The attached Resolution expresses the Omaha City Council's approval of a satellite keno location
to be operated by Big Red Lottery Services, Ltd., at 2505 South 90th Street. This location is a
business currently operated by Gage Hazen and Andrea Hazen, incorporated as G H Inc., doing
business under the name "Senor Matias."
At this location the keno business will be conducted as an ancillary activity to the existing bar
business. Keno bets will be received and paid at the location but the actual number selection will
continue to be performed at the keno games operated at Peony Park. Additional information about
the location and Big Red Keno's plans are included within the application submitted to the City.
A liquor license is presently issued to this location.

back before you for a hearing on the application. You would then decide whether the liquor

require Global Security Specialists, Inc., to file a long-form application. If this Resolution is not
adopted,the _ •• .or Control Commission may renew the liquor license without further hearings.

WHEREAS, the City of Omaha has entered into a Lottery Operator's Agreement
with Big Red Lottery Services, Ltd., ("Big Red") to operate a keno-type lottery within the t Ciy of
Omaha and areas of Douglas County("the Lottery Operator's Agreement"); and, - .f
WHEREAS, the Lottery Operator's Agreement allows Big Red to receive the City
Council's approval of satellite and other keno locations to be operated in accordance with the
Lottery Operator's Agreement and Keno Application Procedures and Criteria adopted by this
Council; and,
WHEREAS, on August 30, 2006, Big Red applied for permission to operate a
satellite keno location at 2505 South 90th Street, a business operated by Gage Hazen and Andrea
Hazen, incorporated as GH Inc., and doing business under the name "Senor Matias."
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OMAHA:
THAT, Big Red Lottery Services, Ltd., is granted approval to operate a satellite
keno location at the business operated by Gage Hazen and Andrea Hazen, incorporated as GH Inc.,
and doing business under the name "Senor Matias" at 2505 South 90th Street, in Omaha,Nebraska.
BE IT FURTHER RESOLVED:
THAT, approval is subject to continued compliance with the law, the Lottery
Operator's Agreement, as amended, the keno location criteria, and the terms, conditions and
representations in the application for approval of this location.

Re: Satellite Keno-type Lottery for Senor Matias at 2505 South 90th Street
Gentlemen:
My wife and I, as homeowners in this established neighborhood are opposed to Senor
Matias bar-restaurant to operate a Keno satellite parlor for two reasons:
1. Senor Matias location exposes students from Westside High School and Westside
Junior High School to all-day gambling combined with drinking as they go to and from
school would be a travesty. This and other undesired activities is not in our best interest.
2. School and city rush hour car traffic have caused high traffic and noise levels with
traffic delays on West Center Road, 90th, and Arbor Streets with traffic overflow to
adjacent residential streets. Loveland Shopping Center has inadequate parking for Senor
Matias Kino-gambling.
It is important to us for the city to protect and preserve our residential neighborhood from
acts that will curtail our living. The creeping paralysis of gambling into our residential
environment will start to tear apart the very fabric of our neighborhood.
The question is, do we as citizens of Omaha want to use our city as an asset, or exploit it
carelessly? Please give your attention to this most important matter, and vote NO on this
application.
