Mike Fahey,Mayor Public Works Director Honorable President and Members of the City Council, Transmitted herewith is a Resolution authorizing the Purchasing Agent to issue a Purchase Order to Leigh Environmental, local supplier for Process Solutions, Inc. on the bid for the purchase of a Vapex Hydroxyl Ion Fog Odor Control System to be used at the Missouri River Wastewater Treatment Plant for odor control. Leigh Environmental is the sole supplier for this unique equipment and, therefore, the Public Works Department recommends the bidding procedures be waived in accordance with Section 5.16 of the Home Rule Charter of 1956. The Contractor has on file a current Annual Contract Compliance Report Form (CC-1). As is City policy, the Human Rights and Relations Director will review the contractor to ensure compliance with the Contract Compliance Ordinance. The Finance Department is authorized to pay the cost of the purchase of a Vapex Hydroxyl Ion Fog Odor Control System in the amount of $75,000.00 from the Missouri River Wastewater Treatment Plant Organization 116612, Sewer Revenue Fund 21121, year 2006 expenditure. Funding for the purchase is available in Fund 21121, Organization 116612 of the 2006 budget. This is a"sole-source" purchase from a PBE supplier. This unit will be placed at the O'Hern Street Grit Facility along with a current project to cover the open grit basin. The unit will provide the added benefit of corrosion and grease control under the cover as well. The existing units have performed as good or better than specified in all past applications. Details We have conducted a six-month trial of this new odor control technology that uses a hydroxyl ion fog to oxidize odorous compounds to an inert state. The units were leased from Leigh Environmental, Inc. The trials have been successful in the pump station wetwell application. This technology has significantly less operation and maintenance cost than other odor control technologies and the capital investment is a fraction of that of other scrubber types. MTA 1 Ordinance.
