The plan provides for the development of the vacant 2.36-acre contaminated site within the "NODO" area to facilitate the development of 110-room/suites Fairfield Inn & Suites by Marriott adjacent to the Tip Top/inPlay atModel "T"Ford Plaza.. The project cost is approximately$12,134,683.00 funded in part with TIF funds up to the amount of$1,800,000.00. The Contractor has on file a current Annual Contract Compliance Report Form (CC-1). As is City policy, the Human Relations Director will review the Contractor to ensure compliance with the Contract Compliance Ordinance. The City Planning Board recommended approval of the River City Lodging, LLC Tax Increment Financing (TIF)Redevelopment Project Plan at its meeting on August 2, 2006. This is the one remaining Albert Kahn building in the city of Omaha, and is being nominated for the National Register of Historic Buildings as such. Ford owned the building until 1955. Between then and now, the building housed various tenants. Other than Ford, Tip Top Products had the longest residency in the building. It used the building as a factory as well [Tip Top Curlers the bobby pin was invented in Omaha.] Both the interior and exterior exhibit many innovative and key features of the early industrial style Kahn developed while working for Ford. The five- story building maintains a typical classical division between base, body and cornice, while also emphasizing the structure beneath the façade the building is topped by its historic water tower, where the Ford name still stands, along with that of the Tip Top. The first floor of the Model T Ford Warehouse houses InPlay, a multi-age, state-of-the- art entertainment experience. The historic "Model T" showroom was incorporated into the children's area. This first floor consists of approximately 35,000 square feet of space. The existing first floor of the building houses a family entertainment center. The center consists of 7,000 square feet of sports bar and restaurant, party rooms, meeting rooms and approximate 130 of latest games and technology. A 25,000 square feet banquet facility was built adjacent to and east of the existing building with a seating capacity of approximately 700. This addition houses two large space,banquet rooms, a banquet kitchen, service corridor, pre-function and a "signature" entrance atrium. Beneath the banquet facility, as well as underneath an entrance plaza, there is subterranean parking for the residences, at approximately 1.5 parking spaces per unit. In addition to this secure, underground parking for the apartments, there area approximately 350 parkingspaces on-site for the first floor tenant. p pp Y P It is envisioned that people will visit InPlay before and after attending events at the new Qwest center, which is adjacent to this facility. The Ford /Tip Top property is a development in a significant location that increased interest and activity for development in the North Omaha community. TIF financing is a critical element in determining if the project will occur. The TIF request is for $1,800,000.00 @ 7.65%. The TIF estimated eligible hard cost is approximately $10,916,001.00. The TIF requested represents approximately 14% of the total project. The remaining cost is funded through owner equity and traditional financing. The TIF and project cost are estimates and are subject to adjustment based on final estimates. The TIF amount is subject to change and is approved up to and not to exceed $1,800,000.00. Additional financial information may be provided to support the funding requested. Approval of Tax Increment Financing allocates the increase in taxes based on the projected valuation of the completed project and the tax stream generated. This project is the complete renovation and expansions of an existing site located in an area of the City that has the potential to become a business, entertainment and tourist attraction as a result of its location at 15th and Cuming Street which is in North Omaha, immediately north of Creighton University and west of the new Qwest Center. The site has historical significance in that the Model "T" Ford / Tip Top building has been nominated for the National Register of Historic Buildings. The Fairfield Inn & Suites by Marriott Hotel project at this location enhances the opportunity for expanded interest in North Omaha through the renovation and expansion of this site. This project and others under development have the potential to create businesses that could make this area of North Omaha a tourist and entertainment attraction and a destination place. Compliance: This project complies with the requirements for consideration. The project will meet all five (5) of the mandatory criteria and seven (7) of the eight discretionary criteria. (2) The proposed project complies with the requirements for the designation of the site or area as Substandard and Blighted as required before any consideration of the use of Tax Increment Financing. The project site is Substandard and Blighted and is located in North Omaha, an area of the city that has been designated as Substandard and Blighted in compliance with Nebraska Community Development Law. This area of the City of Omaha has been designated as an Enterprise Community and Neighborhood Strategy Area by HUD, as a HUB Zone by the SBA, and as an Economic Development Area by EDA. All of these