues before they
escalate to a level of negative performance or possible discipline.

attending several different train-the-trainer courses in 2021 and 2022. Ten OPD employees will
attend Everyone Goes Home's Attributes for Leading; Leadership, Accountability, Culture,
Knowledge (LACK); and Leadership so Everyone Goes Homes (LEGH). Six OPD employees
will attend the International Association of Chiefs of Police's Faculty Development Workshop.
Two OPD employees will be sent to the Institute for Law Enforcement Administration's Ethics
Course.
Utilizing the train-the-trainer option allows OPD to continue providing trainings to OPD
employees without the need for further funding. Components of these courses are essential to
creating a culture of positive accountability and defining supervisor responsibilities.
Goal#2, create organizational transformation by providing comprehensive training to
all Omaha Police Department Lieutenants and Sergeants. Implementation of this
comprehensive training will improve supervisor response and provide early intervention for
personnel issues within the OPD.
Objective#1,train all Omaha Police Department Lieutenants and Sergeants. To accomplish
this,the Peer Support Specialist and Peer Support Team Leader will work with the OPD's
Training Unit staff to conduct ten supervisor training classes in 2022. All Lieutenants and
Sergeants will be required to attend a training session facilitated by trainers in the covered fields.
Pre and post-training knowledge assessments will be administered to evaluate training objectives
and implementation.

Goal#3, strengthen mental health and wellness services to Omaha Police Department
employees by building the aptitude of the Peer Support Program. Enhancing the Peer
Support Program improves access to mental health and wellness services available to OPD
employees.
Objective# 1, provide critical staff for the Peer Support Program. The Peer Support
Team (PST) Leader will work with other key staff to develop a Peer Support Specialist position
description. The OPD will hire a Peer Support Specialist to act as a fully dedicated Peer Support
Person, organize PST training initiatives, help maintain operations of the PST, and track all data
and grant activities. This position will be the first fully dedicated Peer Support Person on the
PST and will greatly enhance Peer Support Program operations.
Objective#2, provide critical training to Peer Support Team members and supervisors.
A total of twenty PST members and/or supervisors will attend Everyone Goes Home's Stress
First Aid(SFA) course in 2021. This course builds on the initial critical incident stress
management training PST members receive by focusing on restoring health and readiness after a
stress reaction, continuously monitoring the stress of first responders to quickly recognize, and
appropriately help individuals reacting to stress. Twenty PST members and/or supervisors will
attend the Rapid Roll Call Diffusion Training course in 2022.Seven PST Members and/or
supervisors will attend International Association of Chiefs of Police (IACP) Leadership in Police
Organizations Training Course.
Two supervisors on the Peer Support Team will attend the Concerns of Police Survivors

can occur throughout a law enforcement career. Selected supervisors will play an important role
in managing future responses to an officer or employee death in the line of duty or suicide.
Goal#4, partner with the University of Nebraska at Omaha to prepare a case study that
measures the reach and success of the Peer Support Program expansion.
Objective#1, coordinate the completion of a wellness assessment and case study report.
To accomplish this goal, the Peer Support Specialist will collaborate with UNO to complete a
Wellness Assessment and Case Study that measures the reach and effectiveness of the new
Omaha Police Department(OPD) supervisor training implementation and how it enhances the
OPD's Peer Support program. This study will be conducted during all quarters of the project
period.
Goal#5, completion of required progress reporting, and maintaining grant compliance.

Capacity and Experience
The Omaha Police Department. The OPD has been a certified law enforcement agency
through the Commission on Accreditation for Law Enforcement Agencies (CALEA) since
March of 2001. In 2016, OPD received the CALEA Meritorious Award, recognizing agencies
accredited for 15 or more continuous years. To attain accreditation, the department must adhere

to a list of standards issued from CALEA including standards that address employee assistance
programs. These standards include guidelines and procedures for assisting in the identification
and resolution of concerns or problems (personal or job related), which may adversely affect an
employee's personal or professional well-being or job performance. The Omaha Police
Department(OPD) was awarded its fifth re-accreditation by CALEA in July 2016.
The OPD is a recipient of a FY2018 Bureau of Justice Assistance (BJA) Mental Health grant
award, FY2018 BJA Sexual Assault Kit Initiative grant award, FY 2018 COPS School Violence
Prevention Program grant award, and many state and local funding awards. The GAU, located in
the Police Services Bureau is responsible for the management of the department's grant and
foundation funded projects. The GAU will assist in the successful execution of grant related
tasks and will assist the Peer Support Specialist with conducting grant activities.
Deputy Chief Michele Bang helped develop the PST and related policies and procedures. She
has been an active member since its inception in 2013 and continues to support the team through
mentorship and assistance with implementation. Deputy Chief Bang currently oversees the OPD
Professional Oversight Bureau, and has experience at the management level in the Criminal
Investigations Bureau,the Police Services Bureau, and the Uniform Patrol Bureau. Deputy
Chief Bang is a member of the Nebraska Critical Incident Stress Management(CISM)team. As
a peer, Deputy Chief Bang has helped many officers and civilian employees from OPD and other
agencies during times of crisis. Deputy Chief Bang currently serves on the Human Resources
Committee of the Major Cities Chief's Association, working on best practices for suicide
prevention and postvention for law enforcement agencies.
The OPD Peer Support Coordinator, Captain Laurie Scott, oversees the PST Leader, Sgt.
Stacy Williams. Sergeant Stacy Williams has been instrumental in the development of the PST,

