Dear Mr.Brown,
I would like to appeal the decision that was made by the Public Works Department to reject my
bid for Quadrant#4.
City personnel have visited my shop inspected and documented my existing equipment. I have
also reassured Mr. McIntyre that I would be purchasing a large tractor that can easily handle
any areas within the Quadrant that my existing equipment could not handle. I have been in the
mowing business for ten plus years and have"adequate expertise"to handle the work that is
required. Lastly, my firm has submitted the lowest and best bid for the contract.

RE: Bids for Right of Way Mowing
Dear Mr. Villotta,
Section 10-110 of the Omaha Municipal Code allows a department director to reject any or all
bids. This letter is to serve, as written notice that your bids for right of way mowing and or
grounds maintenance for the North Freeway, Sorensen Parkway, "L" Street and Quadrant #4 are
being rejected because your firm apparently does not have adequate equipment and expertise in
this area to meet the intent of the specifications for the project.
Section 10-110 OMC also provides: "Within ten days after a bid is rejected, any rejected bidder
may appeal to the city council by filing with the city clerk a written objection stating all the
reasons for the objection."