organizations (HUD/SBA/EDA) are departments of the Federal Government that have implemented programs that support concentrated efforts to revitalize the area. (3) The TIF proceeds will be used to cover any and all public improvement cost as may be required (4) The project involves the rehabilitation of a building or site designated as historical, is eligible for listing on the National Register of Historical Places, or is located within a local landmark district. (5b) The project is non- residential and 51% of the jobs created will be held by or available to low- to moderate- income persons. (6) The area displays conditions of blight. (7) The project represents a new business start-up in Omaha. There is evidence of potential opportunities for expansion and growth; however, the marginal benefit to the new company without TIF could determine the future of the site. It is necessary for innovative financing approaches to encourage development and to support the potential growth that will occur as a result of this and other developments in the area. Cost Benefit Analysis: 1) The use of Tax Increment Financing will not result in tax shifts. The current level of taxes will continue to flow to the current taxing entities and only the increased value of revenues resulting -from the improvements will be applied to the eligible cost. 2) No community public service needs will be generated as a result of this project. The proposed TIF will be used to offset site demolition, site development, renovation and public improvement cost, which are eligible expenses. The renovation and the expansion of this site will enhance business development. #) This development will impact other businesses in the area as it increases the availability of hotel accommodations in this area in North Omaha. There may be increased demand and shifts in demand for employment opportunities as a direct result of more individuals visiting in the area. The new business will attract individuals seeking employment, as well as draw individuals into the area to experience the entertainment provided. 4) The provision of new employment opportunities based on the increased demand for services resulting from the increase in tourist attractions and entertainment will generate new economic opportunities in the service industries. This project will cause an increase in traffic in the area; however, it will cause a corresponding reduction in traffic in other areas by establishing a new hotel facility, which will stimulate the need for additional services to meet the increased demand for services, which will decrease the number of people and of dollars leaving the area. The current street system is able to accommodate the development. The long-term benefits resulting from the increase in the tax base from the development is another valid reason to provide assistance to the project. Land Use/Zoning The site is currently classified as (DS) Downtown Services District. The DS zoning designation is consistent with other zoning in the area and permits the proposed usages. The expanded project site development will comply with current zoning regulations. Zoning and a request for the vacation of a section of the 15th Street public right-of-way to enhance site assemblage and development was changed as necessary in the re-plating of the project area. Utilities/Transportation: The redevelopment site is fully served by existing utilities along Cuming Street and 15th Street. These include water main, gas main, and sanitary and storm sewer with connection stud-outs running to the property line. There are additional public improvements planned. All public improvements to be installed and/or relocated as necessary are at the expense of the developer. Omaha as envisioned by the North Omaha Development Study. River City Lodging, L.L.C. was formed to purchase Lots 4 & 5 of the Model T Ford Plaza located in North Downtown Omaha,Nebraska. The entity has plans to build a 4 story Marriott Fairfield Inn and Suites featuring approximately 110 rooms/suites, meeting rooms, poll and training room facility. The hotel will occupy lot 4 of the development and lot 5 will be developed as a shared parking arrangement with InPlay and the Tip Top building. River City Lodging, L.L.0 consists of five partners, which include Michael Stessman, Mike Nelson, Jake Christensen,Keith Weinstein and Dr. Keith Ifft. Personal financial information can be provided upon request. Michael Stessman and Keith Weinstein are current owners in the recently developed inPlay thus making for a strong relationship with the current neighboring businesses. The total projected development costs with the land purchase will be approximately $10.9 Million. The project timeline consists of approximately 9-12 months to develop and construct the project. Our expectations are for a spring 2007 opening. Our management firm for the day to day operations is Kinseth Hospitality. Kinseth ranks 30th in the nation for hotel management and brings notable experience to the project. They have an extensive background in the hotel industry and strong knowledge of the Omaha market. Mr. Stessman and Mr. Nelson will handle the development and construction of the hotel. Both gentlemen have extensive background in real estate development and construction. Their work includes lifestyle centers, downtown renovation projects, residential development,multi-family mixed use projects, and freestanding office development. Mr. Stessman is currently CEO of inPlay, L.L.C,headquartered in Peoria, Illinois. Recently Mr. Stessman has embarked on the franchising of the inPlay concept in joint development with hotel products. Mr. Nelson is founder and President of Nelson Development and Construction Services, located in Des Moines, IA and Phoenix, Arizona. Nelson Construction will be the General Contractor for the project and will be working with numerous contractors and sub-contractors in the Omaha area. The following is the detail of how each mandatory guideline is met: 1. The project site is located in a designated Blight area as outlined by the Planning Department and State of Nebraska. 