The Planning Board approved this designation on August 2, 2006. This request compliments the previous designations of parts of Census tracts 16 and 51 as substandard and blighted. It is our assessment that conditions in the area comply with the requirement of State Law and warrant the substandard and blighted designation. The proposed area is in that portion of Census Tracts 16 and 51 that are not currently designated as substandard and blighted. The area has contains vacant unused sites and properties that have the potential and will be redeveloped with residential and commercial projects. This designation will allow the use of Tax Increment Financing to assist with the costs of future redevelopment. Your favorable consideration of this Resolution will be appreciated. To amend the current substandard and blight designation to include the remaining portions of Census Tract 51 and Census Tract 16. The Omaha Public School Administrative Offices, Creighton University Campus Area- Medical Center/ St. Joseph Hospital and Boys & Girls Town Research Facility create a large institutional base located within and extending into the residential and commercial neighborhoods. The Planning Board approval and the future passage of a City Council Resolution declaring the study area to be blighted and substandard and in need of redevelopment is required to authorize the City to approve redevelopment planSs for the development and revitalization of future sites within the study area that may include or request the use of Tax Increment Financing and Industrial Development Bonds. This is an important process that will have a significant impact on this area by creating additional funding opportunities to finance development. It is necessary for an innovative financing approach to encourage development and to support the potential growth, which will occur as a result of other developments in the area. Recommendation: The project site and area meet the requirements of Nebraska Community Development Law and qualify for the utilization of Tax Increment Financing (TIF) and Industrial Development Bond Financing. The boundaries are 33id Street on the west to 24th Street on the east, Cuming Street on the north to Dodge Street on the south. Located within the area, the Omaha Public School Administration offices, Creighton University, and St. Joseph Hospital create a large institutional base, extending into the residential and commercial neighborhoods. The intersecting of Highways I-80, I-480 and North 75 and interstate entrance and exit ramps comprise a large portion of the southeast portion of the area. The surrounding neighborhoods generally consist of single-family housing, multi-family housing, mixed commercial uses and several large developed parking lots. Portions of this area have been previously designated as blighted and substandard. (Exhibit "A") For reasons set forth below, the condition of the study area can be designated blighted and substandard, as those terms are defined in the Nebraska Community Development Law. Passage of a City Council resolution declaring the study area to be blighted and substandard and in need of redevelopment will allow the City to approve redevelopment plans for the redevelopment and revitalization of projects within the study area. Such redevelopment plans may include the use of tax increment financing and Industrial Development Bonds to assist in financing redevelopment projects. That rate is one hundred seventy-seven percent (177%) of the overall City of Omaha unemployment rate of four and four tenths percent (4.4%) and two hundred twenty-two percent (222%) of the State of Nebraska unemployment rate of three and five tenths percent (3.5%). • Per capita income within the study area is $9,118.50, forty-two percent (42%) below the City of Omaha per capita income of$21,756 and forty-six percent (46%) below the State of Nebraska per capita income of$19,613. Deficient and inadequate in capacity and age, combination sewers constitute the majority of the study area. Inherent to inadequate sewer systems, the area experiences cave-ins, blockages, back-up of wastewater and storm water into basements, and street flooding. These systems create conditions that are conducive to ill health, transmission of disease, health and unsanitary conditions that are detrimental to the public health, and safety. According to crime statistics collected by the City of Omaha Police Department, the study area accounts for a disproportionately large number of incidents reported to police and calls to 911 for crimes, such as aggravated assault, larceny theft, robbery, burglary, and motor vehicle theft, narcotics and shots fired. For all such reported incidents, except for narcotics, the area accounts for between one percent (1.0%) and one and eight tenths percent (1.8%) of incidents, yet accounts for only eight-tenths percent (.8%) of the Omaha population. It accounts for three and four tenths percent (3.4%) of narcotics complaints. The study area exhibits the following blighted and substandard conditions: • Average age of structures is over 40 years • Unemployment is greater than 120% of the State average • Per capita income is lower than the average of the City of Omaha • Inadequate and obsolete sanitation systems • Existence of crime that endangers life and property This condition substantially impairs or arrests the sound growth of the community, retards the provision of housing accommodations and constitutes an economic and social liability. They are also detrimental to the public health, safety, morals, and welfare to the study area. The proposed area is 247.64 acres bounded by 24th Street on the east, 33`d Street on the west, Cuming Street on the north and Dodge Street on the south, including adjacent portions of public rights of way.