This in-depth training makes the Peer Support Team Leader uniquely qualified to lead and
implement the expansion of the OPD's Peer Support Program with the support and guidance of
Deputy Chief Bang and Captain Scott. The PST will partner with the department's Training Unit
staff to successfully facilitate and coordinate the training conducted during this Peer Support
Implementation and Enhancement project. The Training Unit is commanded by a Lieutenant and
is located in the Training and Community Services Section of the Executive Services Bureau of
the OPD. The Training Unit is certified by the State of Nebraska as a Law Enforcement Training
Academy.
The University of Nebraska at Omaha. The School of Criminology and Criminal Justice at
UNO is co-located on the Omaha and Lincoln campuses and is committed to excellence in
research,teaching, and community engagement. The SCCJ has approximately 900 criminal
justice undergraduate majors and 20 full-time faculty across the Omaha and Lincoln campuses,
and approximately 100 masters and doctoral students housed on the Omaha campus. The School
of Criminology and Criminal Justice is a recognized leader in research and education with
several top rankings (e.g., U.S.News and World Report#5 Best Online Master's Criminal
Justice Program and#15 Best Criminology Doctoral Program).
Gaylene Armstrong, PhD, is Director and Professor in the School of Criminology and
Criminal Justice at UNO. She is an expert in correctional program and policy evaluation. Her
research has extended to numerous at-risk populations including youth, female, and sex offender
populations. Armstrong has consulted with the National Institute of Corrections, the National
Institute of Justice, the Texas Department of Criminal Justice,the Iowa Community Corrections
Improvement Association and most recently agencies and community organizations throughout
Nebraska. Armstrong is the first ASC DCS member to be awarded both the Distinguished New

Correctional Facilities. Armstrong received her PhD and MA in Criminology and Criminal
Justice from the University of Maryland, and B.A.(Hons.) in Psychology from the University of
Manitoba, Winnipeg, Canada.
Samantha Clinkinbeard, PhD, is an Associate Professor and the Undergraduate Program
Coordinator(Lincoln& Omaha campus)in the School of Criminology and Criminal Justice. Dr.
Clinkinbeard's recent work is focused on police recruitment and motivation, including gender-
sensitive approaches in addition to investigations of police well-being and the association with
environmental fit. Her earlier research focused on motivation, self-control, and health as related
to delinquency and risky behavior. She was awarded honorable mention by ASC's Division of
Women and Crime for the best Article of the Year in Feminist Criminology for 2017. Dr.
Clinkinbeard has spent over a decade working with various criminal justice and social service
agencies on community-engaged research and evaluation. Dr. Clinkinbeard's work appears in
Feminist Criminology, Journal of Criminal Justice, Criminal Justice &Behavior, Journal of
Youth&Adolescence, Youth& Society, and Justice Quarterly. Dr. Clinkinbeard received her
PhD and MA in Social Psychology from the University of Nevada, Reno and her B.A. in
Psychology from Central College in Pella, IA.
The City of Omaha Grant Administration. The City of Omaha will serve as the applicant
and fiscal agent for the 2020 COPS LEMHWA Program. The City will provide: fiscal
management; administer grant-funded contracts, disburse grant funds; monitor expenditures; and

The department's PST Leader will be responsible for the successful execution of this grant
funded project under the direction of the Peer Support Coordinator, and the Deputy Chief in
charge of department-wide peer support.
Effectiveness of Program
If awarded 2020 LEMHWA funding, the Omaha Police Department (OPD)will partner with
the University of Nebraska at Omaha to create a case study that measures the reach and
effectiveness of this project. Dr. Samantha Clinkinbeard, Associate Professor of the School of
Criminology and Criminal Justice, has committed to assigning this case study to a student at their
master's level portfolio project. Dr. Clinkinbeard will oversee this graduate student,provide
direction, and monitor the quality of the case study. Dr. Gaylene Armstrong, who has done
extensive research in the role of supervisors in corrections and acted as an advisor on many BJA
grants, will act as an advisor for Dr. Clinkinbeard to ensure the program is effectively evaluated.
This case study will determine the reach and effectiveness of expansion and implementation
of the training, peer support services, and measure changes in department resiliency. The OPD

Project Narrative
will provide University of Nebraska, Omaha(UNO) access to survey OPD employees on
multiple occasions throughout this project. UNO will develop specific survey questions that are
consistent with the COPS Office performance measures to advance the capacity of law
enforcement to practice community policing, as well as questions that measure the reach and
effectiveness of these specific grant-funded activities. Surveys will be developed to measure
wellness of officers and measure change in wellness due to the addition of the grant-funded
increased peer support services, introduction of new supervisor training, and the impact of
training received. Surveys will be assigned electronically to Omaha Police Department
employees for completion via the department's PowerDMS software.
Survey data related to wellness, change in reach and effectiveness of expanded peer support
services, will be collected by University of Nebraska, Omaha and included in the final
programmatic report made to the COPS office through the program reporting portal on-line.