2. The project meets the objectives of the North Omaha Development Study(See Section 2). 3. The project is being built on vacant land,thus not lowering, but increasing the taxable value of this site and subsequently increasing tax.revenues. 4. This proposal highlights in Section 3 that without TIF assistance, the project would not obtain its necessary franchise license and ultimately not be built. The primary reason for the higher cost for this project is due to the compact site and increased elevations necessary to satisfy the Franchise (Marriott—Fairfield Inn & Suites). 5. The development of this sight will result in lowering the potential hazard of a vacant, decaying area with the replacement of a vibrant, active neighborhood. Other discretionary guidelines met by this project that support the request for a fifteen (15)-year amortization period are highlighted below: 1. The project is located in the Blighted area as highlighted by the North Omaha Development Study. 2. This non-residential project will have at least 51% of the jobs created held by low to moderate income people. 3. The site itself displays conditions of blight as established by Nebraska State Statute. 4. River City Lodging, LLC is a new business entity within the city of Omaha. Mr. Nelson will handle the development and construction of the hotel. Both gentlemen have extensive background in real estate development and construction. Their work includes lifestyle centers, downtown renovation projects, residential development,multi-family mixed use projects, and freestanding office development. This update supports the positive trend shown by the April 2005 STR report for a relatively similar competitive set of hotels. The report provides the current data for all of Omaha,the Omaha CBD,Upscale Chains as a group,and the specific Competitive Set as indicated on the sheet. It should be noted that the Competitive Set line item will be the most accurate to compare to the STR report as of April 2005 and is the set of data that • reflects most directly to our project. As of February 2005,the Average Daily Rate(ADR)per the STR report was$93.55 which has risen to $113.44 as reported for March 2006 Year to Date. The increase appears to be constant and steady as shown by the 2005 ADR of$109.95. Another interpretation of this data is that the higher ADR's are proof that demand is rising and that claim is shown by the 4.4% increase in rooms sold(Demand)as of March 2006. Yet another interpretation showing increased demand is through Occupancy(OCC). The STR report for February 2005 shows 69.1% while the trailing twelve months through March 2006 shows an increase to 74.8%. The current data supports the claims that the market is seeing steady growth in demand for this product type while no new rooms in this set has been added in either 2005 or year to date 2006. The proposed project plan request City support for the project through the authorization of TIF as an economic development tool that will be utilized to assist in financing TIF eligible site development and related public improvement cost as may be required. The Fairfield Inn & Suites by Marriott will be a four-story facility featuring approximately 110-room/suites, meeting rooms, pool and training room facility. The brand concept, Fairfield Inn by Marriott, has been a leader in the lower moderate segment of the market since 1987. The new brand extension, Fairfield Inn & Suites by Marriott offers guests a choice of spacious guest rooms and suites as the result of a major design initiative have positioned the brand for future growth and development The project site, proposed project and area meet the requirements of Nebraska Community Development Law and qualify for the application and utilization of Tax Increment Financing to cover cost associated with project development plans that have been approved through the Tax Increment Financing process. Recommendation: The department recommends approval of The River City Lodging,LLC Tax Increment Financing Redevelopment Project Plan for the renovation and redevelopment of the vacant contaminated project site to facilitate the development of the Fairfield Inn & Suites by Marriott project in the North of Downtown Omaha "NODO Area". The River City Lodging, LLC Tax Increment Financing Redevelopment Project Plan is approximately 2.36 acres located between 15th and 16th Streets and between vacated Izard Street and Nicholas Street. The Redevelopment Plan is located within an area declared blighted and substandard and in need of redevelopment by the City Council by Resolution 1445, adopted June 2, 1992.
